Admission to Bachelor's and Master's Degree Courses for Non-EU Students Residing Abroad
Access is governed by a specific circular issued by the MIUR (Italian Ministry of Education, University and Research)
Enrollment is considered complete, pending University evaluation, after:
- verification of the authenticity of the submitted documentation and the fulfillment of the admission requirements
- completion of the entrance examination
- payment of university fees
- presentation of a visa and residence permit
For students enrolling in a master's degree program, prior assessment of curricular requirements by the Student Registrar’s Office is mandatory.
For non-EU international students residing abroad (visa applicants) who are not exempt from the Italian language proficiency test, as outlined by the aforementioned Italian Ministry guidelines, a test of Italian language proficiency at the B2 level of the CEFR is required, in addition to the entrance exams required of all Italian and international students.
The Italian language proficiency test (B2 Level) is organized directly by the University and is intended solely for those wishing to enroll in bachelor’s and master’s degree programs at the Università per Stranieri di Perugia, in order to fulfill the Italian language requirement and verify applicants’ ability to undertake university studies and engage with the content of academic courses.
The schedule of exams is communicated directly to students who have registered on Universitaly.
The exam consists of an online interview/test with a committee of faculty members appointed by the departments.
All applicants holding a qualification equivalent to an upper secondary school diploma, obtained after 12 years of schooling, are eligible for entry into Bachelor's degree programmes.
Applicants holding an upper secondary school diploma obtained after 10 or 11 years of schooling must submit, in addition to their secondary school diploma, an academic certificate that, in the case of 11 years of schooling, certifies the successful completion of all required first-year university examinations in their home country; or, in the case of 10 years of schooling, certifies the successful completion of all required university examinations for both the first and second years in their home country.
The academic certificate enables enrolment in the first academic year and may allow for a reduction of study duration only if the length of university attendance exceeds the time required to make up the missing years of schooling.
Applicants from countries where a special university entrance examination (academic eligibility test) is required must submit, in addition to their secondary school diploma, the certificate for this entrance examination, including the grade obtained.
Documents to be submitted to the University together with the pre-enrolment application for Bachelor's degree programmes
- the original secondary school leaving qualification, with final grade indicated, or a legally valid substitute certificate; certificate attesting the successful completion of the academic eligibility test, if required
- certificate attesting any partial academic studies already completed if the diploma was obtained after fewer than 12 years of schooling or if a reduction in duration is requested (in this case, the certificate must specify the exams passed and be accompanied by official syllabi for each exam)
- diplomas or certificates attesting proficiency in the Italian language
- 2 recent colour passport-sized photographs, one of which must be validated by the competent Italian Diplomatic Representation
- copy of a valid, non-expired identity document

*The Dichiarazione di valore, issued by the Italian Diplomatic Representation in the applicant’s home country, is a certificate confirming that the holder’s upper secondary school qualification grants access to university-level studies in the country where it was awarded.
All documents in a foreign language required for pre-enrolment must be legalised by the Italian Diplomatic Representation and translated into Italian.
The translation may be carried out by local translators; students must then obtain certification of the accuracy of the translation from the competent Italian Diplomatic Representation.
All admitted international students, like Italian students, must participate in a non-selective interview (not to be confused with the Italian language proficiency test) to assess their preparedness.
Information regarding participation procedures, date, and venue for this interview can be requested from the Bachelor's degree office.
All candidates holding a university degree equivalent to the Italian first-cycle Bachelor’s degree are eligible to apply for Master’s degree programmes.
Required Documentation
- Academic qualifications
- Certificate or substitute document, along with an Italian translation, referring to the upper secondary school diploma obtained in the candidate’s country. The certificate must specify: the name of the diploma, the institution where it was awarded, the year of award, and the total years of schooling to obtain the diploma. Please note, according to Italian regulations, access to university requires that the foreign qualification was obtained after at least twelve years of schooling. Furthermore, if the student’s country requires academic eligibility exams to access university (e.g. GaoKao), the certificate must specify whether these exams were passed or not.
- Certificate or substitute document, with Italian translation, relating to university studies completed if the upper secondary diploma above was awarded after fewer than twelve years of schooling (at least one year of university must be completed if schooling lasted eleven years, or two years if it lasted ten years).
- Italian language proficiency
- Certificate or substitute document, with Italian translation, attesting to the level of Italian language proficiency obtained and the institution where the qualification was earned.
- Curriculum vitae
- Copy of a valid identity document (passport)
All required documents must be provided in Italian.
The letter of admission eligibility will specify the documentation (Declaration of Value, etc.) relating to the qualification required for enrolment in the chosen programme, which the student must submit in the original upon arrival in Perugia.
The Declaration of Value, to be requested from the relevant Italian Diplomatic Representation in the candidate’s country, is a certificate that verifies and confirms that the upper secondary school qualification held enables access to university courses in the country in which it was obtained.
All international students admitted, as well as Italian students, must sit a non-selective interview—distinct from the Italian language proficiency test—to assess their general academic background.
