This Academic Regulations document provides all information regarding admission and enrollment procedures for bachelor's and master's degree courses. Students are required to review its contents.
This Academic Regulations document does not include information on doctoral programmes, master's programmes, or advanced training courses, for which reference should be made to the relevant official calls for applications.
In this document, the terms “student”, “students”, “faculty”, and “researcher”, where used, are to be understood in a broad, gender-inclusive sense, referring to both male and female individuals.

Master's Degree Programmes
For the 2026-2027 academic year, the following are offered:

University Educational Credits (CFU) for elective courses chosen independently by students may be obtained by:
- taking examinations offered in other bachelor's or master's degree programmes of the same level within the University
- taking examinations that are part of a curriculum different from the one selected
- taking examinations that are part of a curriculum different from the one selected
- participating in alternative activities, including seminars or laboratories, for which credits (CFU) are awarded by the Departments
- requesting accreditation of prior learning, in accordance with the criteria and procedures outlined in the CFU Recognition Guidelines and through the procedures specified on the “CFU Recognition” page of this website.
The following cannot be included:
- individual modules that are part of an integrated examination
- courses not deemed consistent with the content and learning objectives of the student’s chosen programme
- courses that clearly duplicate an activity already present in the programme of study
The selected courses must be entered when submitting the study plan online via the reserved Esse3 web area, starting from August 1, 2026 and no later than February 28, 2027.
The choices made may be changed at the beginning of the following academic year.

