This Academic Handbook contains all the procedures regarding enrolment and registration for Bachelor's and Master's degree programmes. Students are required to read it carefully.
This Academic Handbook does not cover the educational offer relating to PhD programmes, Master’s programmes, and advanced training courses, for which reference should be made to the specific calls for applications.
Throughout this text, the terms “student”, “students”, “lecturer”, and “researcher”, where used, are intended in a gender-inclusive manner to refer to both male and female individuals.

Master’s degree programmes
The following are offered in the 2026-2027 academic year:

The University Educational Credits (CFU) for elective activities chosen by students may be obtained by:
- passing exams offered in other bachelor’s or master’s degree programmes of the same level at the University
- passing exams belonging to a curriculum different from the one chosen
- passing exams belonging to a curriculum different from the one chosen
- participating in alternative activities, including seminars or laboratory experiences, for which Departments allocate educational credits (CFU)
- requesting the accreditation of previous academic activities, in accordance with the criteria and procedures set out in the Guidelines for CFU Recognition and through the methods indicated on the “CFU Recognition” page of this website.
The following cannot be included:
- individual modules that form part of an integrated exam
- courses not considered consistent with the contents and learning objectives of the student’s chosen programme
- courses that repeat academic activities already included in the individual study plan
The chosen courses must be included at the time of submitting the online study plan through the Esse3 personal area, from 1 August 2026 and no later than 28 February 2027.
The choices made may be changed at the beginning of the following academic year.

