This Study Guide sets out all the procedures for enrolment and registration in undergraduate and master's degree programmes. Students are required to review it carefully.

This Study Guide does not cover the courses offered for doctoral programmes, master's degrees, and advanced training courses, which are governed by their respective calls for applications.

In this text, the terms “student”, “students”, “lecturer” and “researcher” are intended in a gender-inclusive manner, referring to both male and female individuals.

University Educational Credits (CFU) for elective educational activities may be earned by:

  • passing exams offered in other Degree Programmes/Master’s Degree Programmes of the same level at the University
  • passing exams included in a curriculum other than the one selected
  • passing exams included in a curriculum other than the one selected
  • participating in alternative activities, including seminars or workshops, for which the Departments award educational credits (CFU)
  • requesting accreditation of prior learning activities, in accordance with the criteria and procedures set out in the Guidelines for CFU Recognition and following the instructions provided on the “CFU Recognition” page of this website.

The following cannot be included:

  • single modules that are part of an integrated exam
  • courses not considered consistent with the content and learning objectives of the student’s selected programme
  • courses that clearly duplicate a learning activity already included in the study plan

Selected courses must be entered when submitting the study plan online via the Esse3 reserved area, starting from 1 August 2026 and no later than 28 February 2027.

The choices made may be changed at the beginning of the following academic year.

Admission Requirements

Bachelor’s Degree Programmes (First Cycle)
  • possession of an upper secondary school leaving certificate or another recognised qualification obtained abroad
  • adequate personal preparation, to be assessed according to the procedures defined in the degree programme regulations
Master’s Degree Programmes (Second Cycle)
  • possession of a Bachelor’s degree or a three-year university diploma, or another recognised qualification obtained abroad
  • possession of a sufficient number of ECTS credits in specific subject areas (SSD), subject to prior assessment by the Student Administration Office by submitting a copy of the degree certificate with a transcript of records
  • adequate personal preparation, to be assessed according to the procedures defined in the degree programme regulations

Enrolment Procedures

Enrolment in degree programmes is carried out exclusively online by accessing the Esse3web Reserved Area.

The data provided will be processed for the University’s institutional purposes, including possible future employment, as specified in the information on personal data processing.

At the end of the enrolment procedure, students must print and sign the enrolment application form, submit it to the Student Administration Office, and pay tuition fees exclusively through the Pago PA system.

Documents to be submitted to the Student Administration Office

  • enrolment application form
  • passport-size photograph
  • photocopy of a valid identity document (Passport for international students)
  • documentation for any exemption from tuition fees (see Part II of this Guide)
  • qualification obtained abroad (statement of comparability)
  • copy of valid residence permit for non-EU students residing in Italy or decree granting international protection status together with the application for a residence permit

Documents may also be sent by registered mail, by certified email to protocollo@pec.unistrapg.it or submitted by an authorised representative.

Regulated by provisions of the Ministry of Universities and Research (MUR) published on the website www.studiare-in-italia.it/studentistranieri/

Students must access the UNIVERSITALY portal in the “International Students” section, click on “Register now” and:

  • fill in the “pre-enrolment application”
  • select only one degree programme from those available in the active database within the pre-enrolment application

The subsequent stages of pre-enrolment will be completed at the relevant Italian Diplomatic or Consular offices in the country of last residence for the purpose of obtaining the appropriate visa.

Enrolment is considered finalised after:

  • verification of the authenticity of the submitted documentation and possession of the required qualifications
  • successful completion of entrance tests/interviews
  • payment of the university fee

For non-EU students residing abroad, an online test of Italian language proficiency at CEFR level B2 is compulsory. Students who have obtained Italian language proficiency certificates at C1 or C2 levels of the Council of Europe, issued within the CLIQ quality certification system (Certificazione Lingua Italiana di Qualità), including in cooperation with Italian Cultural Institutes abroad or other accredited institutions, may be exempted.

Through the University’s online service Esse3web.

Documents to be submitted to the Student Administration Office

  • documentation certifying eligibility for possible tuition fee waivers (see Part II of this Academic Prospectus)
  • for non-EU students, a copy of a valid residence permit

For student contribution (amounts due, deadlines, waivers, etc.) please refer to Part II of the Academic Prospectus.

For the types of individual courses available, please refer to the second part of the Academic Catalogue for details on fees and payment methods.

Admission is subject to the possession of the required educational qualifications for University enrolment. It is not permitted to enrol in single modules of integrated courses or to sit partial examinations. The allocation of courses across the two semesters can be found in the academic calendar published on this site.

Enrolment in individual courses must be completed online via the Esse3web portal. Students must then inform the Student Administration Office of their chosen examinations and submit the following documents to the same Office:

  1. a completed application form, downloadable from the “Forms” section of this website
  2. a copy of a valid identity document
  3. for non-EU citizens residing anywhere, a copy of a valid residence permit or official decree granting international protection status, together with the application for a residence permit

Students are required to pay the enrolment fees for the selected courses using the PagoPA system (see the second part of the Academic Catalogue).