Admission Requirements
Bachelor’s Degree Programmes (First Cycle)
- possession of an upper secondary school diploma or another qualification obtained abroad and recognized as suitable
- adequate personal preparation, to be verified according to the procedures established in the academic regulations of the chosen degree programme
Master’s Degree Programmes (Second Cycle)
- possession of a Bachelor’s degree or three-year university diploma or another qualification obtained abroad and recognized as suitable
- possession of a sufficient number of ECTS credits in specific disciplinary sectors (SSD), subject to prior evaluation by the Student Office, by submitting a copy of the relevant degree certificate and a transcript of records
- adequate personal preparation, to be verified according to the procedures established in the academic regulations of the chosen degree programme
Enrollment Procedure
Enrollment in degree programmes is carried out exclusively online by accessing the reserved Esse3web area.
The data provided will be processed for the University’s institutional purposes, including any potential employment placement activities, as described in the privacy notice on the processing of personal data.
At the end of the enrollment process, students must print and sign the enrollment application form, submit it to the Student Office, and pay the tuition fees exclusively through the Pago PA system.
Documents to be Submitted to the Student Office
- enrollment application form
- passport-size photograph
- photocopy of a valid identity document (passport for international students)
- documentation for any exemption from tuition fees (see Part II of this Guide)
- qualification obtained abroad (declaration of value)
- copy of a valid residence permit for non-EU students residing in Italy, or decree granting international protection status together with the application for a residence permit
The documentation may also be sent by registered mail, by certified email to protocollo@pec.unistrapg.it, or submitted through a delegate.
Regulated by provisions of the Ministry of University and Research (MUR) published on the website www.studiare-in-italia.it/studentistranieri/
Students must access the UNIVERSITALY portal in the “International Students” section, click on “Register now” and:
- complete the “pre-enrolment application”
- select only one degree programme from the active database within the pre-enrolment application
The following steps of the pre-enrolment process will be finalized at the relevant Italian diplomatic-consular offices in the country of last residence for the purposes of obtaining the required visa.
Enrolment will be confirmed after:
- verification of the authenticity of the submitted documents and fulfillment of all requirements
- completion of entrance tests/interviews
- payment of the university tuition fee
For non-EU students residing abroad, an online Italian language proficiency test at B2 level of the CEFR is mandatory. Students who have obtained Italian language proficiency certifications at C1 or C2 level of the Council of Europe, issued by the CLIQ (Certificazione Lingua Italiana di Qualità) quality system—also in cooperation with Italian Cultural Institutes abroad or other accredited bodies—may be exempt.
Through the University's online service Esse3web.
Documents to be submitted to the Student Office
- documentation proving eligibility for possible tuition fee exemption (see Part II of this Academic Regulations)
- for non-EU students, a copy of a valid residence permit
For student contributions (amounts to be paid, deadlines, exemptions, etc.), please refer to the second part of the Academic Regulations.
For the types of individual courses available, please refer to the second part of the Academic Regulations for information on fees and payment procedures.
Applications will only be accepted if the applicant meets the necessary educational qualifications required for admission to university. It is not permitted to enrol in individual modules of integrated courses or to take partial examinations. The allocation of courses by semester is available in the calendar published on this website.
Enrollment in individual courses must be completed online through the Esse3web portal. Students must then notify the Registrar’s Office of the selected exams and submit the following documents:
- the completed form, downloadable from the "forms" section of this website
- a copy of a valid identity document
- for non-EU citizens, regardless of residence, a copy of a valid residence permit or decree granting international protected status, together with the application for a residence permit
The student is required to pay the enrolment fee for the selected courses via the PagoPA system (see the second part of the Academic Regulations).
Enrollment in individual courses by non-EU citizens residing abroad is subject to specific regulations of the Ministry of University and Research (MUR), available at: www.studiare-in-italia.it/studentistranieri/
It may be requested within the same program, provided it is active, by the end of the first year of enrollment for master's degree programs and by the end of the second year of enrollment for bachelor's degree programs.
It can be requested only once and within the first year of enrollment, using the form available on the "forms" page, after payment of the relevant tuition fees (see the second part of the Academic Regulations) and in compliance with the rules governing the chosen degree program.
The following documents must be provided:
- application for transfer to another degree program
- request for recognition of exams, if already taken in the previous program, to be submitted by the student for approval to the relevant University offices
Program transfers are not permitted in the following cases:
- students enrolled beyond the first year in master’s degree programs
- students enrolled beyond the second year in bachelor’s degree programs
- students who are out of course (beyond the standard duration of studies)
By 31 October 2026.
Students must be up to date with the payment of fees for the previous academic year and submit an application (using the form available on the “forms” page of this website).
For information on the procedures and fees required for transfers, please refer to the second part of the Academic Regulations.
Once the transfer application has been submitted, the student will not be allowed to take any examinations. The completion of the administrative transfer procedure will be communicated in writing to the student concerned and, for information, to the receiving university.
Students are required to contact the Registrar’s Office of the receiving university in advance to check whether the transfer can be accepted.
Transferred students may not return to the Università per Stranieri until one year has passed since the submission of the application, except in particularly serious cases which will be assessed by the relevant university offices.
They are only possible during the period 1 August 2026 - 28 February 2027.