Admission requirements
Bachelor’s degree programmes (First cycle)
- holding an upper secondary school diploma or another qualification obtained abroad deemed equivalent
- having adequate academic preparation, to be verified according to the methods set out in the course regulations
Master’s degree programmes (Second cycle)
- holding a Bachelor’s degree or three-year university diploma, or another qualification obtained abroad deemed equivalent
- having a sufficient number of ECTS credits in specific subject areas (SSD). This must be assessed in advance by the Student Office by submitting a copy of the qualification and the transcript of records
- having adequate academic preparation, to be verified according to the methods set out in the course regulations
Enrolment procedure
Enrolment in degree programmes is carried out exclusively online by accessing the Esse3web reserved area.
The data provided will be processed for the University’s institutional purposes, including those related to possible future employment, as indicated in the privacy notice for the processing of personal data.
At the end of the enrolment process, students must print and sign the enrolment application form, submit it to the Student Office, and pay university fees exclusively via the Pago PA system.
Documents to be submitted to the Student Office
- enrolment application form
- one passport-sized photograph
- photocopy of a valid identity document (passport for international students)
- documentation for possible exemption from tuition fees (see Part II of this Academic Regulations)
- qualification obtained abroad (statement of comparability)
- copy of valid residence permit for non-EU students residing in Italy or Decree granting international protection status together with the application for a residence permit
Documents may also be sent by registered mail, by certified email to protocollo@pec.unistrapg.it, or submitted by an authorised representative.
Regulated by provisions of the Ministry of Universities and Research (MUR) published on the website www.studiare-in-italia.it/studentistranieri/
Students must access the UNIVERSITALY portal in the “International Students” section, select “Register now” and:
- complete the “pre-enrollment application”
- select only one degree programme from the list available in the pre-enrollment application
Subsequent pre-enrollment steps will be completed at the relevant Italian Diplomatic or Consular offices in the country of last residence, for the purpose of obtaining the required visa.
Enrollment is considered finalized after:
- verification of the authenticity of the submitted documentation and fulfillment of the required prerequisites
- completion of entrance examinations/interviews
- payment of the university tuition fee
For non-EU students residing abroad, an online Italian language proficiency test at B2 level of the CEFR is mandatory. Students who have obtained Italian language proficiency certificates corresponding to C1 or C2 levels of the Council of Europe, issued within the framework of the CLIQ (Certificazione Lingua Italiana di Qualità) quality system, including those in cooperation with Italian Cultural Institutes abroad or other accredited bodies, may be exempted.
Through the University's online service Esse3web.
Documents to be submitted to the Student Office
- documentation proving eligibility for possible tuition waivers (see Part II of this Academic Regulations document)
- for non-EU students, a copy of a valid residence permit
For information regarding student contributions (fees, payment deadlines, waivers, etc.), please refer to Part II of the Academic Regulations.
For the types of single courses offered, the applicable fees and payment methods for enrollment are detailed in the second part of the Academic Regulations.
Acceptance of applications is subject to possession of the required educational qualifications for university admission. It is not permitted to enroll in individual modules of integrated courses or to take partial exams. The allocation of courses across the two semesters can be found in the calendar published on this website.
Enrollment in individual courses must be completed online via the Esse3web portal. The student must then inform the Student Office of the selected exams and submit the following documents to the Office:
- the completed application form, which can be downloaded from the “forms” section of this website
- a copy of a valid identification document
- for non-EU citizens, regardless of place of residence, a copy of a valid residence permit or the decree granting international protection status together with the application for a residence permit
The student is required to pay the registration fee for the chosen courses via the PagoPA system (see the second part of the Academic Regulations).
Enrollment in single courses by non-EU foreign citizens residing abroad is subject to specific provisions of the Ministry of Universities and Research (MUR), which can be found at: www.studiare-in-italia.it/studentistranieri/
It may be requested within the same degree programme, provided it is active, within the first year of enrolment in a master's degree programme and within the second year of enrolment in a bachelor's degree programme.
It can be requested only once and within the first year of enrolment by submitting the form available on the "forms page, after payment of the relevant tuition fees (see the second part of the Study Prospectus) and in compliance with the regulations governing the destination programme.
The following documents must be submitted:
- application to transfer to another degree programme
- request for credit recognition of exams, if already passed in the previous programme, to be submitted for approval to the competent University offices
Transfers between programmes are not allowed for:
- students enrolled beyond the first year of a Master's degree programme
- students enrolled beyond the second year of a Bachelor's degree programme
- students who are outside the prescribed duration of their programme (“fuori corso”)
By 31 October 2026.
Students must be up to date with the payment of tuition fees for the previous academic year and submit an application (using the form available on the “forms” page of this website).
For information regarding the procedure and the amount to be paid in case of transfer, please refer to the second part of the Academic Regulations.
Upon submitting the transfer application, students will not be allowed to take any exams. Completion of the transfer administrative procedure will be communicated in writing to the student concerned and, for information, to the receiving university.
Students are required to contact the Student Office of the receiving university in advance to inquire about the possibility of obtaining a transfer.
Transferred students cannot return to the Università per Stranieri until one year has passed from the submission of their application, except in cases of particular severity, which will be assessed by the relevant University offices.
They are only possible during the period 1 August 2026 – 28 February 2027.
The student must first go to the Student Administration Office at their home university to request clearance; the application will be finalized only after verification by the Degree Program Office of this University. Any request for exam recognition will be evaluated by the relevant offices.
Interruption occurs when a student does not renew their enrollment for at least one academic year, whereas suspension is a formal request made by the student in the case of:
- completion of civil service during the same academic year
- serious personal or family reasons, which will be assessed by the relevant university offices
Suspension may be granted only once and for a period not exceeding the number of years remaining to complete the standard duration of the degree program. It is not granted in the case of:
- enrollment in degree programs being discontinued
- students who have exceeded the prescribed duration of the program
- international students holding a residence permit for study purposes
- periods shorter than one academic year
During interruption or suspension, students are not permitted to carry out any academic activities. To resume studies, a specific application must be submitted (using the form available on the “forms” page of this site), which will be evaluated by the Registrar’s Office. Reinstatement requires payment of a fee (see the second part of the Academic Regulations).
It is not possible to reinstate academic records for degree programs that are no longer active, except in cases where the student only needs to complete the final degree examination (see Art. 5.3), or for programs that are no longer active but whose courses are still offered at the University.
Students may withdraw from their studies at any time by submitting a Withdrawal from Studies request (using the form available on the “Forms” page of this website).
Once withdrawn, no further academic actions can be undertaken and any fees already paid will not be refunded.
For study programmes established prior to the university reform pursuant to Ministerial Decree 509/1999, a student is deemed to have lost their student status if, while officially enrolled as an extended-term student ("fuori corso"), they have not passed any exams for eight consecutive years.
For study programmes established under Ministerial Decrees 509/1999 and 270/2004, a student loses their student status if they have not passed an exam within a period equal to twice the official duration of the programme.
Additionally, student status is revoked if university fees have not been paid for more than three consecutive academic years. This does not apply to those who have completed all required exams for their degree programme and have only the final degree examination (thesis defence) remaining.
In the year in which the thesis is defended, the student must have paid the enrolment fee for that year; if there are outstanding tuition fees from previous years, the prescribed reinstatement fee must also be paid.
By the specified deadlines (extensions are not permitted) indicated for each thesis session, students must submit their thesis discussion request online by accessing Esse3Web. Information regarding the related fee is provided in the second part of the Study Guide.
At the time of submitting the thesis application, students must have settled all required tuition fees and payments.
The thesis discussion request is provisionally accepted by the Student Administration Office, which will verify compliance with the applicable criteria.
Before the thesis defense session date, students must have obtained all ECTS credits required by their degree programme.
Each student is required to regularly check the ECTS credits acquired. If, following a review by the Student Administration Office, any credits are found to be missing, the student will lose the right to defend their thesis.
If the thesis defense is postponed to a session in subsequent academic years, the student must submit a new thesis discussion request and pay an additional fee (see the second part of the Study Guide).
Any changes issued by university authorities will be published on this website.
The final degree certificate in paper format (parchment) will be issued after the thesis defense date.
In case of loss, destruction, or theft of the original diploma, a duplicate will be issued to the holder upon request, by submitting a self-certification attesting to the loss/destruction/theft/deterioration of the parchment and payment of a fee (see the second part of the Programme Catalogue).
The new document will state that it is a duplicate of the original diploma. If the replacement is due to the deterioration of the original certificate, the latter must be returned to the Registrar’s Office.
For students not covered by specific agreements signed by the University with other institutions who are engaged in documented employment in Italy, the following opportunities are available:
- inclusion in the working student category from the time of enrolment or at a later stage during the academic career
- evaluation of any previous university career with recognition of exams already passed
- recognition of previous documented professional training or work experience carried out with public or private institutions, provided it is consistent with the content and learning objectives of the enrolled bachelor or master’s degree programme. Applications should be submitted to the University Orientation Service. Recognition of such experience results in the awarding of the ECTS credits associated with internships/placements
- the same number of exam sessions and dates as scheduled for on-campus, non-working, full-time students, with the possibility of taking the exam at the start of the session to reduce waiting times, subject to agreement with the course instructor
Working students may declare their intention to be included in this category when enrolling or renewing their registration, by attaching documentation proving their status, which will be assessed by the Student Office.
The same rules and procedures as set out in the Academic Regulations for full-time students apply, including the possibility of partial exemptions based on income according to the ISEEU (see second part of the Academic Regulations).
Working students are granted a reduction of €100.00 on the final tuition instalment (see second part of the Academic Regulations).
Pursuant to Article 40 of Presidential Decree 445/2000, as amended by Article 15 of Law No. 183 of November 12, 2011, from 1 January 2012, public administrations and providers of public services can no longer request or accept certificates produced by other public offices from private individuals.
Information regarding status, personal details, and facts must be provided in the form of a self-declaration (Art. 46 of Presidential Decree 445/2000) or a statutory declaration (Art. 47 of Presidential Decree 445/2000).
Failure by public administration bodies or providers of public services to accept such declarations constitutes a breach of their official duties.