Enrolment in individual courses for non-EU citizens residing abroad is regulated by specific provisions of the Ministry of Universities and Research (MUR), which can be consulted at: www.studiare-in-italia.it/studentistranieri/

It may be requested within the same degree programme, provided it is active, by the end of the first year of enrolment in a Master's Degree Programme and by the end of the second year of enrolment in a Bachelor's Degree Programme.

It can be requested only once, within the first year of enrolment, by submitting the relevant form available on the "forms" page, after payment of the applicable tuition fees (see the second part of the Academic Regulations) and in compliance with the regulations governing the destination degree programme.

The following documents must be submitted:

  • Application to transfer to another degree programme
  • Request for recognition of exams already passed in the previous degree programme, to be submitted by the student for approval by the relevant University bodies

Course transfers are not permitted in the following cases:

  • students enrolled beyond the first year of a Master's Degree Programme
  • students enrolled beyond the second year of a Bachelor's Degree Programme
  • students enrolled beyond the standard course duration

By 31 October 2026.

Students must be up to date with tuition fee payments for the previous academic year and submit their application (using the form available on the "forms" page of this website).

For the procedures and the amount to be paid in case of transfer, please refer to the second part of the Study Guide.

Once the transfer application has been submitted, the student will not be able to sit any examinations. The conclusion of the administrative transfer process will be communicated in writing to the applicant student and, for information, to the receiving University.

The student is required to contact the Administration Office of the receiving University in advance to enquire about the possibility of being accepted for transfer.

Transferred students cannot return to the University for Foreigners before one year has elapsed from the submission of their application, except in cases of particular hardship, which will be assessed by the relevant University offices.

They are only possible during the period 1 August 2026 - 28 February 2027.

The student must first contact the Student Administration Office of their home University to request authorisation; the application will be finalised only after checks by the Degree Programme Student Administration Office of this University. Any request for recognition of examinations will be assessed by the competent bodies.

Interruption occurs when a student does not renew their enrolment for at least one academic year, whereas suspension is a formal request from the student in the following cases:

  • participation in civil service during the same academic year
  • serious personal or family reasons, to be assessed by the relevant University bodies

Suspension can be granted only once and for a number of years not exceeding those remaining to complete the legal duration of the degree programme. Suspension is not permitted in the following cases:

  • enrolment in degree programmes being phased out
  • students enrolled as “fuori corso” (beyond the standard duration of the programme)
  • international students holding a residence permit for study purposes
  • periods of less than one academic year

During periods of interruption or suspension, students are not permitted to undertake any academic activities. To resume studies, a specific application must be submitted (using the form available on the “Forms” page of this website), which will be assessed by the Student Administration Office for degree programmes. Reinstatement is subject to payment of a fee (see the second part of the Academic Regulations).

It is not possible to reinstate student records for degree programmes that are no longer active, except in cases where the student only needs to complete the final examination (see Art. 5.3), or for degree programmes no longer active but whose course units are still offered by the University.

Students may withdraw from their studies at any time by submitting a Withdrawal from Studies application (using the form available on the "forms" page of this website).

It will not be possible to complete any further academic procedures and any fees already paid will not be refunded.

For degree programmes established before the university reform as per Ministerial Decree 509/1999, student status is revoked for those who, although formally enrolled as out-of-course students, have not passed any exams for eight consecutive years.

For degree programmes established pursuant to Ministerial Decrees 509/1999 and 270/2004, student status is revoked for those who have not passed an exam for a number of years equal to twice the official duration of the degree programme.

Student status is also revoked if university fees are not paid for more than three consecutive academic years. Revocation does not apply to students who have completed all required exams except for the final degree examination.

In the year in which the thesis is discussed, students must be up to date with the payment of the enrolment fee; if there are any outstanding payments from previous years, the required reinstatement fee must also be paid.

Thesis Regulations

By the specified deadlines (no extensions permitted) indicated for each thesis session, students must submit their online thesis discussion request by logging in to Esse3Web. Information regarding the relevant fee can be found in the second part of the Student Guide.

At the time of submitting the thesis application, students must have paid all tuition fees and any other required charges.

The thesis discussion request is provisionally accepted by the Student Administration Office, which will check compliance with the established criteria.

Before the graduation session date, students must have earned all the ECTS credits required by their Degree Programme study plan.

All students are responsible for regularly checking the ECTS credits acquired. If, following the Student Administration Office’s review, there are missing credits, the student will not be permitted to defend the thesis.

If the thesis defence is postponed to a session in subsequent academic years, students must submit a new thesis discussion request and pay an additional fee (see the second part of the Student Guide).

Any changes decided by the University authorities will be announced on this website.

The final degree certificate in paper format (parchment) will be issued after the thesis defence date.

In the event of loss, destruction or theft of the original diploma, a duplicate may be issued to the holder upon request, following submission of a self-certification attesting the loss/destruction/theft/deterioration of the parchment and payment of a fee (see the second part of the Student Handbook).

The new document will include a statement indicating that it is a duplicate of the original diploma. If the replacement is due to deterioration of the original certificate, the latter must be returned to the Student Administration Office.