The student must first go to the Student Office of their home university to request a clearance. The application will only be finalized after verification by the Degree Programme Office of this University. Any request for exam recognition will be assessed by the relevant offices.
Interruption occurs when a student does not renew their enrolment for at least one academic year, whereas suspension is a formal request made by the student in the following cases:
- performance of civil service for the same academic year
- serious personal or family reasons, which will be assessed by the relevant university offices
Suspension may be granted only once and for no more than the number of years remaining to complete the standard duration of the study programme. It is not granted in the following cases:
- enrolment in study programmes being discontinued
- students who have exceeded the standard duration of their study programme (“fuori corso”)
- international students holding a residence permit for study purposes
- periods of less than one academic year
During interruption or suspension, students are not permitted to perform any academic activities. To resume studies, a specific application must be submitted (using the form available on the “forms” page of this website), which will be assessed by the Degree Programme Office. Reinstatement involves payment of a fee (see the second part of the Study Manifesto).
It is not possible to reinstate study programmes that are no longer active, except where the student only needs to complete the final degree examination (see Art. 5.3), or for discontinued study programmes whose courses are still offered by the University.
Students may withdraw from their studies at any time by submitting a formal Withdrawal from Studies request (using the form available on the “forms” page of this website).
No further academic actions will be possible, and any fees already paid will not be refunded.
For study programmes established prior to the university reform pursuant to Ministerial Decree 509/1999, a student is considered to have forfeited student status if, although regularly enrolled as a repeating student, they have not passed any exams for eight consecutive years.
For study programmes established under Ministerial Decrees 509/1999 and 270/2004, a student is considered to have forfeited student status if they have not passed an exam for a number of years equal to twice the official length of the degree programme.
Student status will also be forfeited if university tuition fees are not paid for more than three consecutive academic years. This forfeiture does not apply to those who have passed all the required exams for their programme and only have the final degree exam remaining.
In the year in which the thesis is discussed, the student must be up to date with the payment of registration fees; in addition, if there are any outstanding payments from previous years, the required reinstatement fee must also be paid.
By the indicated deadlines (no extensions will be granted) specified for each thesis session, students must submit their online application for thesis defense by logging in to Esse3Web. Information regarding the applicable fee can be found in the second part of the Study Guide.
At the time of the thesis application submission, students must have settled all required tuition fees and charges.
The application for thesis defense will be provisionally accepted by the Student Office, which will verify compliance with all applicable requirements.
Prior to the official graduation session date, students must have completed all ECTS credits required by their degree program plan.
Each student is responsible for regularly monitoring their acquired ECTS credits. If, upon review by the Undergraduate Studies Office, any credits are found to be incomplete, the student will no longer be eligible to defend the thesis.
If the thesis defense is postponed to sessions in subsequent academic years, the student is required to submit a new application for thesis defense and pay an additional fee (see the second part of the Study Guide).
Any changes resulting from decisions of the University bodies will be communicated on this website.
The final degree certificate in paper format (parchment) will be issued after the thesis defense date.
In case of loss, destruction, or theft of the original diploma, a duplicate may be issued upon the holder’s request, subject to submission of a self-certification attesting to the loss/destruction/theft/deterioration of the parchment and payment of a fee (see the second part of the Academic Regulations).
The new document will include a statement indicating that it is a duplicate of the original diploma. If the replacement is due to deterioration of the original certificate, the latter must be returned to the Student Registry Office.
Students who are not part of specific agreements between the University and other Institutions and who have documented employment in Italy are offered the following opportunities:
- enrolment in the working student category, either from the time of initial registration or later during their university studies
- assessment of any previous university studies with recognition of exams already passed
- recognition of previous documented professional training or work experience carried out with public or private organisations, provided it is consistent with the content and learning objectives of the relevant Bachelor’s or Master’s degree programme. This request must be submitted to the University Guidance Service. Recognition of this experience results in the awarding of the corresponding ECTS credits for internships/work placements
- the same number of examination sessions and dates provided for full-time, non-working, on-campus students, with the possibility of taking exams at the beginning of the session to reduce waiting times, subject to agreement with the course lecturer
Working students may indicate their intention to be included in this category during enrolment and when renewing their registration, by submitting documentation proving their status, which will be assessed by the Student Administration Office.
The same rules and procedures set out in the Academic Regulations for full-time students apply, including the possibility of partial exemptions for income based on the ISEEU (see the second part of the Academic Regulations).
Working students are granted a reduction of €100.00 on the final instalment (see the second part of the Academic Regulations).
Pursuant to Article 40 of Presidential Decree 445/2000, as amended by Article 15 of Law No. 183 of November 12, 2011, from January 1, 2012, public administrations and providers of public services can no longer request or accept certificates issued by other public offices from individuals.
Information regarding status, personal data, and facts must be provided through a self-declaration (Article 46 of Presidential Decree 445/2000) or a statutory declaration (Article 47 of Presidential Decree 445/2000).
Failure by public administration bodies or providers of public services to accept such declarations constitutes a breach of official duties.

