This Academic Regulations document outlines all procedures for admission and enrolment in bachelor’s and master’s degree programmes. Students are required to review its contents.

This Academic Regulations document does not cover the programme offerings for doctoral degrees, master’s degrees, and advanced training courses, for which reference should be made to the relevant official calls for applications.

In this document, the terms “student”, “students”, “professor” and “researcher”, where used, are intended as gender-neutral and apply equally to all genders.

Master’s Degree Programmes

The following will be offered in the 2026-2027 academic year:

  • Year 1 and Year 2 of the Master’s Degree in Italian for Foreign Language Teaching (ItaS): Linguistic track (ItaS-L) and Cultural-Identity track (ItaS-C). Degree class LM-14 (Modern Philology). Esse3 Code: LM03R
  • Year 1 and Year 2 of the Interuniversity Master’s Degree in Management and Italian Food Culture (degree class LM-76), jointly offered by the Università degli Studi di Perugia and the Università per Stranieri di Perugia. The University Educational Credits (CFU) for elective activities chosen by the student may be obtained by: 

  • taking exams offered in other bachelor's or master's degree programmes of the same level at the University 
  • taking exams from a different curriculum than the one selected 
  • taking exams from a different curriculum than the one selected 
  • participating in alternative activities, including seminars or laboratory-based courses, for which credits (CFU) are awarded by the Departments 
  • requesting the accreditation of prior learning activities, according to the criteria and procedures outlined in the Guidelines for CFU Recognition and following the procedures indicated on the “CFU Recognition” page of this website.

The following cannot be included: 

  • individual modules that are part of an integrated exam 
  • courses not considered consistent with the content and learning objectives of the student's chosen programme 
  • courses that duplicate activities already included in the study plan 

The selected courses must be added when uploading the study plan online via the Esse3 web reserved area, from August 1, 2026, and no later than February 28, 2027. 

The choices made can be changed at the beginning of the following academic year.

Admission Requirements

Bachelor’s Degree Programmes (First Cycle)
  • possession of an upper secondary school diploma or another qualification obtained abroad and recognised as suitable
  • adequate personal preparation, which will be verified according to the procedures specified in the programme regulations
Master’s Degree Programmes (Second Cycle)
  • possession of a Bachelor’s degree or three-year university diploma or another qualification obtained abroad and recognised as suitable
  • possession of a sufficient number of ECTS credits in specific subject areas (SSD), to be assessed in advance by the Student Office by sending a copy of the qualification obtained and a transcript of records
  • adequate personal preparation, which will be verified according to the procedures specified in the programme regulations

Enrolment Procedures

Enrolment in degree programmes is carried out exclusively online by accessing the Esse3web reserved area.

The data provided will be processed for the institutional purposes of the University, including for purposes related to possible employment opportunities, as indicated in the personal data processing notice.

Upon completion of enrolment, students must print and sign the enrolment application form, which must be submitted to the Student Office, and pay tuition fees exclusively via the Pago PA system.

Documents to be submitted to the Student Office

  • enrolment application form
  • one passport-size photograph
  • a copy of a valid identity document (Passport for international students)
  • documentation for possible exemption from the payment of fees (see Part II of this Student Guide)
  • qualification obtained abroad (declaration of value)
  • copy of a valid residence permit for non-EU students residing in Italy or Decree granting international protection status together with the application for a residence permit

Documentation may also be sent by registered mail, via certified email to protocollo@pec.unistrapg.it, or submitted by an authorised representative.

Regulated by provisions from the Ministry of University and Research (MUR) published on the website www.studiare-in-italia.it/studentistranieri/

Students must access the UNIVERSITALY portal in the “International Students” section, click on “Register now” and:

  • complete the “pre-enrolment application”
  • select only one study programme from the active database within the pre-enrolment application

The subsequent steps of pre-enrolment will be finalised at the relevant Italian Diplomatic or Consular offices in the country of last residence in order to obtain the relevant visa.

Enrolment is considered complete after:

  • verification of the authenticity of the submitted documentation and the possession of the required qualifications
  • completion of entry tests/interviews
  • payment of the university tuition fee

For non-EU students residing abroad, an online test of Italian language proficiency at B2 level of the CEFR is mandatory. Exemptions may be granted to students who have obtained Italian language certificates at levels C1 or C2 of the Council of Europe, issued within the CLIQ (Certificazione Lingua Italiana di Qualità) system, including those in cooperation with Italian Cultural Institutes abroad or other accredited bodies.

Through the University's online service Esse3web.

Documents to be submitted to the Student Office

  • documentation proving eligibility for any possible tuition fee exemption (see Part II of this Academic Regulations)
  • for non-EU students, a copy of a valid residence permit

For information regarding student fees (amounts due, deadlines, exemptions, etc.), please refer to Part II of the Academic Regulations.

For the types of individual courses offered, the fees and payment procedures for registration are detailed in the second part of the Manifesto.