Students not included in specific agreements concluded by the University with other institutions, and who are undertaking documented employment activities in Italy, are offered the following opportunities:

  • placement in the category of working students, either from enrolment or later during their academic career
  • assessment of any previous university career, with recognition of examinations already passed
  • recognition of prior documented professional training or work experience carried out at public or private organisations, provided it is consistent with the content and learning objectives of the enrolled Bachelor’s or Master’s Degree Programme. Applications must be submitted to the University Guidance Service. Recognition of such experience will result in the award of the corresponding ECTS credits for internships/placements
  • the same number of exam sessions and dates as full-time, non-working, on-campus students, with the possibility, by prior agreement with the relevant lecturer, to take the exam at the start of the session in order to reduce waiting times

Working students may declare their intention to be placed in this category during enrolment and annual registration renewal, attaching supporting documentation for assessment by the Student Administration Office.

The same rules and procedures outlined in the Academic Regulations for full-time students apply, including the possibility of partial fee waivers based on income according to the ISEEU (see the second part of the Academic Regulations).

Working students are granted a reduction of €100.00 on the final instalment (see the second part of the Academic Regulations).

Pursuant to Article 40 of Presidential Decree 445/2000, as amended by Article 15 of Law no. 183 of 12 November 2011, from 1 January 2012, public administrations and providers of public services can no longer request or accept certificates issued by other public offices from private individuals.

Information relating to status, personal qualities and facts must be provided by means of a self-certification (Art. 46 of Presidential Decree 445/2000) or a statutory declaration (Art. 47 of Presidential Decree 445/2000).

Refusal by public administration bodies and providers of public services to accept these declarations constitutes a breach of official duties.

On the “forms” page of this website, it is possible to download templates for the self-certification declaration, the statutory declaration, and the self-certification of previous academic records.

Each student, by accessing Esse3web, may download self-certification for examinations passed.

Certificates

Certificates remain valid and may be used for transactions between private individuals and/or for use abroad.

According to current regulations, certificates issued are subject to a €16.00 stamp duty. Certificates on plain paper may be issued only in those cases expressly provided for by current legislation (Presidential Decree 642 of 26/10/1972 and subsequent amendments); in such cases, the student must indicate the intended use of the certificate when submitting the request.

Certificate requests must be made directly by the applicant. In cases of unavailability or inability, another person may collect the certificate on the applicant’s behalf by presenting a simple written authorisation and valid identification to the Student Administration Office for Degree Programmes.

The certificate may also be sent to the address provided in writing by the applicant.
The University accepts no responsibility for any postal delivery issues.

The Diploma Supplement (DS) is a document that complements the official qualification obtained, developed by the European Commission, the Council of Europe and UNESCO/CEPES to provide transparent and internationally comparable information on qualifications (diplomas, degrees, certificates, etc.), thus enabling fair academic and professional recognition.

The Diploma Supplement, issued in both Italian and English and provided free of charge to students, is available only to graduates of first and second cycle Degree Programmes as per Ministerial Decree 509/1999 and to graduates of first and second cycle Degree Programmes as per Ministerial Decree 270/2004.

Pursuant to Article 2 of Law 148/2002, responsibility for recognising cycles and periods of study completed abroad, as well as foreign qualifications for the purposes of access to higher education, the continuation of university studies and the awarding of Italian university qualifications, lies with Universities and Higher Education Institutes. This authority is exercised within their autonomy and in accordance with their respective regulations, without prejudice to existing bilateral agreements.

Class L-20 (Communication Studies)
Esse3 Code: LT01R

The degree programme, established under Ministerial Decree 270/2004, lasts three years and offers two pathways: International (ComIP-I) and Advertising (ComIP-P).

Admission (DM 270/04, Art. 6, Paragraph 1)

Applicants must:

  • hold an upper secondary school diploma or other equivalent qualification obtained abroad and recognised as suitable for university admission
  • possess an adequate initial preparation. This requirement may be fulfilled, at the student's choice, either by attending a non-selective interview on personal preparation or by taking the TOLC-SU CISIA test

Students who meet the first requirement may enrol in the degree programme before undertaking the individual preparation assessment.

International non-EU students residing abroad and applying for a visa must demonstrate a knowledge of Italian at level B2/CEFR or higher. The University will assess the level using its own methods and procedures.

Students showing insufficient knowledge of Italian will be required to attend language tutoring sessions.

Evaluation of Personal Preparation

The evaluation of personal preparation is compulsory for all students, both domestic and international.