Each student, by accessing Esse3web, may download their self-certification of completed exams.
Certificates
Certificates remain valid and may be used in dealings with private entities and/or for international purposes.
According to current regulations, certificates issued are subject to a €16.00 stamp duty; certificates on plain paper can only be issued in cases expressly permitted by current legislation (Presidential Decree 642 of 26/10/1972 and subsequent provisions); in such cases, the student must explicitly specify the intended use of the certificate in their request.
Certificate requests must be made directly by the applicant. If the applicant is unavailable or unable to attend in person, collection may be delegated to a third party, who must appear at the Degree Programme Student Office with written authorization and a valid identity document.
The certificate may also be sent to the address provided in writing by the applicant.
The University assumes no responsibility for any postal delivery issues.
The Diploma Supplement (DS) is an official academic record issued alongside the degree certificate, developed by the European Commission, the Council of Europe, and UNESCO/CEPES to provide transparent and internationally comparable information about qualifications (diplomas, degrees, certificates, etc.), thereby enabling fair academic and professional recognition.
The Diploma Supplement, prepared in both Italian and English and offered free of charge to students, is issued exclusively to first and second cycle graduates governed by Ministerial Decree 509/1999 and to first and second cycle graduates under Ministerial Decree 270/2004.
According to Article 2 of Law 148/2002, “responsibility for the recognition of cycles and periods of study undertaken abroad, as well as foreign academic qualifications, for the purpose of access to higher education, continuation of university studies, and the attainment of Italian university degrees, is assigned to Universities and University Institutes. These institutions exercise this responsibility autonomously and in accordance with their own regulations, except in cases covered by bilateral agreements.”

Class L-20 (Communication Sciences)
Esse3 Code: LT01R
This three-year degree programme, established pursuant to Ministerial Decree 270/2004, offers two tracks: International (ComIP-I) and Advertising (ComIP-P).
Admission (DM 270/04, Art. 6, Paragraph 1)
Applicants must:
- hold an upper secondary school diploma or a foreign qualification recognized as suitable for university admission
- demonstrate an adequate initial preparation. This requirement can be met, at the student's choice, either in person through a non-selective interview assessing personal readiness or via the TOLC-SU CISIA test
Students who meet the first requirement may proceed with enrolment in the degree programme prior to the verification of individual preparation.
Non-EU international students residing abroad and requiring a visa must demonstrate proficiency in Italian at level B2 or higher (CEFR). This will be verified directly by the University using its own procedures and assessment methods.
Students with deficiencies in Italian will be required to participate in the University's language tutoring services.
Assessment of Personal Preparation
The assessment of personal preparation is mandatory for all students, both Italian and international.