Each student, by accessing Esse3web, can download the self-certification of their completed exams.
Certificates
Certificates remain valid and can be used in relations with private entities and/or for use abroad.
According to current legislation, issued certificates are subject to a €16.00 stamp duty. Certificates can be issued on plain paper only in cases expressly provided for by current regulations (Presidential Decree 642 of 26/10/1972 and subsequent provisions); in this case, the student must make an explicit request indicating the intended use of the certificate.
Certificate requests must be made directly by the person concerned. If unavailable or prevented from doing so, a third party may be delegated to collect the certificate by presenting themselves at the Degree Programmes Office with a written authorization and a valid identity document.
The certificate can also be sent to the address provided in writing by the applicant.
The University does not assume any responsibility for possible postal issues.
The Diploma Supplement (DS) is an additional document to the official degree certificate, developed by the European Commission, the Council of Europe, and UNESCO/CEPES. Its purpose is to provide transparent and internationally comparable information on qualifications (such as diplomas, degrees, certificates, etc.), enabling fair academic and professional recognition.
The Diploma Supplement is issued in both Italian and English, free of charge for students. It is available only for graduates holding First Cycle and Second Cycle degrees governed by Ministerial Decree 509/1999, and First and Second Cycle degrees under Ministerial Decree 270/2004.
According to Article 2 of Law 148/2002, the authority to recognize study cycles and periods completed abroad, as well as foreign qualifications for the purposes of access to higher education, continuation of university studies, and awarding of Italian university degrees, is assigned to universities and higher education institutions. These institutions exercise this authority autonomously and in accordance with their own regulations, without prejudice to any applicable bilateral agreements.

Class L-20 (Communication Sciences)
Esse3 Code: LT01R
The programme, established under Ministerial Decree 270/2004, lasts three years and is organised into two tracks: International (ComIP-I) and Advertising (ComIP-P).
Admission (Ministerial Decree 270/04, art. 6, paragraph 1)
Students must:
- hold a secondary school diploma or another qualification obtained abroad that is recognised as suitable for university admission
- have adequate initial preparation. This requirement may be fulfilled, at the student's choice, either in person, through a non-selective interview assessing personal preparation, or by taking the TOLC-SU CISIA test
Students who meet the first requirement may complete enrolment in the programme before the assessment of individual preparation.
Non-EU international students residing abroad and requiring a visa must have knowledge of the Italian language at level B2/CEFR or higher. The level will be assessed directly by the University using methods and procedures it defines.
Students who demonstrate gaps in their knowledge of Italian will be required to take part in the language tutoring service.
Assessment of personal preparation
The assessment of personal preparation is mandatory for all students, both Italian and international.