How to register for the assessment
Where, when and how the assessment is held
  • In person
    University Campus - Parco Santa Margherita - Viale Carlo Manuali - Perugia
    23 September 2026 - 15 December 2026 - 26 February 2027, 10:00 am
    Interview on general knowledge topics and comprehension of texts relating to social and human sciences, also in English.
    In order to collect information useful for forming language classes, students may be asked to take an English placement test.
  • Online
    TOLC-SU test in the @CASA mode, i.e. taken at home or at a University, on a date and at a time chosen by the student upon registration.
    The test consists of four sections: text comprehension, knowledge and skills acquired in previous studies, logical reasoning, and English.
Assessment results
  • In person
    Results are communicated to the student immediately upon completion of the interview.
  • Online
    The score obtained in the TOLC-SU test will appear on screen immediately after the test ends. Validation of the results will be available in the reserved CISIA test area 48 hours after the test (from 7:00 pm), in the “Test results” section.
    The minimum passing scores are: 18/30 in the first section (“Text comprehension”) and a combined total of 10/20 in the second and third sections (“Knowledge and skills acquired in previous studies” and “Logical reasoning”).
    The result of the English section will be considered only for language class placement purposes.
Remedial actions

If the assessment reveals gaps that might hinder successful participation in the degree programme, the academic tutor will refer the student to appropriate supplementary learning activities.

The remedial requirement is considered fulfilled if the student obtains at least 24 credits by the end of the first academic year, by passing:

  • the Contemporary History and Professional English examinations
  • one elective from among the first-year course units

Students who have not fulfilled the remedial requirement by the September examination session will not be permitted to sit second-year exams.

Enrolment

Enrolment is carried out online, following the procedures outlined in the Study Guide. The enrolment form, which can be printed at the end of the online enrolment process, must be submitted to the University Degree Programmes Administration Service, together with all documents specified in the Study Guide, by 31 October 2026.

Enrolment will be confirmed only after the University Degree Programmes Administration Service has received and verified the required documentation.

Programme Structure

The degree programme in International and Advertising Communication comprises a total of 180 ECTS (European Credit Transfer and Accumulation System) credits, as detailed in the programme structure.

Class L-10 (Humanities)
Esse3 Code: LT02R

The degree programme, established under Ministerial Decree 270/2004, has a duration of three years and is structured into two tracks: Digital and Cultural.

Admission

(MD 270/04, art. 6, paragraph 1)

Applicants must:

  • hold an upper secondary school diploma or an equivalent qualification obtained abroad and recognised as suitable for access to university education
  • demonstrate an adequate level of initial preparation
    This requirement may be verified, at the student’s choice, either in person through a non-selective interview or remotely via the CISIA TOLC-SU test.

Students who meet the first requirement may proceed with registration to the degree programme before completing verification of individual preparation.

Non-EU international students residing abroad and requiring a visa must demonstrate knowledge of Italian at B2/CEFR level or higher.

The required level will be assessed directly by the University, according to procedures and methods defined by the University itself.

Students found to have insufficient knowledge of Italian will be required to participate in the language tutoring service.

Verification of individual preparation

Verification of individual preparation is compulsory for all students, both Italian and international.

When, where, and how the verification takes place
  • In person
    University Campus – Parco Santa Margherita – Viale Carlo Manuali – Perugia
    23 September 2026 – 15 December 2026 – 26 February 2027, 10:00 am
    Interview covering general knowledge topics and assessment of the ability to understand texts related to the fields of humanities and social sciences, also in English.
    For the purposes of allocating students to the appropriate language classes, a placement test in English may also be required.
  • Online
    TOLC-SU test administered in the @CASA format, i.e. at home or at another university, on a date and time chosen by the student at the time of registration.
    The test consists of four sections: text comprehension, knowledge and skills acquired in previous studies, logical reasoning, and English.
Verification results
  • In person
    Results are communicated to the student immediately after the interview.
  • Online
    The score obtained in the TOLC-SU test will be displayed on the screen immediately after completion. The official validation of the results will be available in the reserved CISIA test area 48 hours after the test (from 7:00 p.m.), in the “Test Results” section.
    The minimum passing score is 18/30 in the first section (“Text comprehension”) and 10/20 overall in the second and third sections (“Knowledge and skills acquired in previous studies” and “Logical reasoning”).
    The result of the English language section is used solely for assignment to language classes.
Remedial measures

If the assessment reveals educational gaps likely to hinder participation in the degree programme, the academic tutor will recommend appropriate supplementary activities.

The remedial requirement is considered fulfilled if the student, by the end of the first academic year, obtains at least 24 ECTS credits by passing:

  • the Contemporary History and Professional English exams
  • one elective exam among the first-year course modules

Students who have not fulfilled the remedial requirement by the September exam session will not be permitted to take second-year exams.

Enrolment

Enrolment is completed online according to the procedures outlined in the Student Handbook. The enrolment form, which can be printed at the end of the online registration process, must be submitted to the University Degree Programmes Student Administration Office together with the documents specified in the Student Handbook, by 31 October 2026.

Enrolment will be finalised only after the Student Administration Office has received and verified all required documentation.

Study Plan

The Bachelor’s Degree Programme in Italian Language and Culture in the Digital World includes the following learning activities, for a total of 180 ECTS credits: study plan.

Class L-15 (Tourism Sciences) and L/GASTR (Gastronomy Sciences, Cultures and Policies)
Esse3 Code: LT03R

Three-year Degree Programme established under Ministerial Decree 270/2004. Upon enrolment, students must indicate the degree class in which they intend to obtain their qualification (L-15 or L/GASTR). Students may change their choice, provided it becomes final upon enrolment in the third year.