Where, When, and How the Assessment is Conducted

Interview covering topics in general culture and assessment of reading comprehension of texts related to humanities and social sciences, including those in English.
For possible placement in language classes, students may be required to take an English language placement test. - Online
TOLC-SU test in @CASA mode, i.e., from the student’s own home or at a University, on a date and time selected by the student at the time of registration.
The test comprises four sections: reading comprehension, acquired knowledge and skills, logical reasoning, and English.
Assessment Results

Results will be communicated to the student at the end of the interview. - Online
The score obtained in the TOLC-SU test will be immediately visible on the screen at the end of the test. The official validation of results will be available in the reserved CISIA test area 48 hours after the test (from 7:00 PM), in the “Test Results” section.
The minimum passing score for the test is 18/30 in the first section (“Reading Comprehension”) and a total of 10/20 in the second and third sections (“Acquired Knowledge and Skills” and “Logical Reasoning”).
The results of the English language section will be considered only for placement in language classes.
Remedial Requirements
If the assessment reveals educational gaps that could hinder successful progress in the degree programme, the academic tutor will inform the student of appropriate supplementary activities.
The remedial requirement is considered fulfilled if, by the end of the first year, the student earns at least 24 ECTS credits by passing:
- the exams in Contemporary History and Professional English
- one elective exam from among the first-year courses
Students who have not fulfilled the remedial requirement by the September exam session may not take exams from the second year.
Enrolment
Enrolment is completed online following the procedures outlined in the Academic Regulations. The online enrolment form, which can be printed at the end of the procedure, must be submitted to the University's Degree Course Secretariat together with the documents specified in the Academic Regulations by 31 October 2026.
Enrolment will be finalized only after the Secretariat has received the required documentation and verified its validity.
Study Plan
The Bachelor's Degree in International and Advertising Communication includes educational activities totaling 180 ECTS credits (European Credit Transfer and Accumulation System), as detailed in the study plan.
Class L-10 (Literature)
Esse3 Code: LT02R
This degree program, established under Ministerial Decree 270/2004, has a duration of three years and is structured into two tracks: Digital and Cultural.
Admission
(DM 270/04, Art. 6, Section 1)
Applicants must:
- hold an upper secondary school diploma or another qualification obtained abroad that is recognized as suitable for admission to university studies
- possess adequate initial preparation
This requirement can be verified, at the applicant’s choice, either in person through a non-selective interview assessing personal preparation, or remotely via the TOLC-SU CISIA test.
Applicants meeting the first requirement may complete their enrolment in the degree program before undergoing the assessment of individual preparation.
For international non-EU applicants residing abroad and requiring a visa, knowledge of Italian at level B2/CEFR or above is required.
This level will be verified directly by the University using methods and procedures it establishes.
Students who demonstrate gaps in Italian language knowledge must participate in mandatory language tutoring services.
Assessment of Personal Preparation
The assessment of personal preparation is mandatory for all students, both Italian and international.

Where, When, and How the Assessment Takes Place

Interview covering topics of general knowledge and assessment of comprehension skills of texts related to the humanities and social sciences, including in English.
To gather useful information for the formation of language proficiency classes, students may be asked to take an English placement test. - Remotely
TOLC-SU test in @HOME mode, either at the student’s own residence or at a University, on a date and time chosen by the student at the time of registration.
The test consists of four sections: reading comprehension, acquired knowledge and skills, logical reasoning, and English.
Assessment Results

Results are communicated to the student at the end of the interview. - Remotely
The score obtained in the TOLC-SU test will be displayed on the screen immediately after the test. Validation of results will be available in the reserved CISIA test area 48 hours after the test (from 7:00 p.m.), in the “Test results” section.
The minimum passing score is 18/30 in the first section (“Reading comprehension”) and a total of 10/20 in the second and third sections (“Acquired knowledge and skills” and “Logical reasoning”).
The score for the English section will be considered solely for placement in language classes.
Remedial Measures
If the assessment reveals skill gaps that could hinder successful participation in the degree program, the academic tutor will advise the student on appropriate supplementary educational activities.
The remedial requirement will be considered fulfilled if the student, by the end of the first year, earns at least 24 ECTS credits by passing:
- the exams in Contemporary History and Professional English
- one elective exam from among the first-year courses
Students who do not fulfill the remedial requirements by the September exam session will not be allowed to take second-year exams.
Enrolment
Enrolment must be completed online, according to procedures specified in the Academic Regulations. The enrolment form, which can be printed at the end of the online enrolment process, must be submitted to the University Degree Program Student Office, together with the documents specified in the Academic Regulations, by 31 October 2026.
Enrolment will be finalized only after the Degree Program Student Office has received and verified the required documentation.
Study Plan
The Bachelor's degree in Italian Language and Culture in the Digital World includes the following learning activities, for a total of 180 ECTS credits: study plan.
Class L-15 (Tourism Sciences) and L/GASTR (Sciences, Cultures and Policies of Gastronomy)
Esse3 Code: LT03R
Bachelor’s degree programme established pursuant to D.M. 270/2004. Upon enrolment, students must indicate the degree class in which they intend to graduate (L-15 or L/GASTR). This choice can be modified, provided it becomes final at the time of enrolment in the third year.
Admission (DM 270/04, art. 6, paragraph 1)
Students must:
- hold an upper secondary school diploma or an equivalent qualification obtained abroad, recognised as suitable for university admission
- possess an adequate initial preparation. This requirement will be assessed, at the student’s discretion, either in person through a non-selective interview to verify personal preparation, or remotely via the CISIA TOLC-SU test.