Applications will only be accepted if the applicant possesses the educational qualifications required for university admission. Registration for individual modules within integrated courses and partial exams is not permitted. The allocation of courses across the two semesters can be found in the calendar published on this website.

Registration for individual courses must be completed online through the Esse3web portal. Students must then inform the Student Office of their chosen exams and provide the following documents to the Office:

  1. the completed form, available for download under "modulistica" on this website
  2. a photocopy of a valid identity document
  3. for non-EU citizens residing anywhere, a copy of a valid residence permit or the decree granting international protection status together with the application for a residence permit

Students must pay the registration fee for the selected courses via the PagoPA system (see the second part of the Manifesto).

Registration for individual courses by non-EU citizens residing abroad is governed by specific provisions issued by the Ministry of University and Research (MUR), which can be consulted on the website: www.studiare-in-italia.it/studentistranieri/

It may be requested within the same degree programme, provided it is active, within the first year of enrolment in the master's degree programme and within the second year of enrolment in the bachelor's degree programme.

It can be requested only once and within the first year of enrolment by submitting the appropriate form available on the "forms page, after payment of the applicable tuition fees (see the second part of the Study Guide) and in compliance with the regulations governing the target degree programme.

The following documents must be submitted:

  • application for transfer to another degree programme
  • request for recognition of exams already passed in the original programme, to be submitted by the student for approval by the relevant university authorities

Transfer between programmes is not permitted in the following cases:

  • students enrolled in years after the first in a Master’s degree programme
  • students enrolled in years after the second in a Bachelor’s degree programme
  • students who are out of course (behind schedule in their studies)

By 31 October 2026.

Students must be up to date with the payment of tuition fees for the previous academic year and submit an application (using the form available on the “forms” page of this website).

For procedures and the amount to be paid in the case of transfer, please refer to the second part of the Academic Regulations.

Once the transfer application has been submitted, the student will not be able to take any exams. The completion of the administrative transfer procedure will be communicated in writing to the student concerned and, for information, to the destination university. 

The student is required to visit the Registrar’s Office of the destination university in advance to enquire about the possibility of transfer. 

A transferred student cannot return to the University for Foreigners before one year has passed since the application was submitted, except in cases of special circumstances, which will be assessed by the relevant university offices.

They are only possible during the period 1 August 2026 - 28 February 2027.

The student must first go to the Student Office at their home university to request a clearance. The application will be finalized only after checks by the Degree Programme Office of this University. Any application for exam recognition will be evaluated by the relevant offices.

Interruption occurs when a student does not renew their enrollment for at least one academic year, while suspension is a formal request made by the student in the following cases:

  • participation in national civil service for the same academic year
  • serious personal or family reasons, which will be evaluated by the designated university bodies

Suspension can be granted only once and for no more than the number of years remaining to complete the standard duration of the degree program. It is not granted in the following cases:

  • enrollment in degree programs in the process of being discontinued
  • students in extended enrollment status
  • international students holding a residence permit for study purposes
  • periods of less than one academic year

In the event of interruption or suspension, students are not permitted to carry out any academic activities. To resume studies, a specific application must be submitted (available via the “forms” page of this website), which will be evaluated by the Degree Programs Office. Reinstatement is subject to the payment of a fee (see the second part of the Academic Regulations).

It is not possible to reinstate academic records for degree programs that are no longer active, except in cases where the student is only missing the final graduation exam (see Art. 5.3), or for degree programs that are no longer active but whose courses are still offered by the University.

Students may withdraw from their studies at any time by submitting a formal Withdrawal from Studies request (using the form available on the “forms” page of this website).

Once withdrawn, no further academic actions can be taken and any fees already paid will not be refunded.

For degree programmes established before the university reform pursuant to Ministerial Decree 509/1999, a student is considered to have forfeited their university student status if, although regularly enrolled as an “out-of-course” student, they have not passed any exams for eight consecutive years.

For degree programmes established pursuant to Ministerial Decrees 509/1999 and 270/2004, a student is considered to have forfeited their university student status if they have not passed any exams for a number of years equal to twice the official duration of the programme.

Student status also lapses if university tuition fees have not been paid for more than three consecutive academic years. Forfeiture does not apply to students who have passed all required exams for their degree programme and have only the final graduation exam remaining.

In the year of thesis defence, students must be up to date with the payment of their enrolment fees. If there are any outstanding payments from previous years, the prescribed reinstatement fee must also be paid.

Thesis Regulations

By the established deadlines (no extensions are permitted) indicated for each thesis session, students must submit their thesis discussion request online through Esse3Web. For information regarding the relevant fee, please refer to the second part of the Academic Regulations.

At the time of submitting the thesis application, students must be up to date with payment of all fees and required charges.

The thesis discussion request is provisionally accepted by the Student Office, which will verify compliance with the stipulated requirements.

Before the official graduation session date, students must have obtained all the ECTS credits required by the curriculum of their degree programme.