Where, when and how the assessment takes place

23 September 2026 - 15 December 2026 - 26 February 2027, 10:00 am
Interview covering topics of general culture and assessment of text comprehension skills in the fields of humanities and social sciences, also in English.
For the purpose of assigning students to English language classes, a placement test in English may also be required. - Online
TOLC-SU test in @CASA mode, i.e., taken from home or at a university, on the date and at the time chosen by the student upon registration.
The test is composed of four sections: text comprehension, acquired knowledge and competences, logical reasoning, and English.
Assessment results

Results are communicated to the student at the end of the interview. - Online
The score for the TOLC-SU test will be displayed on screen immediately after completion of the test. Official validation of the results will be available in the reserved CISIA test area 48 hours after the test (from 7:00 pm), in the “Test results” section.
The minimum passing score is 18/30 in the first section ("Text comprehension") and 10/20 total in the second and third sections ("Acquired knowledge and competences" and "Logical reasoning").
The result of the English section will be considered only for allocation to language classes.
Remedial actions
If the assessment identifies educational gaps that may hinder successful attendance of the degree programme, the academic tutor will guide the student towards appropriate supplementary learning activities.
The remediation requirement is considered fulfilled if the student, by the end of the first year, obtains at least 24 ECTS credits by passing:
- the exams in Contemporary History and Professional English
- one elective exam from the first-year courses
Students who have not fulfilled the remedial requirement by the September exam session will not be allowed to take second-year exams.
Enrolment
Enrolment is carried out online, according to the procedures outlined in the Academic Regulations. The enrolment form, which can be printed at the end of the online enrolment process, must be submitted to the University’s Student Services Office, together with the documents specified in the Academic Regulations, by 31 October 2026.
Enrolment will be finalised only after the Student Services Office receives the required documentation and verifies its validity.
Programme structure
The Bachelor’s degree in International and Advertising Communication comprises courses totalling 180 ECTS credits, as indicated in the programme structure.
Class L-10 (Humanities)

This degree programme, established under Ministerial Decree 270/2004, lasts three years and is structured into two tracks: Digital and Cultural.
Admission
(DM 270/04, art. 6, paragraph 1)
Applicants must:
- hold an upper secondary school diploma or another qualification obtained abroad and recognized as suitable for university admission
- have adequate initial preparation
This requirement will be verified, at the student's choice, either in person through a non-selective interview assessing personal preparation, or online via the TOLC-SU CISIA test.
Students meeting the first requirement may complete enrolment in the degree programme prior to the assessment of individual preparation.
International non-EU students residing abroad and applying for a visa are required to demonstrate knowledge of the Italian language at level B2/CEFR or above.
This level will be verified directly by the University using procedures and methods it establishes.
Students found to have gaps in their knowledge of Italian must participate in the language tutoring service.

Where, When, and How the Assessment Takes Place

Interview covering general knowledge and an assessment of reading comprehension relating to humanities and social science topics, also in English.
For the purpose of class placement, students may be required to take an English placement test. - Online
TOLC-SU test in @HOME mode, that is, from the student's own home or at a university campus, on a date and time of the student’s choosing at the time of registration.
The test consists of four sections: text comprehension, knowledge and skills acquired during previous studies, logical reasoning, and English.
Assessment Results

Results are communicated to the student immediately after the interview. - Online
The TOLC-SU test score will be displayed on the screen immediately after completion. Official validation of results will be available in the reserved CISIA test area 48 hours after the test (from 7:00 pm) in the "Test Results" section.

The remedial requirement is considered fulfilled if, by the end of the first year, the student earns at least 24 ECTS credits by passing:
- the exams in Contemporary History and Professional English
- one exam chosen from among the first-year courses
Students who do not meet the remedial requirements by the September exam session will not be permitted to sit exams for the second year.
Enrolment
Enrolment is completed online, according to the procedures specified in the Academic Regulations. The enrolment form, which can be printed at the end of the online enrolment procedure, must be sent to the Degree Programmes Administrative Office together with the documents specified in the Academic Regulations by October 31, 2026.
Enrolment will be finalized only after the Degree Programmes Administrative Office has received and verified all required documentation.
Study Plan
The Bachelor's degree in Italian Language and Culture in the Digital World comprises the following learning activities, for a total of 180 ECTS credits: study plan.
Class L-15 (Tourism Sciences) and L/GASTR (Sciences, Cultures and Policies of Gastronomy)
Esse3 Code: LT03R
Three-year bachelor’s degree program established pursuant to Ministerial Decree 270/2004. Upon enrolment, students must indicate which degree class they intend to follow (L-15 or L/GASTR). Students may change their choice, provided this is made final at the time of enrolment in the third year.
Admission (DM 270/04, art. 6, paragraph 1)
Applicants must:
- hold an upper secondary school diploma or an equivalent qualification obtained abroad, recognized as suitable for admission to university-level studies
- have an adequate initial academic preparation. This requirement may be met, at the candidate’s choice, either in person through a non-selective interview to assess personal preparation, or remotely by taking the CISIA TOLC-SU test.
Students who meet the first requirement can proceed with enrolment before completing the assessment of their individual preparation.