The score obtained in the TOLC-SU test will be shown on screen immediately upon completion. Results validation will be available in the reserved CISIA test area 48 hours after the test (from 7:00 PM), in the "Test results" section.
The minimum score to pass the test is 18/30 in the first section (“Reading comprehension”) and 10/20 in total in the second and third sections (“Knowledge and skills acquired during previous studies” and “Logical reasoning”).
The result of the English language section will only be used for English language course placement.
Remedial procedures
If the assessment identifies knowledge gaps that could hinder successful participation in the degree programme, the academic tutor will recommend appropriate supplementary learning activities.
The remedial obligation will be considered fulfilled if, by the end of the first year, the student has earned at least 24 ECTS credits by passing:
- Contemporary History and Professional English exams
- one exam chosen from among the first-year courses
Students who have not fulfilled the remedial requirement by the September exam session will not be permitted to take second-year exams.

How the Assessment Is Conducted

Enrollment
Enrollment is carried out online according to the procedures specified in the Academic Regulations.
The printed enrollment form, available at the end of the online procedure, must be submitted to the University’s Degree Programme Student Administrative Services, together with the required documents specified in the Academic Regulations, by 31 October 2026.
Enrollment will only be finalized once the Degree Programme and Teaching Administrative Services have received and verified all required documentation.

Study plan
The master’s degree programme in Italian for Teaching to Foreigners includes the following educational activities, for a total of 120 ECTS credits (European Credit Transfer and Accumulation System): study plan.
Part 2 – Student Fees for Enrolment and Registration in Bachelor’s and Master’s Degree Programmes
The fees payable for enrollment in the University’s bachelor's and master's degree programs are as follows:
- stamp duty (if applicable)
- regional fee for the right to university study (art. 3, paragraphs 20, 21, 22, 23 of Law 28/12/1995 no. 549)
- Annual All-Inclusive Contribution (COA)
The regional fee for the right to university study and the stamp duty, if due, are paid as a fixed amount with the first installment of enrollment/registration. The first installment is non-refundable as it constitutes the student’s explicit intention to enroll.
Students enrolled in Bachelor's and Master's degree programmes contribute to the coverage of educational, scientific, and administrative service costs through an annual Tuition Fee (CO) payable to the University.
The following amounts are included in the COA:
- insurance
- educational, scientific, and administrative service costs
The following amounts are excluded from the COA:
- programme transfer
- outgoing transfers
- thesis application, issuance and postal delivery of degree certificate
- postponement of thesis to subsequent academic years
- career reinstatement or resumption

**Students who have suspended their studies for one or more academic years and wish to recover them through reinstatement are required to pay, in a single instalment, a fee of €400.00 for each year of interruption. In addition to this fee, the following will be charged:
- any outstanding amounts not paid during previous academic years
- any applicable late payment penalties accrued
- enrolment fee for the academic year of reinstatement or resumption (2026-2027)
It is not possible to reinstate the academic path of:- programmes that are no longer active, except when the student is only missing the final degree exam (see Article 5.3)
- programmes that are no longer active but whose courses are offered in the University’s current curriculum