Admission (Ministerial Decree 270/04, Art. 6, Paragraph 1)

Students must:

  • hold an upper secondary school diploma or other qualification obtained abroad and recognised as suitable for university admission
  • have an adequate initial preparation. This requirement is verified, at the student's choice, either in person through a non-selective interview assessing personal preparation, or remotely via the TOLC-SU CISIA test.

    The test is composed of four sections: text comprehension, knowledge and skills acquired in previous studies, logical reasoning, and English.

    Communicated to the student at the end of the interview.
  • Remotely
    The score obtained in the TOLC-SU test will be displayed on the screen immediately after completion. The results will be validated and made available in the CISIA reserved test area 48 hours after the test (from 7:00 PM), in the “Test results” section.
    The minimum score to pass the test is 18/30 in the first section (“Text comprehension”) and a total of 10/20 in the second and third sections (“Knowledge and skills acquired in previous studies” and “Logical reasoning”).
    The result for the English section is considered solely for placement into language classes.
Remedial actions

If the assessment highlights gaps that may hinder successful progress in the Degree Programme, the academic tutor will suggest appropriate supplementary learning activities.

The remedial requirement is considered fulfilled if the student, by the end of the first year, achieves at least 24 ECTS credits, by passing:

  • the exams in Contemporary History and Professional English
  • one exam of the student’s choice from the first-year course offerings

Students who have not fulfilled the remedial requirement by the September exam session will not be allowed to sit second-year exams.

Enrolment takes place online, according to the procedures specified in the Academic Regulations. The enrolment form, which can be printed at the end of the online procedure, must be submitted to the Student Administration Office for Degree Programmes, together with the documents specified in the Academic Regulations, by 31 October 2026.

  • social and media studies: basic knowledge in general and cultural/communication sociology
  • methods, analysis, and communication techniques: basic knowledge in performing arts, photography, drawing, and new media

The enrolment form, which may be printed at the end of the online enrolment process, must be submitted to the University Degree Programme Administration, together with the required documentation specified in the Academic Regulations, by 31 October 2026.

Study plan

The Master's Degree Programme in Italian for Teaching to Foreigners comprises the following learning activities for a total of 120 ECTS (European Credit Transfer and Accumulation System) credits: study plan.

Part 2 – Student Contributions for Enrolment and Registration in Bachelor’s and Master’s Degree Programmes

The fees payable for enrolment in the University’s Bachelor’s and Master’s Degree Programmes are as follows:

  • stamp duty (where applicable)
  • regional tax for the right to university education (Art. 3, paras. 20, 21, 22, 23 Law 28/12/1995 no. 549)
  • Annual Comprehensive Contribution (COA)

The regional tax for the right to university education, as well as the stamp duty (where applicable), are paid as fixed amounts together with the first instalment of enrolment/registration. The first instalment is non-refundable as it constitutes the student’s express intention to enrol.

Students enrolled in Degree Programmes and Master’s Degree Programmes contribute to the coverage of educational, scientific and administrative service costs via an annual CO payment to be made to the University.

The COA includes the following amounts:

  • insurance
  • educational, scientific and administrative service costs

The COA does not include the following amounts:

  • degree programme transfer
  • external transfers
  • dissertation application, issuance and delivery of degree certificate
  • postponement of dissertation to subsequent years
  • career reinstatement or resumption
  • late payment fees
  • duplicate degree certificate

**Students who have suspended their studies for one or more academic years and wish to resume them via career reinstatement are required to pay, in a single instalment, a fee of €400.00 for each year of interruption. This amount must be supplemented by:

  • any outstanding amounts due from previous academic years
  • related late payment fees accrued
  • registration fee for the reinstatement/resumption academic year (2026-2027)
    Career reinstatement is not possible for:
    • study programmes no longer active, except when the student has only the final degree exam outstanding (see Article 5.3)
    • study programmes no longer active but whose courses are still offered by the University

For the purpose of assigning students to a contribution bracket based on their “University” ISEE (ISEEU), students renewing their enrolment must, for each academic year, normally from 1 August to 31 October, enter the protocol number of their “University” ISEE or, alternatively, the protocol number of their Single Substitute Declaration (DSU) in their personal University web area.

Newly enrolling students can complete this procedure during the application process for enrolment.

Once student authorisation has been obtained, the University will automatically retrieve the ISEEU information from the INPS information system, based on the latest declaration submitted.

After 28 February, late submission of ISEEU documentation will not be accepted under any circumstances; the student will automatically be placed in the highest contribution bracket, except for cases of late enrolment, for which it is permitted to submit a valid ISEEU certificate at the same time as renewing their enrolment.