The score obtained in the TOLC-SU test will be displayed on the screen immediately after the test is completed. Results validation will be available in the reserved CISIA test area 48 hours after the test (from 7:00 pm) in the "Test Results" section.
The minimum passing score is 18/30 in the first section ("Text Comprehension") and 10/20 in total for the second and third sections ("Knowledge and Skills Acquired in Previous Studies" and "Logical Reasoning").
The result for the English section will be considered solely for placement in language courses.
Remediation procedures
If the assessment test reveals learning gaps likely to hinder successful progress in the program, the academic tutor will direct the student to appropriate supplementary learning activities.
The remediation requirement is considered fulfilled if, by the end of the first academic year, the student earns at least 24 CFU by passing:
- the Contemporary History and Professional English exams
- one elective course from among first-year offering
Students who do not fulfill the remediation requirement by the September exam session may not take second-year exams.

The enrolment form, which can be printed at the end of the online procedure, must be submitted to the University’s Student Administration Office along with the documents specified in the Academic Regulations, by 31 October 2026.

- social and media disciplines: basic knowledge of general sociology and of the sociology of cultural and communication processes
- methodologies, analysis, and communication techniques: basic knowledge in the fields of performing arts, photography, drawing, and new media
- human and economic-social sciences: basic knowledge of political economy, economic policy and of business management
In order to collect useful information for the formation of language groups, students will also be required to take a placement test in English and Spanish.

Enrolment
Enrolment takes place online, according to the procedures specified in the Academic Regulations.
The enrolment form, to be printed at the end of the online enrolment process, must be submitted to the University Degree Programmes Office, together with the documents specified in the Academic Regulations, by 31 October 2026.
Enrolment will be completed only after the Degree Programmes and Teaching Office has received and verified the required documentation and confirmed regular status.

Programme structure
The master’s degree programme in Italian for Teaching to Foreigners includes the following courses for a total of 120 ECTS (European Credit Transfer and Accumulation System): programme structure.
Part 2 - Student Fees for Enrolment and Registration in Bachelor's and Master's Degree Courses
The fees to be paid for enrollment in the bachelor's and master's degree programs at the University are:
- stamp duty (if applicable)
- regional tax for the right to university education (art. 3, c. 20,21,22,23 L. 28/12/1995 n. 549)
- Annual Comprehensive Contribution (COA)
The regional tax for the right to education and the stamp duty, if applicable, are paid as fixed amounts along with the first installment of enrollment/registration. The first installment is non-refundable as it constitutes a clear intent by the student to enroll.
Students enrolled in bachelor's and master's degree programmes contribute to the coverage of the costs of educational, scientific, and administrative services through an annual University Contribution (CO) to be paid to the University.
The University Contribution (COA) includes the following items:
- insurance
- educational, scientific, and administrative service costs
The following items are excluded from the COA:
- programme transfer
- outgoing transfers
- thesis application, issuance and delivery of degree certificate
- postponement of thesis to subsequent years
- recognition or reinstatement of student career
- late payment penalties
- duplicate degree certificate

*This amount includes: €50.00 thesis fee + €32.00 (for 2 virtual stamp duties) + €50.00 for certificate issuance.
**Students who have interrupted their studies for one or more academic years and wish to resume them through reinstatement are required to pay a fee of €400.00 for each year of interruption, in a single instalment. This amount is in addition to the following:
- any outstanding fees from previous academic years
- late payment penalties accrued
- registration fee for the academic year of recognition or reinstatement (2026-2027)
It is not possible to reinstate academic records of:- programmes no longer offered, except in cases where the student owes only the final degree examination (see art. 5.3)
- programmes no longer offered but whose courses are still available in the University's current curriculum

For the purpose of placement in a tuition bracket based on the “University” ISEE (ISEEU), students renewing their enrollment must, for each academic year, normally from 1 August to 31 October, enter the protocol number of their ISEE “University” or alternatively the protocol number of their Single Substitute Declaration in their personal university web area.
Newly enrolled students may complete this procedure during the online application process for admission.
Once authorisation is granted by the student, the University will automatically retrieve the ISEEU information arising from the most recent declaration via the INPS information system.
After 28 February, late submissions of the ISEEU will not be accepted under any circumstances, and the student will automatically be placed in the highest tuition bracket, except for late enrollments, for which submission of a valid ISEEU statement is permitted concurrently with the renewal of enrollment.
Upon request, during enrolment or renewal of registration, and subject to verification by the University of the submitted documentation, full exemptions are granted to:
- international students holding scholarships from the Italian Ministry of Foreign Affairs as part of development cooperation programmes and intergovernmental cultural and scientific agreements (MAECI scholarship holders)
- students with a disability equal to or greater than 66%
- students holding certification pursuant to Law 104/92, regardless of their financial or academic standing
- parents, for the year in which each child is born occurring within the calendar year of enrolment/registration (Parents)
- students eligible for A.Di.S.U. scholarships (Umbria Regional Agency for the Right to Higher Education - ADISU eligible/scholarship students)
- students enrolling in a Bachelor’s degree programme who obtained their Italian upper secondary school diploma with the highest possible final mark (exemption valid only for the first year of enrolment, excluding the regional tax and stamp duty, and only for first-time entries in the national university information system database)
- children of recipients of INPS disability pensions (children of holders of INPS disability pension benefits) pursuant to Art. 30 of Law 118/1971
- students who are asylum seekers or political refugees (Asylum Seekers)