All students are required to regularly check their acquired ECTS credits. If the Student Office finds that any credits have not been obtained, the student will not be permitted to defend the thesis.

In the case of postponement of the thesis defence to sessions in subsequent academic years, students must submit a new thesis discussion request and pay an additional fee (see the second part of the Academic Regulations).

Any updates or changes established by university bodies will be communicated on this website.

The final degree certificate (parchment) will be issued after the date of the thesis defense.

In the event of loss, destruction, or theft of the original diploma, a duplicate may be issued upon request by the holder, following submission of a self-certification attesting to the loss/destruction/theft/damage of the parchment and payment of a fee (see the second part of the Academic Regulations).

The new document will include a statement indicating that it is a duplicate of the original diploma. If replacement occurs due to damage to the original certificate, the latter must be returned to the Student Office.

Students not covered by specific agreements between the University and other Institutions, who carry out documented work activities in Italy, are offered the following opportunities:

  • placement in the working student category, either at the time of enrolment or subsequently during their academic career
  • evaluation of any previous university studies with recognition of exams already passed
  • recognition of previous documented professional training or work experience, carried out with public or private institutions, provided that it is consistent with the content and learning objectives of the relevant bachelor's or master's degree programme. Requests must be submitted to the University’s Guidance Service. Recognition of such experience will grant the corresponding ECTS credits for internships/traineeships
  • the same number of exam sessions and on the same dates as full-time, non-working, on-campus students, with the possibility, subject to the lecturer's agreement, of taking the exam at the beginning of the session in order to reduce waiting times

Working students may, during enrolment and re-enrolment, state their intention to be included in this category by submitting a document proving their status, which will be evaluated by the Student Office.

The same rules and procedures established in the Study Guide apply to full-time students, including the possibility of partial fee exemptions based on income as determined by the ISEEU (see the second part of the Study Guide).

Working students are granted a reduction of €100.00 on the last instalment (see the second part of the Study Guide).

Pursuant to Article 40 of Presidential Decree 445/2000, as amended by Article 15 of Law No. 183 dated 12 November 2011, from 1 January 2012, public administrations and providers of public services can no longer request or accept certificates produced by other public offices from private individuals.

Information regarding personal status, qualifications, and facts must be provided in the form of a self-declaration (Art. 46, Presidential Decree 445/2000) or a statutory declaration (Art. 47, Presidential Decree 445/2000).

The failure by public administration bodies and public service providers to accept such self-declarations constitutes a violation of their official duties.

On the “forms” page of this website, you can download templates for self-certification, statutory declaration, and self-certification of previous university studies.

Each student, by accessing Esse3web, can download their self-certification for the exams taken.

Certificates

Certificates remain valid and can be used in dealings with private entities and/or for use abroad.

According to current legislation, issued certificates are subject to a €16.00 stamp duty. Certificates on plain paper may only be issued in cases expressly provided for by current regulations (Presidential Decree 642 of 26/10/1972 and subsequent provisions); in such cases, the student must explicitly request it, indicating the intended use of the certificate.

Requests for certificates must be made directly by the student. If the student is unavailable or unable to attend in person, a third party may be delegated to collect the certificate at the Degree Programme Student Office. The delegate must present a written authorization (on plain paper) and a valid form of identification.

The certificate may also be mailed to the address provided in writing by the applicant.
The University accepts no responsibility for any postal delivery issues.

The Diploma Supplement (DS) is an additional document accompanying the official qualification awarded, developed by the European Commission, the Council of Europe and UNESCO/CEPES. Its purpose is to provide transparent and internationally comparable information on qualifications (diplomas, degrees, certificates, etc.), facilitating fair academic and professional recognition.

The Diploma Supplement is issued free of charge to students, in both Italian and English, and is available only to graduates of first and second cycle degree programmes as per Ministerial Decree 509/1999 and first and second cycle graduates as per Ministerial Decree 270/2004.

According to Article 2 of Law 148/2002, “the authority for the recognition of study cycles and periods completed abroad, and of foreign qualifications, for the purposes of access to higher education, continuation of university studies, and the awarding of Italian university degrees, is vested in Universities and Higher Education Institutes, which exercise this authority within their institutional autonomy and in accordance with their respective regulations, without prejudice to any relevant bilateral agreements.”

Class L-20 (Communication Sciences)
Esse3 Code: LT01R

The programme, established pursuant to Ministerial Decree 270/2004, spans three years and is offered in two tracks: International (ComIP-I) and Advertising (ComIP-P).

Admission (DM 270/04, art. 6, paragraph 1)

Applicants must:

  • hold an upper secondary school diploma or another qualification obtained abroad and recognized as suitable for university admission
  • possess an adequate level of initial academic preparation. This requirement may be fulfilled, at the student’s choice, either through an in-person, non-selective interview to assess individual preparation or by taking the CISIA TOLC-SU test

Students who meet the first requirement may proceed with enrollment in the degree programme prior to the assessment of individual preparation.