For the assignment to a fee bracket based on the “University” ISEE (ISEEU), students renewing their enrollment must enter, for each academic year, usually from August 1 to October 31, the protocol number of the “University” ISEE or, alternatively, the protocol number of the Single Substitute Declaration in their personal online area of the University website.
Newly enrolling students may complete this procedure during the online application for enrollment.
Once the necessary authorization has been received from the student, the University will automatically retrieve the ISEEU resulting from the most recent declaration presented from the INPS information system.
No late ISEEU submissions will be accepted under any circumstances after February 28, and the student will be assigned to the highest fee bracket by default, except for late enrollments, for which it is permitted to submit a valid ISEEU certificate at the same time as the enrollment renewal.
Upon request, during enrollment or re-enrollment and following verification by the University of the submitted documentation, full exemptions are granted to:
- international students who are recipients of scholarships from the Italian Ministry of Foreign Affairs under development cooperation programs and cultural and scientific intergovernmental agreements (MAECI scholarship holders)
- students with a disability equal to or greater than 66%
- students holding certification pursuant to Law 104/92, regardless of economic or merit conditions
- parents for the year of birth of each child born in the calendar year of enrollment/registration (Parents)
- students eligible for A.Di.S.U. scholarships (Agenzia per il Diritto allo Studio Universitario dell’Umbria - ADISU eligible students/scholarship holders)
- students enrolling in a bachelor’s degree program who obtained an upper secondary school diploma in Italy with the highest possible grade (exemption for the first year of enrollment only, excluding the regional fee and stamp duty, only for those being added for the first time to the national university information system database)
- children of INPS invalidity pension holders (children of holders of INPS invalidity pensions) pursuant to Art. 30 of Law 118/1971

The partial waivers or reductions of the COA described in this article cannot be combined with each other, nor with the full waivers provided for in Article 4 and the partial waivers in Articles 6 and 7 of this Manifesto.
Enrolment under Agreement
For students who fall under Agreements signed by the University with public and/or private entities, as well as for the children of entitled parties and for employees of public administrations, the registration fee for the 2026-2027 academic year is set at €400.00 (university contribution €260.00 and regional tax €140.00) plus a virtual stamp duty of €16.00 applicable only for first-time enrolment, to be paid as indicated in Table C. University Employees or Waiver for University Staff
For the technical-administrative and library staff (employees and their children) of the University for Foreigners of Perugia, as specified in DR 205 of 18/07/2011, the registration fee for the 2025-2026 academic year is set at €400.00 (university contribution €260.00 and regional tax €140.00) plus a virtual stamp duty of €16.00 for first-time enrolment only, to be paid as indicated in Table D.
Employee requirements to access this benefit are:
- to be a permanent employee of the University for Foreigners of Perugia
- not to hold a degree of the same or higher level as the degree course to which the applicant intends to enrol
- not to benefit from scholarships and/or grants from any source
Requirements for employees’ children to access this benefit are:
- to be the child of a permanent employee of the University for Foreigners of Perugia
- not to hold a degree of the same or higher level as the degree course to which the applicant intends to enrol

If, by the deadline for payment of the first instalment, the number of enrolment requests exceeds 15% (20% in the case of children) of the technical-administrative and library staff employed as of 31 December 2024, the University reserves the right to compile an admission ranking, based on the employee’s ISEEU, giving priority to the lowest ISEEU values; in the event of equal ISEEU, priority will be given to the employee with the longest length of service.

Enrolment for Thesis Only: For Graduands Who Have Passed All Examinations Except the Final Degree Exam
In case of recognition of studies for the purpose of thesis discussion, the fee for the 2026-2027 academic year is as follows:
- up to 2 years to be reinstated, €400.00 for each year
- 3 years or more to be reinstated: €1,200.00
In both cases, payment must be made in a single instalment within the academic year in which the reinstatement request is submitted, together with payment of the first instalment for the new academic year (see Tables E and F) and the amounts for the second, third, fourth, and fifth instalments, as indicated in the same Tables E and F, as well as the fee for the thesis application and the issuance of the degree certificate.
In the case of renewal of enrolment without the need for recognition of studies, the amount to be paid is as follows:
- for all bachelor’s and master’s degree programmes (excluding the deactivated TRIN master’s degree course): €506.00 (university contribution €366.00 and regional tax €140.00), to be paid as indicated in Table E.

The exemptions or partial reductions of the COA outlined in this article from point a) to point d) cannot be combined with each other or with other total or partial exemptions stated in this document.
Any exemption cases not covered in this article or variations thereof will be evaluated and defined by the University.
- Students with a sibling or parent already enrolled in Bachelor’s/Master’s degree programmes at the University
This is valid exclusively for the first year of enrollment of the last family member to enroll, and is applicable to both family members. Eligible individuals must be part of the same household. A 20% discount is applied to the COA amount as determined by the relevant contribution bracket. - Working students or non-affiliated workers
For students not covered by specific agreements and who provide documentation proving their employment in Italy, a partial exemption of €100.00 is granted on the fifth installment. If the fifth installment is less than this amount, the available amount will be deducted and no refunds will be made for any excess. - Meritorious students already enrolled for more than one year
For students enrolled in years subsequent to the first, merit is assessed based on the following criteria: the average grade achieved and the number of credits obtained from initial enrollment up to 31 October 2026.
Eligibility tests, those that are not graded out of thirty, and validated or exempted exams are excluded from the calculation.
Merit Assessment
Students who, with an average grade equal to or higher than 27/30, have earned all the credits (CFUs) required by their official study plan within the period from initial enrollment to 31 October 2026 are eligible for this reduction.
Additional criteria
The merit-based partial exemption does not apply to:
- students who have transferred from another university, and students who have changed course, major, or curriculum
- students who are behind in their studies (out-of-course students)
- students seeking to reinstate their academic record
- the merit-based partial exemption amounts to €100.00 on the final installment.
If the fifth installment is less than this amount, the available amount will be deducted and no refunds will be made for any excess.
- Partial exemption for transition from Bachelor’s to Master’s degree
For students who graduate with a Bachelor’s degree score of at least 110/110, a 20% reduction on the applicable contribution bracket is granted for the first year of enrollment in a Master’s programme.
TYPES OF PARTIAL EXEMPTIONS - Required Documentation