The partial tuition exemptions or reductions outlined in this article are not cumulative with each other, nor with full exemptions as per Article 4 and partial exemptions as detailed in Articles 6 and 7 of this Manifesto.
Enrolment under Agreement
For students covered by Agreements between the University and public and/or private entities, as well as their children and public administration employees, the registration fee for the 2026-2027 academic year is €400.00 (university fee €260.00 and regional fee €140.00) plus a virtual stamp duty of €16.00 (for first enrolment only), payable as shown in Table C. University Staff or Exemption for University Personnel
For technical-administrative and library staff (including employees and their children) of the Università per Stranieri di Perugia, as per Rector’s Decree 205 of 18/07/2011, the registration fee for the 2025-2026 academic year is set at €400.00 (university fee €260.00 and regional fee €140.00) plus a virtual stamp duty of €16.00 (for first enrolment only), payable as indicated in Table D.
Eligibility requirements for staff to access the benefit:
- be a permanent employee of the Università per Stranieri di Perugia
- do not already hold a degree at the same or higher level than the course the applicant intends to enrol in
- not be in receipt of scholarships and/or grants from any source

If, by the enrolment deadline for the first instalment, the number of applications exceeds 15% (20% in the case of children) of technical-administrative and library staff employed as of 31 December 2024, the University reserves the right to draw up an admission ranking based on the employee’s ISEEU (Equivalent Economic Situation Indicator for University), giving preference to lower ISEEU values and, in the event of a tie, to the employee with the longest service duration.

Enrolment for Thesis Only for Graduands who, Having Completed all Coursework, Need Only the Final Degree Examination
In the case of reconciling studies for the purpose of the thesis defence, the amount to be paid for the 2026-2027 academic year is as follows:
- up to 2 years to be reconciled, €400.00 for each year
- 3 years or more to be reconciled: €1,200.00
In both cases, payment must be made in a single instalment within the academic year when the reconciliation is requested, together with the payment of the first instalment for the new academic year (see Tables E and F) and the amounts due for the second, third, fourth, and fifth instalments indicated in Tables E and F, as well as the fee for the thesis application and the degree certificate issuance.
In the case of renewal of enrolment, without the need for reconciliation, the amount to be paid is as follows:
- for all bachelor’s and master’s degree courses (excluding the TRIN Master’s course) €506.00 (university fee €366.00 and regional fee €140.00), payable as shown in Table E.