International students from non-EU countries residing abroad and requiring a visa must have Italian language proficiency at least at B2/CEFR level. The University will verify language proficiency by methods and procedures it will determine.

Students demonstrating gaps in Italian language proficiency will be required to participate in language tutoring services.

Assessment of Individual Preparation

The assessment of academic preparation is mandatory for all students, both Italian and international.

Registration Process for the Assessment
Where, When, and How the Assessment is Conducted
  • In person
    University Campus - Parco Santa Margherita - Viale Carlo Manuali - Perugia
    23 September 2026 - 15 December 2026 - 26 February 2027, 10:00 AM
    Interview on general knowledge topics and assessment of the ability to comprehend texts related to the humanities and social sciences, including in English.
    For the purpose of gathering information useful for the formation of language classes, students may also be asked to take a placement test in English.
  • Online
    TOLC-SU test in @HOME mode, i.e., at the student's own residence or at a university, on a date and at a time chosen by the student when registering.
    The test is divided into four sections: reading comprehension, acquired knowledge and skills, logical reasoning, and English.
Assessment Results
  • In person
    Results are communicated to the student at the end of the interview.
  • Online
    The score obtained on the TOLC-SU test will be displayed on screen immediately after the test. The validated results will be available in the reserved CISIA test area 48 hours after completing the test (from 7:00 PM), in the “Test Results” section.
    The minimum passing score is 18/30 in the first section (“Reading Comprehension”) and a total of 10/20 in the second and third sections (“Acquired Knowledge and Skills” and “Logical Reasoning”).
    The result for the English section is used solely for placement purposes in language classes.
Remedial Measures

If the assessment demonstrates learning gaps that could hinder successful progress in the programme, the academic tutor will recommend appropriate supplementary learning activities.

The remedial requirement is considered fulfilled if the student, by the end of the first year, has earned at least 24 ECTS credits by passing:

  • the exams in Contemporary History and Professional English
  • one exam selected from the first-year course offerings

Students who do not meet the remedial requirement by the September exam session will not be permitted to sit second-year exams.

Enrollment

Enrollment is completed online according to the procedures detailed in the Academic Regulations. The enrollment form, which can be printed at the end of the online enrollment process, must be submitted to the University Degree Programme Secretariat, along with the documents specified in the Academic Regulations, by 31 October 2026.

Enrollment will be finalised only after the Degree Programme Secretariat has received the required documentation and verified its regularity.

Programme Structure

The Bachelor’s degree in International and Advertising Communication comprises a total of 180 ECTS credits as detailed in the programme structure.

Class L-10 (Humanities)
Esse3 Code: LT02R

This programme, established pursuant to Ministerial Decree 270/2004, has a duration of three years and is structured into two curricula: Digital and Cultural.

Admission

(DM 270/04, art. 6, paragraph 1)

Students must:

  • hold a secondary school diploma or another qualification obtained abroad and recognized as suitable for university admission
  • have an adequate initial preparation
    This requirement may be fulfilled, at the student's choice, either in person through a non-selective interview assessing personal preparation, or remotely via the CISIA TOLC-SU test.

Students who meet the first requirement may formalize their enrolment in the bachelor's programme prior to the assessment of their individual preparation.

International students from non-EU countries residing abroad who require a visa must demonstrate an Italian language proficiency at level B2/QCER or higher.

The required level will be assessed directly by the University using procedures and methods defined by the institution.

Students found lacking adequate Italian language skills will be required to participate in the language tutoring service.

Assessment of personal preparation

The assessment of personal preparation is mandatory for all students, both Italian and international.

Where, when, and how the assessment takes place
  • In person
    University Campus - Parco Santa Margherita - Viale Carlo Manuali - Perugia
    23 September 2026 - 15 December 2026 - 26 February 2027, 10:00 a.m.
    Interview on topics of general knowledge and assessment of the ability to understand texts related to the humanities and social sciences, also in English.
    In order to gather information useful for allocating students to language classes, candidates may be required to take an English placement test.
  • Remotely
    TOLC-SU test in the @HOME mode, meaning at the student's own home or at a university, on a date and time selected by the student during registration.
    The test consists of four parts: reading comprehension, knowledge and skills acquired in previous studies, logical reasoning, English.
Assessment results
  • In person
    Communicated to the student at the end of the interview.
  • Remotely
    The score obtained in the TOLC-SU test will be visible on the screen immediately after completing the test. Validation of results will be available in the reserved CISIA test area 48 hours after the test (from 7:00 p.m.), in the “Test Results” section.
    The minimum passing score is 18/30 in the first section (“Reading comprehension”) and a total of 10/20 in the second and third sections (“Knowledge and skills acquired” and “Logical reasoning”).
    The score of the English language section will be considered only for allocation to language classes.
Remedial activities

If the assessment reveals learning gaps that may hinder successful progress in the degree programme, the academic tutor will indicate appropriate supplementary activities to the student.