Upon request, during enrolment or renewal of registration, and subject to the University’s verification of the relevant documentation provided, full exemptions are granted to:

  1. international students who are recipients of scholarships from the Italian Ministry of Foreign Affairs under development cooperation programmes and intergovernmental cultural or scientific agreements (MAECI scholarship holders)
  2. students with a disability rating of 66% or above
  3. students holding certification under Law 104/92, regardless of their financial or academic status
  4. parents, for the year of birth of each child born in the calendar year of enrolment/registration (Parents)
  5. students eligible for A.Di.S.U. scholarships (Agenzia per il Diritto allo Studio Universitario dell’Umbria - Eligible students/scholars ADISU)
  6. students enrolling in a bachelor’s degree programme who achieved the highest possible grade in their Italian upper secondary school diploma (exemption applies for the first year of enrolment only, excluding the regional fee and stamp duty, and only for students entering the national university database for the first time)
  7. children of INPS disability pension recipients (children of INPS disability pension beneficiaries) under Art. 30 of Law 118/1971
  8. students applying for asylum, political refugees (Asylum seekers)

Partial or full COA exemptions or reductions described in this article may not be combined with one another, nor with the full exemptions outlined in article 4 or partial exemptions specified in articles 6 and 7 of these Regulations.

Enrolment under Agreement

For students covered by agreements entered into by the University with public and/or private bodies, as well as their children and employees of public administrations, the enrolment fee for the academic year 2026–2027 is set at €400.00 (University fee €260.00 and regional fee €140.00) plus a virtual stamp duty of €16.00, payable only upon first registration, according to the procedures outlined in Table C. University Staff or Exemption for University Staff

For technical and administrative staff and library staff (employees and their children) of the University for Foreigners of Perugia, as outlined in DR 205 of 18/07/2011, the enrolment fee for the a.y. 2025–2026 is €400.00 (University fee €260.00 and regional fee €140.00) plus a virtual stamp duty of €16.00, payable only upon first registration, as set out in Table D.

Employee eligibility criteria for this benefit:

  • having a permanent contract at the University for Foreigners of Perugia
  • not already holding a qualification at the same level or higher than the one to which the applicant seeks admission
  • not receiving scholarships and/or grants from any source

Eligibility criteria for children of employees:

  • being the child of a permanent employee of the University for Foreigners of Perugia
  • not already holding a qualification at the same level or higher than the one to which the applicant seeks admission
  • not receiving scholarships and/or grants from any source
  • not being the child of employees who have applied in the same academic year for a tuition fee reduction for their own enrolment in a degree or master’s degree programme

If enrolment requests received by the deadline for the first instalment exceed 15% (20% in the case of children) of the technical, administrative and library staff employed as of 31 December 2024, the University reserves the right to draw up an admissions ranking based on the employee’s ISEEU, giving preference to lower ISEEU values. If ISEEU scores are equal, preference will be given to the employee with the longest service.

Enrolment for Thesis Only for Graduating Students Who Have Passed All Examinations Except the Final Degree Examination

In case of academic record verification for thesis discussion, the amount due for a.y. 2026–2027 is as follows:

  • up to 2 years to be regularised, €400.00 for each year
  • 3 years or more to be regularised: €1,200.00

In both cases, payment must be made as a single instalment within the academic year in which the request for regularisation is submitted, together with payment of the first instalment fee for the new academic year (see Tables E and F), the second, third, fourth and fifth instalments specified in the same Tables E and F, and the amount due for the thesis application and degree certificate issuance.

For renewal of enrolment, without the need for record verification, the amount due is as follows:

  • for all degree and master's degree programmes (excluding the TRIN master’s degree programme) €506.00 (University fee €366.00 and regional fee €140.00), to be paid as set out in Table E.

For all Degree Programmes, the following are excluded from partial exemption based on income or financial situation:

  • amounts referred to in art. 2 of this document
  • students benefitting from full exemptions as outlined in art. 4 of this document
  • students benefitting from partial exemptions as outlined in art. 5 of this document
  • students who do not authorise the University to directly acquire their ISEEU from INPS

The fee waivers or partial reductions of the COA set out in this article from point a) to point d) are not cumulative with each other or with other total or partial waivers described in this document.

Any waiver situations not included in this article, or changes thereof, will be assessed and defined by the University.

  1. Students with a sibling or parent already enrolled in the University's Degree Programmes
    Applicable solely for the first year of enrolment in the course of the family’s most recently enrolled member, and applies to both family members. Eligible individuals must be members of the same household. A 20% discount is applied to the COA amount due, based on the contributory bracket to which they belong.
  2. Working students or non-contracted workers
    For students not included in agreements and who can document employment in Italy, a partial waiver of €100.00 is applied to the fifth instalment. If the fifth instalment is for a lesser amount, the available sum will be deducted, and no refunds will be provided for any excess.
  3. Meritorious students enrolled for more than one year
    For students enrolled in years after the first, merit is calculated according to the following criteria: the average mark obtained and the number of credits achieved from enrolment up to 31 October 2026.
    Fitness tests, assessments not graded out of thirty, and recognised or exempted examinations are excluded from the calculation.

Merit Assessment

This reduction is available to students who, with an average mark of at least 27/30, have obtained all credits (CFU) required by their official study plan between enrolment and 31 October 2026.

