Yes. Even though the service is free of charge, you are required to complete the registration process in order to access the lists.
I have successfully registered. I can access the lists and perform searches, but when I try to download the names, I am notified that I have “insufficient credit.” Why?
If you are using the service for the first time, after registering you need to wait for confirmation of your accreditation from the Job Placement service staff.

This means you have used up the credit assigned to you. Please contact the Job Placement office to request a new credit allocation. The service is entirely free of charge.