The remedial obligation is considered fulfilled if the student, by the end of the first year, earns at least 24 ECTS credits by passing:

  • the Contemporary History and Professional English exams
  • one exam chosen from the first-year course offerings

Students who do not fulfil the formative requirement by the September exam session will not be allowed to take second-year exams.

Enrolment

Enrolment is completed online following the procedures specified in the Academic Regulations. The enrolment form, which can be printed at the end of the online enrolment process, must be submitted to the University’s Degree Programmes Student Office, together with the documents specified in the Academic Regulations, by 31 October 2026.

Enrolment will be finalized only after the Degree Programmes Student Office has received the required documentation and verified its regularity.

The Bachelor’s Degree programme in Italian Language and Culture in the Digital World includes the following learning activities, for a total of 180 ECTS credits: study plan.

Bachelor's degree programme established pursuant to Ministerial Decree 270/2004. Upon enrolment, students must indicate the degree class in which they intend to obtain their qualification (L-15 or L/GASTR). Students may change their choice, provided it becomes final upon registration for the third year.

Admission (DM 270/04, art. 6, paragraph 1)

Students must:

  • hold a secondary school diploma or another qualification obtained abroad deemed suitable for university admission

Remedial procedures

If the assessment reveals educational gaps that could hinder successful progress in the degree programme, the academic tutor will advise the student of appropriate remedial activities.

The remedial requirement is met if, by the end of the first year, the student has earned at least 24 ECTS credits, passing:

  • the exams in Contemporary History and Professional English
  • one elective exam chosen from first-year courses

Students who have not fulfilled the remedial requirement by the September exam session will not be allowed to take second-year exams.

Candidates must appear with a valid ID at the designated time and place (see “Where the test takes place”) to sit the entrance test. Students will participate in a non-selective interview before a dedicated panel, aimed at verifying fundamental knowledge/competence in the following areas:
- linguistics and language teaching;
- philology and literature;
- history, geography, arts, and humanities.
To gather information useful for the formation of language classes, students will also be required to take an English and Spanish placement test.

Study plan

The Master’s degree programme in Italian for Teaching to Foreigners includes the following learning activities, for a total of 120 ECTS (European Credit Transfer and Accumulation System): study plan.

Part 2 - Student Fees for Enrollment and Registration in Bachelor's and Master's Degree Programmes

The fees to be paid for enrollment in Bachelor's and Master's degree programs at the University are:

  • stamp duty (if applicable)
  • regional tax for the right to university study (art. 3, paras. 20, 21, 22, 23 Law 28/12/1995 no. 549)
  • Annual All-Inclusive Contribution (COA)

The regional tax for the right to university study and the stamp duty, if applicable, are paid as fixed amounts with the first installment of enrollment/registration. The payment of the first installment is non-refundable as it constitutes the student's explicit intention to enroll.

Students enrolled in bachelor's and master's degree programmes contribute to the coverage of teaching, research, and administrative service costs through an annual CO to be paid to the University.

The COA includes the following fees:

  • insurance
  • costs for teaching, research, and administrative services

The COA does not include the following fees:

  • programme transfer
  • outgoing transfers
  • thesis application, issuance, and delivery of degree certificate
  • deferral of thesis to subsequent years
  • career recognition or reinstatement
  • late payment penalties
  • duplicate degree certificate

**Students who have suspended their studies for one or more academic years and wish to resume by means of career recognition must pay, in a single instalment, a fee of €400.00 for each year of interruption. The following must be added to this amount:

  • any outstanding amounts from previous academic years
  • any applicable late payment penalties
  • registration fee for the academic year of career recognition or reinstatement (2026-2027)
    It is not possible to resume careers in the following cases:
    • programmes no longer active, except when the student only needs to take the final degree exam (see art. 5.3)
    • programmes no longer active but with course units still available in the University’s academic offer

For the purpose of being assigned to a tuition bracket based on the “University” ISEE (ISEEU), students renewing their enrollment must enter, for each academic year, typically from August 1 to October 31, the protocol number of their "University" ISEE or, alternatively, the protocol number of the Single Substitute Declaration, in their personal online university account.

Newly enrolled students may enter this information while completing the enrollment application.

Once the student has granted the necessary authorization, the University will automatically retrieve the ISEEU data from the INPS information system using the most recently submitted declaration.

No late submissions of ISEEU will be accepted after February 28 under any circumstances, and the student will be automatically assigned to the highest tuition bracket, except in the case of late enrollments, for which it will be possible to submit a valid ISEEU certificate at the same time as the enrollment renewal.