Additional Cases

The partial merit waiver is not available for:

  • students transferring from another university or those who have transferred to a different degree programme or curriculum pathway
  • students who are behind schedule with their studies
  • students reinstating their academic career
  • the partial merit waiver amounts to €100.00 on the final tuition instalment.
    If the fifth instalment is for a lesser amount, only the available sum will be deducted, and no refunds will be provided for any excess.
  1. Partial waiver for transition from Bachelor’s to Master’s Degree
    For students graduating from a Bachelor’s Degree with a final mark of at least 110/110, a 20% reduction of the relevant contributory bracket amount is granted for the first year of enrolment in the Master’s Degree Programme only.

TYPES OF PARTIAL WAIVERS  -  Documentation

  1. Students with a sibling or parent already enrolled in the University's Degree Programmes
    Self-certification specifying the names of those eligible, degree programme, and year of enrolment
  2. Working students or non-contracted workers
    Document certifying employment status as a student worker
  3. Merit - meritorious students enrolled for more than one year
    Verification is carried out automatically by the University
  4. Partial waiver for transition from Bachelor’s to Master’s Degree
    Self-certification regarding the University awarding the Bachelor’s Degree, type of degree, and final mark obtained

  1. International students and Italian students residing abroad may be granted partial waivers of the all-inclusive contribution (COA), provided that the relevant ISEEU certificate is available and properly documented at INPS. Should the student fail to authorise the University to directly acquire the ISEEU from INPS, or should the ISEEU be unavailable at INPS, the following provisions shall apply for this category of students:
    If it is not possible to determine the applicable fee band and corresponding amount due, the University may, in particular and exceptional cases, use a simulation of the ISEEU calculation, which can be verified through the INPS website at www.inps.it or similar simulation systems from other reputable associations or institutions. For this purpose, the student must submit the documentation listed below, which shall remain valid for a number of years corresponding to the official duration of the selected degree programme.

    Required Documentation
    Documentation for obtaining partial COA waivers must be issued by the competent authorities of the country where the income was earned, translated into Italian, and legalised. Such documentation must be submitted to the Student Administration Office by 26 February 2027.

    If the student arrives in Italy with original documents only, without translation or legalisation by the Italian diplomatic authority in their country of origin, they must:
  • have the income documents authenticated and translated at their Embassy or General Consulate in Italy
  • legalise the documents at the Prefecture

    For countries where it is particularly difficult to obtain such documents, requests may be made through the relevant foreign diplomatic representations in Italy, with legalisation by the competent Italian Prefecture.
    For students from countries without an Italian diplomatic representation and where it is difficult to obtain the required documents, documentation already in the student's possession, if compliant with current regulations, or documentation issued by UN International Agencies or recognised NGOs will be accepted.

    Specifically, the following documentation must be provided:
  • proof of household composition
  • income earned abroad by each household member
  • surface area (in square metres) and real estate value of residential properties abroad owned by members of the household. If the household resides in rented accommodation, proof of the annual rental value indicated in the lease agreement must be provided
  • the total movable assets (deposits, bank accounts) belonging to the student’s household.
  1. Pursuant to Article 13 of DPCM 9/04/2001, for foreign students from particularly poor countries, including those with a low human development index, as defined annually by Decree of the MUR in agreement with the MAECI, the assessment of the student’s financial situation is based on certification issued by the Italian representation in the country of origin confirming that the student does not belong to a high-income or high social status family. This certification may also be provided by Italian bodies authorised to guarantee financial coverage or, exceptionally, by diplomatic representations in Italy of the student’s home country. These students are automatically classified in the lowest fee band, but remain subject to payment of the Regional Tax, Stamp Duty, and possible COA adjustment based on academic merit.

    For the 2026-2027 academic year, according to Ministerial Decree No. 166 of 3 March 2025, the following countries are designated as particularly poor and in the process of development:
    Afghanistan, Angola, Bangladesh, Benin, Burkina Faso, Burundi, Cambodia, Central African Republic, Chad, Comoros, Democratic People’s Republic of Korea, Democratic Republic of the Congo, Djibouti, Eritrea, Ethiopia, Gambia, Guinea, Guinea-Bissau, Haiti, Kiribati, Lao People’s Democratic Republic, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Myanmar, Nepal, Niger, Rwanda, Senegal, Sierra Leone, Solomon Islands, Somalia, South Sudan, Sudan, Syrian Arab Republic, Tanzania, Timor-Leste, Togo, Tuvalu, Uganda, Yemen, Zambia.

     

    For foreign students from countries not included in the above list, the criteria set out in the previous paragraph shall apply.

  2. Students officially recognised as political refugees in Italy must submit certification issued by the Italian Ministry of the Interior. Students who are stateless persons must submit a copy of the official documentation issued by the competent Italian Civil Court. These students are automatically classified in the lowest fee band, but remain subject to payment of the Regional Tax, Stamp Duty, and possible COA adjustment based on academic merit.

The total fee for enrolment/registration in the University’s Degree/Bachelor’s or Master’s Degree Programmes must be paid in five instalments according to the following deadlines within the academic year:

  • First instalment deadline: 31 October 2026
  • Second instalment deadline: 30 November 2026
  • Third instalment deadline: 30 January 2027
  • Fourth instalment deadline: 30 April 2027
  • Fifth instalment deadline: 31 May 2027

Failure to meet any of these deadlines will incur a late payment fee as follows:

  • €30.00 for payments made within 30 days after the relevant deadline
  • €80.00 for payments made after the 31st day following the relevant deadline

The late payment fee will be automatically generated by the Esse3 system after payment of the overdue fee and must be paid to the University via the PagoPA system.