For all Bachelor’s/Master’s degree programmes, the following are excluded from partial exemption based on income or financial condition:
- the amounts specified in Art. 2 of this document
- students who benefit from full exemptions as specified in Art. 4 of this document
- students who benefit from partial exemptions as specified in Art. 5 of this document
- students who do not authorize the University to directly acquire the ISEEU from INPS
The exemptions or partial reductions of the COA described in this article from points a) to d) are not cumulative with each other or with other total or partial exemptions outlined in this document.
Any cases of exemption not included in this article or changes to the same will be evaluated and decided by the University.
- Students with a sibling or parent already enrolled in the University's Undergraduate or Graduate Degree Programmes
This applies only for the first year of enrollment in the course of the most recently enrolled family member and is applicable to both family members. Eligible individuals must belong to the same household. A 20% discount will be applied to the COA amount established by their contribution bracket. - Working students or non-agreement workers
For students not covered by agreements who can provide proof of employment in Italy, a partial exemption of €100.00 will be applied to the fifth installment. If the fifth installment is lower than this amount, only the available amount will be deducted and no reimbursement will be given for any remaining balance. - Meritorious students who have been enrolled for more than one year
For students enrolled in years beyond the first, the assessment of merit is based on the following criteria: the average grade achieved and the number of credits obtained from the time of first enrollment up to 31 October 2026.
Eligibility exams, those not graded on a scale of thirty, and validated or waived exams are excluded from the calculation.
Merit Assessment
Students who, with an average grade equal to or higher than 27/30, have obtained all required credits (ECTS) as set out in their official study plan during the period between first enrollment and 31 October 2026, will be entitled to this reduction.
Additional Cases
The merit-based partial exemption does not apply to:
- students who have transferred from another university and students who have changed courses or tracks/curricula
- students who are beyond the standard duration of their programme ("fuori corso")
- students intending to resume their studies after interruption
- the merit-based partial exemption amounts to €100.00 off the final installment.
If this installment is less than the exemption amount, only the available amount will be deducted and any excess will not be refunded.
- Partial exemption for transition from Undergraduate to Graduate Degree
Students who complete their Bachelor's Degree with a final grade of at least 110/110 are eligible for a 20% reduction on the amount set by their contribution bracket, applicable for the first year of enrollment in the Master's Degree programme only.
TYPES OF PARTIAL EXEMPTIONS - Documentation
- Students with a sibling or parent already enrolled in the University's Undergraduate or Graduate Degree Programmes
Self-certification specifying the names of eligible family members, course of study, and year of enrollment - Working students or non-agreement workers
Document proving working student status - Merit – meritorious students enrolled for more than one year
Verification will be carried out automatically by the University - Partial exemption for transition from Undergraduate to Graduate Degree
Self-certification declaring the University where the undergraduate degree was obtained, type of degree, and final grade achieved
- International students and Italian students residing abroad may be granted partial exemptions from the comprehensive contribution (COA) provided that the relevant ISEEU certificate is available and documented at INPS. If the student does not authorize the University to directly acquire the ISEEU from INPS, or if the ISEEU is not available from INPS, the following provisions will apply to this category of students:
Should it be impossible to determine the appropriate contribution bracket and the related amounts to be paid, the University may, in particular and exceptional cases, directly use the simulated ISEEU calculation available through the INPS website www.inps.it, or similar simulation systems provided by other recognized Associations or Agencies. For this purpose, the student must submit the documentation specified below, which will be considered valid for the legal duration of the degree program.
Documentation
The documentation required to obtain partial COA exemptions must be issued by the competent authorities in the country where income is earned, translated into Italian, and legalized. This documentation must be submitted to the Student Office by 26 February 2027.
If the student arrives in Italy with documents only in the original language, not translated or legalized by the Italian diplomatic authority in their home country, the student must:
- have the income documents validated and translated at their Embassy or Consulate General in Italy
- have the documents legalized at a Prefecture
For countries where there are particular difficulties in obtaining such documentation, it may be requested from the foreign diplomatic missions in Italy and legalized by the competent Italian Prefecture.
In the case of students from countries where there are no Italian diplomatic missions and it is difficult to obtain documentation, the documents already in the student’s possession will be accepted, provided they comply with current regulations, or those issued by UN International Agencies or recognized NGOs.
Specifically, the required documentation includes: - proof of family composition
- documentation of income earned abroad by all family members
- the surface area, expressed in square meters, and property value of residential properties owned abroad by family members. If the family lives in rented accommodation, the annual rent amount as specified in the lease must be documented
- the amount of movable assets (deposits, bank accounts) belonging to the student’s family.
Pursuant to Art. 13 of DPCM 09/04/2001, for foreign students from particularly poor countries, especially those with a low Human Development Index, as listed annually by Decree of the Ministry of University and Research (MUR) in agreement with the Ministry of Foreign Affairs and International Cooperation (MAECI), the assessment of financial status is based on a certificate issued by the Italian representation in the student’s home country confirming that the student does not come from a wealthy family or a high social background. This certification may also be issued by Italian agencies authorized to guarantee economic coverage or, exceptionally, by the diplomatic missions in Italy of the student’s country. These students are automatically placed in the first contribution bracket but are still required to pay the Regional Tax, Stamp Duty, and COA adjustment based on academic merit.
For the academic year 2026-2027, pursuant to Ministerial Decree no. 166 of 3 March 2025, the following countries are considered particularly poor and developing:
Afghanistan, Angola, Bangladesh, Benin, Burkina Faso, Burundi, Cambodia, Central African Republic, Chad, Comoros, Democratic People’s Republic of Korea, Democratic Republic of the Congo, Djibouti, Eritrea, Ethiopia, Gambia, Guinea, Guinea-Bissau, Haiti, Kiribati, Lao People’s Democratic Republic, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Myanmar, Nepal, Niger, Rwanda, Senegal, Sierra Leone, Solomon Islands, Somalia, South Sudan, Sudan, Syrian Arab Republic, Tanzania, Timor-Leste, Togo, Tuvalu, Uganda, Yemen, Zambia.For students from countries not included in the above list, the criteria set out in the previous paragraph will apply.
- Students recognized as political refugees in Italy must submit certification issued by the Italian Ministry of the Interior. Stateless students must submit a copy of the official documentation issued by the competent Italian Civil Court. These students are automatically placed in the first contribution bracket, but are still required to pay the Regional Tax, Stamp Duty, and COA adjustment based on academic merit.
The total amount due for enrolment/registration in the University’s Bachelor’s or Master’s degree programmes is to be paid in five installments according to the following deadlines within the academic year:
- First installment deadline: 31 October 2026
- Second installment deadline: 30 November 2026
- Third installment deadline: 30 January 2027
- Fourth installment deadline: 30 April 2027
- Fifth installment deadline: 31 May 2027
Failure to meet any of these deadlines will result in the following late payment fees:
- €30.00 for payments made within 30 days after the scheduled deadline
- €80.00 for payments made after the 31st day following the scheduled deadline
The late payment fee will be generated by the procedure in Esse3 after payment of the overdue tuition fee and must be paid to the University via the PagoPA system.
No late payment fees are applied for enrolment in individual courses or single teaching units.
The University for Foreigners of Perugia offers the opportunity to enrol in individual courses delivered within Bachelor's and Master's Degree Programmes organised by the University.
Participation in individual courses, subject to fulfilling the educational requirements for university admission, is regulated as follows:
- Individual courses for professional or curricular development
Enrolment for students and external participants interested in taking individual courses to enhance their professional or curricular competencies. For the 2026-2027 academic year, the fee is set at €250.00. For enrolment in more than one course, this fee must be multiplied by the number of selected courses. Examinations, up to a maximum of 6, must be completed by the February 2028 examination session. - Individual courses for acquiring ECTS required for admission to a Master’s Degree Programme at the University for Foreigners of Perugia
For the 2026-2027 academic year, the fee to be paid is:
- €250.00 in a single instalment for enrolment in up to a maximum of 3 courses, regardless of the number of ECTS credits allocated to each course
- €500.00 in a single instalment for enrolment in a minimum of 4 and up to a maximum of 6 courses, regardless of the number of ECTS credits allocated to each course
- Individual courses for MAECI scholarship holders
Enrolment for students awarded scholarships by the Italian Ministry of Foreign Affairs.
For the 2026-2027 academic year, the fee to be paid is:
- €250.00 in a single instalment for enrolment in up to a maximum of 3 courses, regardless of the number of ECTS credits allocated to each course
- €500.00 in a single instalment for enrolment in a minimum of 4 and up to a maximum of 6 courses, regardless of the number of ECTS credits allocated to each course.
- Individual courses for University staff
Enrolment for technical-administrative and library staff (including the employee, their spouse and children) as per article 5 of this document.
For the 2026-2027 academic year, the fee is €50.00 per individual course, regardless of the reason for enrolment. Examinations must be completed by the February 2028 session.
- Exams taken abroad by students residing abroad, with University teaching staff as part of agreements between the University and foreign institutions
For the 2026-2027 academic year, no fee is required. Examinations must be completed by the February 2028 session. - Exams taken in Italy by students residing in Italy, with University teaching staff as part of agreements between the University and Italian schools
For the 2026-2027 academic year, no fee is required. Examinations must be completed by the February 2028 session. - Individual courses for asylum seekers and/or political refugees
These students may enrol in up to 6 individual courses included in the University’s curriculum to be completed by the last available regular session of the academic year. Such courses may be recognised towards future study programmes at the University. Enrolment requires Italian language proficiency at B2/CEFR level. For the 2026-2027 academic year, no fee is required.
- All university tuition fees listed in this document must be paid exclusively through the PagoPA system.
- The Università per Stranieri di Perugia reserves the right to make adjustments to the amount and calculation methods of the regional tax for the right to university study in the event of regulations issued by the Umbria Region pursuant to Art. 18, c.8, of Legislative Decree 29/03/2012 No. 68.
- Students intending to graduate by the last available graduation session of the 2025/2026 academic year (April 2027) are not required to pay fees for the 2026-2027 academic year. If students do not graduate by April 2027, they must renew their enrolment for the 2026-2027 academic year, paying the relevant fees and penalties, and may only defend their thesis starting from the July 2027 session.
- Withdrawal from studies releases students from paying any outstanding fees, but does not entitle them to reimbursement of amounts already paid, even if the withdrawal occurs before the end of the academic year.
- With regard to the refund of undue payments, please note the following:
- fees paid for matriculation and enrolment in subsequent years are non-refundable, as they constitute an explicit intention by the student to continue the chosen course of study
- for students conditionally enrolled in a Master's degree programme for the 2026-2027 academic year who are awaiting completion of their first-level degree by the February 2027 thesis session, if they do not graduate by the aforementioned session, the amount paid may be used for enrolment renewal or for subsequent matriculation
- amounts overpaid or unduly paid by students, upon explicit request, may be considered as advance payment for fees due in the following academic year
- for any reimbursement of the regional tax for the right to university study, eligible students should contact A.Di.S.U. (Agenzia per il Diritto allo Studio Universitario per l’Umbria).
- The University reserves the right to use all available means to recover outstanding debts from students.
- The data requested will be processed for the University’s institutional purposes as described in the Privacy and Personal Data Protection notice and, subject to the student’s consent, for purposes relating to possible employment opportunities.
- The payments due from enrolled students and described above are exclusive of any bank charges, which are the responsibility of the student.
- The University reserves the right to update this document and the amounts indicated herein as required by University decisions and changes to applicable regulations. Any situations not covered in this document and any changes thereto will be evaluated and defined by the University.