Upon request, during enrolment or annual renewal and following verification by the University of the relevant documentation provided, full exemptions are granted to:

  1. international students holding scholarships awarded by the Italian Ministry of Foreign Affairs within the framework of development cooperation programmes and cultural and scientific intergovernmental agreements (MAECI scholarship holders)
  2. students with a disability equal to or greater than 66%
  3. students certified under Law 104/92, regardless of economic status or academic merit
  4. parents, for each year in which a child is born during the calendar year of enrolment (Parents)
  5. students eligible for A.Di.S.U. (Agenzia per il Diritto allo Studio Universitario dell’Umbria) scholarships (Eligible/ADISU scholars)
  6. students enrolling in a bachelor's degree programme who obtained their Italian upper secondary school diploma with the highest possible grade (exemption only for the first year of enrolment, excluding the regional tax and stamp duty, and only for those being entered for the first time in the national university system database)
  7. children of recipients of INPS disability pensions (children of holders of INPS disability pensions) under Article 30 of Law 118/1971
  8. students applying for asylum and political refugees (Asylum seekers)

University Staff or Exemption for University Personnel

For technical-administrative and library staff (employees and their children) of the University for Foreigners of Perugia, as per DR 205 of 18/07/2011, the registration fee for the academic year 2025–2026 is set at €400.00 (university contribution €260.00 and regional fee €140.00), plus a virtual stamp duty of €16.00 (for first-year enrolment only), payable as indicated in Table D.

The eligibility criteria for employees to access the benefit are as follows:

  • must be a permanent employee of the University for Foreigners of Perugia
  • must not already hold a degree at the same level or higher than the one for which they seek enrolment
  • must not receive scholarships and/or grants from any source

The eligibility criteria for employees' children to access the benefit are as follows:

  • must be the child of a permanent employee of the University for Foreigners of Perugia
  • must not already hold a degree at the same level or higher than the one for which they seek enrolment
  • must not receive scholarships and/or grants from any source

If the number of enrolment applications at the first instalment deadline exceeds 15% (20% in the case of employees’ children) of the technical-administrative and library staff employed as of 31 December 2024, the University reserves the right to establish an admissions ranking based on the employee’s ISEEU (Equivalent Economic Situation Indicator), giving priority to lower ISEEU scores and, in the case of equal ISEEU, to employees with greater length of service.

Thesis-Only Enrolment for Graduands Who Have Taken All Attainment Exams and Only Need to Defend Their Final Thesis

In the case of study recognition for thesis discussion, the amount due for the 2026–2027 academic year is as follows:

  • up to 2 years to be recognized, €400.00 for each year
  • 3 years or more to be recognized: €1,200.00

In both cases, payment must be made in a single instalment within the academic year in which recognition is requested, together with payment of the first instalment for the new academic year (see Tables E and F) and the amounts for the second, third, fourth and fifth instalments, as specified in Tables E and F, and the cost related to the thesis application and diploma issuance.

In the case of renewal of enrolment, without the need for study recognition, the payment due is as follows:

  • for all bachelor’s/master’s degree programmes (excluding the TRIN master's programme): €506.00 (university contribution €366.00 and regional fee €140.00), payable as specified in Table E.

The ISEEU (Equivalent Economic Situation Indicator for Universities) is used in Italy to measure the economic situation of families, taking into account income, assets (both movable and immovable), and household characteristics (size and composition).

This assessment is valid exclusively for the academic year of reference for enrolment and re-enrolment in successive years after the first.

Pursuant to Legislative Decree 68/2012, Art. 10, and INPS Circular 73/2015, the University will directly verify the existence of the ISEEU with INPS. The absence of verifiable data at INPS will result in assignment to the highest contributory bracket.

Students are required to submit their ISEEU.
The University does not provide any assistance in calculating the ISEEU and recommends consulting the authorised bodies or associations (CAF, accountants, etc.).

The student contribution bracket (for both regular and extended duration students) is determined based on the ISEEU value, as indicated in tables G, H, and I below. For amounts relating to the TRIN Master’s Degree programme, please refer to table L.


The 2017 Budget Law (Law 232/2016 and subsequent amendments, including Ministerial Decree 1014 of 03/08/2021) introduced the “No Tax Area” (for university students within the standard duration of studies or one year beyond, with ISEE Università up to €22,000.00) and the “Low Tax Area” (for students within or one year beyond the standard duration of studies, with ISEE Università between €22,000.01 and €30,000.00).

In the first case (No Tax Area), students enrolled in degree programmes who concurrently meet the following requirements are exempt from paying the COA and are required to pay only the first instalment for enrolment/re-enrolment:

  1. have submitted an ISEE “Università” statement equal to or less than €22,000.00
  2. have been enrolled at the University for a number of academic years no greater than the normal duration of their degree programme plus one
  3. for enrolment in the second academic year, have earned at least 10 ECTS credits by 10 August of the first year
  4. for enrolment in subsequent years beyond the second, have earned at least 25 ECTS credits in the twelve months preceding 10 August prior to the respective re-enrolment

For enrolment in the first academic year, only requirements a) and b) must be met.