No late payment fees apply for registration to individual courses or single modules.

The University for Foreigners of Perugia offers the opportunity to enrol in individual teaching units delivered within the Degree and Master's Degree Programmes organised by the University.
Enrolment in single courses, subject to possession of the qualifications required for university admission, is structured as follows:

  1. Single courses for professional development and curricular integration
    Enrolment is open to students and individuals interested in attending individual teaching units for the purpose of enhancing their professional or curricular skills. For the academic year 2026-2027, the fee is set at €250.00. For enrolment in multiple teaching units, the amount must be multiplied by the number of chosen units. Examinations, up to a maximum of six, must be taken by the February 2028 session.
  2. Single courses for obtaining credits required for admission to a Master’s Degree Programme at the University for Foreigners of Perugia
    For the academic year 2026-2027, the contribution due is as follows:
  • €250.00 payable in a single instalment for enrolment in up to three teaching units, regardless of the number of credits assigned to each unit
  • €500.00 payable in a single instalment for enrolment in a minimum of four and up to a maximum of six teaching units, regardless of the number of credits assigned to each unit
  1. Single courses for MAECI scholarship holders
    Enrolment is open to students who have been awarded scholarships by the Italian Ministry of Foreign Affairs.
    For the academic year 2026-2027, the contribution due is as follows:
  • €250.00 payable in a single instalment for enrolment in up to three teaching units, regardless of the number of credits assigned to each unit
  • €500.00 payable in a single instalment for enrolment in a minimum of four and up to a maximum of six teaching units, regardless of the number of credits assigned to each unit.
  1. Single courses for University staff
    Enrolment is available for technical and administrative staff, librarians (employees, their spouses and children) as specified in Art. 5 of this document.
    For the 2026-2027 academic year, the fee is €50.00 per single course, regardless of the enrolment purpose. Examinations must be taken by the February 2028 session.
     
  2. Examinations taken abroad by students resident abroad, with University professors as part of agreements between the University and foreign institutions
    For the 2026-2027 academic year, students are exempt from all fees. Examinations must be taken by the February 2028 session.
  3. Examinations taken in Italy by students resident in Italy, with University professors as part of agreements between the University and Italian schools
    For the 2026-2027 academic year, students are exempt from all fees. Examinations must be taken by the February 2028 session.
  4. Single courses for students seeking asylum and/or political refugee status
    Such students may enrol in up to six individual teaching units from the University’s programmes, to be completed by the final ordinary session of the academic year. Individual teaching units completed may be recognised for future academic programmes within the University. Enrolment requires proof of Italian language proficiency at B2 level of the CEFR. For the 2026-2027 academic year, students are exempt from all fees.

  1. All university tuition fees listed in this document must be paid exclusively via the PagoPA system.
  2. The Università per Stranieri di Perugia reserves the right to adjust the amount and calculation methods of the regional fee for university student support in the event of regulations issued by the Region of Umbria pursuant to Art. 18, paragraph 8, of Legislative Decree 29/03/2012 no. 68.
  3. Students intending to graduate by the final graduation session of the 2025/2026 academic year (April 2027) are not required to pay fees for the 2026–2027 academic year. If the degree is not obtained by the April 2027 session, enrolment for 2026–2027 must be renewed with the relevant tuition fees and late charges, and thesis discussion may take place only from the July 2027 session onwards.
  4. Withdrawal from studies exempts students from paying any outstanding fees and does not entitle them to refunds for sums already paid, even if withdrawal takes place before the end of the academic year.
  5. Regarding reimbursement of fees not due, please note the following:
    1. tuition fees paid for enrolment and registration in subsequent years are non-refundable, as they represent a clear intention on the part of the student to continue the chosen degree programme
    2. for students who enrol conditionally on a Master's Degree Programme for the 2026–2027 academic year while awaiting completion of a first cycle degree by the February 2027 thesis session, if the degree is not awarded by the aforementioned session, any fees paid may be applied towards re-enrolment or subsequent registration
    3. fees paid in excess or not due may, with explicit indication from the student, be considered as advance payment for tuition owed for the following academic year
    4. for possible reimbursement of the regional fee for university student support, eligible students must contact A.Di.S.U. (Agency for the Right to University Study of Umbria).
  6. The University reserves the right to use all available means to recover outstanding fees owed by students.
  7. The information requested will be processed for the University's institutional purposes as described in the Privacy and Personal Data Protection Policy and, if the student consents, for purposes relating to possible employment opportunities.
  8. The amounts payable by registered students, as set out in the previous articles, do not include any banking fees, which are the responsibility of the student.
  9. The University reserves the right to amend this document and the amounts listed herein due to decisions of University governing bodies or changes in legislation. Any cases not covered by this document, as well as any modifications, will be evaluated and determined by the University.