- International students and Italian students residing abroad may be eligible for partial exemptions from the comprehensive contribution (COA), provided that the relevant ISEEU documentation is available and registered with INPS. If the student does not authorize the University to directly access the ISEEU from INPS, or if the ISEEU is not available at INPS, the following procedures apply for this student category:
Should it prove impossible to determine the appropriate contribution bracket and the corresponding amounts due, the University may, in specific and highly exceptional cases, use a simulated ISEEU calculation obtained by connecting to the INPS website www.inps.it or similar simulation systems provided by other reputable Associations or Entities. For this purpose, the student must submit the documentation specified below, which will be considered valid for the standard duration of the study program.
Documentation
The documentation required to obtain partial exemptions from the COA must be issued by the competent authorities in the country where the income was earned, translated into Italian, and legalized. This documentation must be submitted to the Student Registry Office by 26 February 2027.
If the student arrives in Italy with documents only in the original language and not translated or legalized by the Italian diplomatic authority in their country of origin, they must:
- have the income documents endorsed and translated at their Embassy or Consulate General in Italy
- have the documents legalized at a Prefecture
For countries where it is particularly difficult to obtain such documentation, the documents may be requested from the relevant foreign diplomatic missions in Italy and legalized by the competent Italian Prefecture for the local area.
For students coming from countries without Italian diplomatic representation and where it is difficult to obtain official documentation, any documents already in the student's possession will be accepted, provided they comply with current regulations, or alternatively, documents issued by UN International Agencies or recognized NGOs.
Specifically, the following supporting documentation must be provided: - proof of family composition
- evidence of income earned abroad by all members of the family unit
- the area (in square meters) and property value of residential real estate owned abroad by members of the family unit. If the family lives in a rented property, documentation of the annual rent due as stipulated in the rental contract must be provided
- the total value of movable assets (deposits, current accounts) of the student’s family unit.
Pursuant to art. 13 of DPCM 9/04/2001, for international students from particularly poor countries, also considering a low human development index, as annually defined by Decree of the MUR in agreement with the MAECI, the assessment of economic condition is carried out on the basis of certification issued by the Italian representation in the student's country of origin, attesting that the student does not belong to a high-income or high social status family. Certification may also be issued by Italian institutions authorized to provide guarantees of economic coverage or, in exceptional cases, by the diplomatic representations in Italy of the student’s country of origin. These students are automatically placed in the lowest contribution bracket but are still required to pay the Regional Tax, Stamp Duty, and are subject to adjustment of the COA based on merit.
For the academic year 2026-2027, pursuant to Ministerial Decree no. 166 of 3 March 2025, the following countries are considered particularly poor and developing:
Afghanistan, Angola, Bangladesh, Benin, Burkina Faso, Burundi, Cambodia, Central African Republic, Chad, Comoros, Democratic People’s Republic of Korea, Democratic Republic of the Congo, Djibouti, Eritrea, Ethiopia, Gambia, Guinea, Guinea-Bissau, Haiti, Kiribati, Lao People’s Democratic Republic, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Myanmar, Nepal, Niger, Rwanda, Senegal, Sierra Leone, Solomon Islands, Somalia, South Sudan, Sudan, Syrian Arab Republic, Tanzania, Timor-Leste, Togo, Tuvalu, Uganda, Yemen, Zambia.For international students from countries not included in the list above, the criteria outlined in the previous paragraph apply.
- Students recognized as political refugees in Italy must attach the certificate issued by the Italian Ministry of the Interior. Stateless students must attach a copy of the official documentation issued by the competent Italian Civil Court. These students are automatically placed in the lowest contribution bracket, but are still required to pay the Regional Tax, Stamp Duty, and are subject to adjustment of the COA based on merit.
The total fee for enrollment/registration in the undergraduate or master’s degree programmes at the University is to be paid in five installments according to the following deadlines within the academic year:
- first installment deadline: 31 October 2026
- second installment deadline: 30 November 2026
- third installment deadline: 30 January 2027
- fourth installment deadline: 30 April 2027
- fifth installment deadline: 31 May 2027
Failure to meet these deadlines will result, for each deadline missed, in a late payment fee of:
- €30.00 if payment is made within 30 days after the due date
- €80.00 if payment is made after the 31st day following the due date
The late payment fee will be generated by the Esse3 system after payment of the overdue fee has been made, and must be paid to the University via the PagoPA system.
No late payment fees are applied for enrollment in single courses or individual modules.
The University for Foreigners of Perugia offers the opportunity to enroll in individual courses provided within the Bachelor’s and Master’s degree programmes organized by the University.
Participation in individual courses, which requires the qualifications necessary for university access, is structured as follows:
- Individual courses for professional development and curriculum enhancement
Enrollment is open to students and individuals interested in attending specific courses to integrate their professional or curricular skills. For the academic year 2026-2027, the fee is set at €250.00. For enrollment in multiple courses, this amount shall be multiplied by the number of selected courses. Examinations, up to a maximum of 6, must be taken by the February 2028 session. - Individual courses to obtain ECTS for admission to a Master’s Degree Programme at the University for Foreigners of Perugia
For the academic year 2026-2027, the required fee is:
- €250.00 to be paid in a single installment for enrollment in up to 3 courses, regardless of the number of ECTS credits for each course
- €500.00 to be paid in a single installment for enrollment in a minimum of 4 up to a maximum of 6 courses, regardless of the number of ECTS credits for each course
- Individual courses for MAECI scholarship holders
Enrollment for students awarded scholarships from the Italian Ministry of Foreign Affairs.
For the academic year 2026-2027, the required fee is:
- €250.00 to be paid in a single installment for enrollment in up to 3 courses, regardless of the number of ECTS credits for each course
- €500.00 to be paid in a single installment for enrollment in a minimum of 4 up to a maximum of 6 courses, regardless of the number of ECTS credits for each course.
- Individual courses for University staff
Enrollment for technical-administrative and library staff (employee, their spouse, and children) as specified in art. 5 of this document.
For the academic year 2026-2027, the fee is €50.00 for each individual course, regardless of the purpose of enrollment. Exams must be completed by the February 2028 session.
- Exams taken abroad by students residing abroad, with University faculty, as part of agreements between the University and foreign institutions
For the academic year 2026-2027, students are exempt from paying any fee. Exams must be completed by the February 2028 session. - Exams taken in Italy by students residing in Italy, with University faculty, as part of agreements between the University and Italian educational institutions
For the academic year 2026-2027, students are exempt from paying any fee. Exams must be completed by the February 2028 session. - Individual courses for asylum seekers and/or political refugees
These students may enroll in up to 6 individual courses from the University’s academic offering, to be completed by the last available ordinary exam session of the academic year. Successfully completed individual courses may be recognized for future academic studies within the University. Enrollment requires proficiency in Italian at least at the B2/CEFR level. For the academic year 2026-2027, students are exempt from paying any fee.
- All university fee amounts indicated in this document must be paid exclusively through the PagoPA system.
- The Università per Stranieri di Perugia reserves the right to make adjustments to the amount and the quantification methods for the regional student support fee should regulations be issued by the Umbria Region pursuant to Art. 18, para. 8, of Legislative Decree 29/03/2012 No. 68.
- A student intending to graduate by the final graduation session of the 2025/2026 academic year (April 2027) is not required to pay tuition fees for the 2026-2027 academic year. Should the student fail to graduate by the April 2027 session, he/she must renew enrolment for the 2026-2027 academic year, pay the relevant fees and any late charges, and may then defend the thesis only starting from the July 2027 session.
- Withdrawing from studies exempts the student from paying any outstanding fees and does not entitle him/her to a refund of any amounts already paid, even if the withdrawal takes place before the end of the academic year.
- Regarding the reimbursement of amounts not owed, please note the following:
- fees paid for enrolment and registration to subsequent years are non-refundable, as they represent the student's explicit intention to continue the chosen course of study
- for students enrolling conditionally in a Master's degree course for the 2026-2027 academic year who are awaiting the awarding of a first-cycle degree in the February 2027 thesis session, if they do not graduate by the aforementioned session, the amount paid may be applied to the enrolment renewal or a later enrolment
- amounts paid in excess or not owed by students, subject to their explicit request, may be treated as advance payments toward fees for the following academic year
- for any possible reimbursement of the regional student support fee, eligible students must contact A.Di.S.U. (Agency for the Right to University Education for Umbria).
- The University reserves the right to use all available means for the recovery of outstanding fees owed by students.
- The requested data will be processed for the University’s institutional purposes as described in the Personal data protection and privacy notice and, if the student gives consent, for purposes related to possible career guidance and employment initiatives.