In the second case (Low Tax Area), students enrolled in degree programmes who have submitted an ISEE “Università” statement between €22,000.01 and €30,000.00 and who meet both requirements b) and c) are required to pay a COA according to the scale in Table G.

For first-year enrolment, the only requirement is submission of an ISEE “Università” statement between €22,000.01 and €30,000.00.

For all Bachelor’s/Master’s degree programmes, the following are excluded from partial exemption based on income or economic condition:

  • the amounts referred to in art. 2 of this document
  • students receiving full exemptions as set out in art. 4 of this document
  • students receiving partial exemptions as set out in art. 5 of this document
  • students who do not authorize the University to directly acquire the ISEEU from INPS

The exemptions or partial reductions of the COA described in this article from point a) to point d) are not cumulative with each other nor with other full or partial exemptions mentioned in this document.

Any exemption cases not included in this article or any modifications to existing cases will be assessed and defined by the University.

  1. Students with a sibling or parent already enrolled in Bachelor’s/Master’s degree programmes at the University
    This is available only for the first year of enrollment of the last family member to enrol, and applies to both family members. Eligible individuals must belong to the same household. A 20% discount is applied to the COA amount as determined by the relevant contribution band.
  2. Working students or non-affiliated workers
    For students not covered by agreements and who provide documentation of employment in Italy, a partial exemption of €100.00 is applied to the fifth installment. If the fifth installment is less than this amount, the available amount will be deducted and any remaining balance will not be refunded.
  3. High-achieving students enrolled for more than one year
    For students enrolled in years after the first, merit is calculated based on the following parameters: average grade achieved and number of credits earned from first enrollment up to 31 October 2026.
    Suitability tests, exams not graded out of thirty, and validated or waived exams are excluded from this calculation.

Merit Assessment

Students eligible for this reduction are those who, with an average grade of at least 27/30, have earned all curriculum credits (CFU) required by their statutory study plan between matriculation and 31 October 2026.

Additional Cases

The merit-based partial exemption does not apply to:

  • students transferring from another university or students who have changed degree programme or curriculum/track
  • students who are out-of-course (students who have exceeded the standard length of their programme)
  • students wishing to resume their academic career
  • the merit-based partial exemption amounts to €100.00 on the final installment.
    If the fifth installment is less than this amount, the available amount will be deducted and any remaining balance will not be refunded.
  1. Partial exemption for transition from Bachelor’s to Master’s degree
    For students who graduate with a Bachelor’s degree awarded with a final grade of at least 110/110, a 20% reduction will be applied to the fee for their contribution band for the first year of enrollment in a Master’s degree programme.

TYPES OF PARTIAL EXEMPTIONS  –  Documentation

  1. Students with a sibling or parent already enrolled in Bachelor’s/Master’s degree programmes at the University
    Self-certification specifying the names of those entitled to the exemption, programme of study, and year of enrolment
  2. Working students or non-affiliated workers
    Document certifying the status of working student
  3. Merit – high-achieving students enrolled for more than one year
    Verification is carried out automatically by the University
  4. Partial exemption for transition from Bachelor’s to Master’s degree
    Self-certification including the name of the university awarding the Bachelor’s degree, type of degree, and final grade achieved

  1. International students and Italian students residing abroad may be eligible for partial exemptions from the all-inclusive tuition fee (COA), provided that the relevant ISEEU certificate is available and documented with INPS. If the student does not authorize the University to directly obtain the ISEEU from INPS or if there is no ISEEU available with INPS, the following provisions will apply to this category of students:
    Should it be impossible to determine the tuition bracket and the related amounts to be paid, the University may, in particular and highly exceptional cases, use a simulated ISEEU calculation, which can be verified through the INPS website at www.inps.it or through similar simulation systems provided by other reputable associations or organizations. For this purpose, the student must submit the documentation specified below, which will be considered valid for the legal duration of the degree program.

    Documentation
    The documentation required to obtain partial COA exemptions must be issued by the competent authorities of the country where the income was generated, translated into Italian, and legalized. This documentation must be submitted to the Student Registry Office by 26 February 2027.

    If the student arrives in Italy with documents only in the original language or not translated and legalized by the Italian diplomatic authority in the country of origin, the student must:
  • have their income documents certified and translated by their Embassy or General Consulate in Italy
  • have the documents legalized at a Prefecture

    For those countries where there are significant difficulties in issuing such documentation, it may be requested from the foreign diplomatic representations in Italy and legalized by the competent Italian Prefecture for the relevant territory.
    For students coming from countries where there are no Italian diplomatic representations and there are difficulties in obtaining documentation, documentation already in the student’s possession will be accepted if it complies with current regulations, or alternatively, documentation issued by United Nations international agencies or recognized NGOs.

    Specifically, the required documentation includes certification of:
  • the composition of the household
  • income earned abroad by all household members
  • the surface area, expressed in square meters, and property value of residential real estate owned abroad by household members. If the household resides in rented accommodation, documentation regarding the annual rent specified in the rental agreement must be provided
  • the amount of movable assets (deposits, current accounts) held by the student's household.
  1. Pursuant to Article 13 of DPCM 9/04/2001, for foreign students from particularly poor countries, including those with a low human development index, as established annually by Decree of the Ministry of Universities and Research in agreement with the Ministry of Foreign Affairs and International Cooperation, the assessment of the economic condition is based on a certificate issued by the Italian representation in the country of origin stating that the student does not belong to a high-income or high social standing family. This certificate may also be provided by Italian bodies authorized to guarantee financial coverage or, exceptionally, by the foreign diplomatic representations in Italy of the student’s home country. These students are automatically assigned to the first contribution bracket but are still required to pay the Regional Tax, Stamp Duty, and COA adjustment according to merit.

    For the academic year 2026-2027, pursuant to Ministerial Decree No. 166 of 3 March 2025, the following countries should be considered particularly poor and developing:
    Afghanistan, Angola, Bangladesh, Benin, Burkina Faso, Burundi, Cambodia, Central African Republic, Chad, Comoros, Democratic People’s Republic of Korea, Democratic Republic of the Congo, Djibouti, Eritrea, Ethiopia, Gambia, Guinea, Guinea-Bissau, Haiti, Kiribati, Lao People’s Democratic Republic, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Myanmar, Nepal, Niger, Rwanda, Senegal, Sierra Leone, Solomon Islands, Somalia, South Sudan, Sudan, Syrian Arab Republic, Tanzania, Timor-Leste, Togo, Tuvalu, Uganda, Yemen, Zambia.

     

    For foreign students from countries not included in the above list, the criteria set out in the previous paragraph will apply.

  2. Students recognized as political refugees in Italy must attach the certificate issued by the Italian Ministry of the Interior. Stateless students must attach a copy of official documentation issued by the competent Italian Civil Court. These students are automatically assigned to the first contribution bracket, but are still required to pay the Regional Tax, Stamp Duty, and COA adjustment according to merit.

The total amount due for enrolment/registration in Bachelor’s and Master’s degree programmes at the University must be paid in five instalments according to the following deadlines within the academic year:

  • first instalment deadline: 31 October 2026
  • second instalment deadline: 30 November 2026
  • third instalment deadline: 30 January 2027
  • fourth instalment deadline: 30 April 2027
  • fifth instalment deadline: 31 May 2027

Failure to meet these deadlines will result, for each instalment, in a late payment fee of:

  • €30.00 for payments made within 30 days after the relevant deadline
  • €80.00 for payments made after the 31st day past the relevant deadline

The late payment fee will be generated by the Esse3 system after the tuition fee is paid late and must be settled via the PagoPA system.

No late payment fees apply for enrolment in single courses or individual teaching units.

The University for Foreigners of Perugia offers the opportunity to enroll in individual courses provided within its Bachelor’s and Master’s degree programmes.
Participation in individual courses, which requires applicants to meet the standard university entry requirements, is structured as follows:

  1. Individual courses for professional development and curriculum enhancement
    Enrollment is open to students and individuals interested in attending specific courses to supplement their professional or academic skills. For the 2026-2027 academic year, the fee is set at €250.00. If enrolling in more than one course, this amount must be multiplied by the number of selected courses. A maximum of 6 exams may be taken and must be completed by the February 2028 exam session.
  2. Individual courses for the acquisition of ECTS required for admission to a Master’s Degree Programme at the University for Foreigners of Perugia
    For the 2026-2027 academic year, the fee is as follows:
  • €250.00 to be paid in a single installment for enrollment in up to 3 courses, regardless of the number of ECTS credits required for each course
  • €500.00 to be paid in a single installment for enrollment in a minimum of 4 and up to a maximum of 6 courses, regardless of the number of ECTS credits required for each course
  1. Individual courses for MAECI scholarship holders
    Enrollment for students who are beneficiaries of scholarships from the Italian Ministry of Foreign Affairs.
    For the 2026-2027 academic year, the fee is as follows:
  • €250.00 to be paid in a single installment for enrollment in up to 3 courses, regardless of the number of ECTS credits required for each course
  • €500.00 to be paid in a single installment for enrollment in a minimum of 4 and up to a maximum of 6 courses, regardless of the number of ECTS credits required for each course.
  1. Individual courses for University staff
    Enrollment is open to technical-administrative staff, librarians (staff, their spouses, and children) as specified in Article 5 of this document.
    For the 2026-2027 academic year, the fee is €50.00 for each individual course, regardless of the purpose of enrollment. Exams must be taken by the February 2028 exam session.
     
  2. Exams taken abroad by students residing abroad, with university instructors as part of agreements between the University and foreign institutions 
    For the 2026-2027 academic year, students are not required to pay any fees. Exams must be taken by the February 2028 exam session.
  3. Exams taken in Italy by students residing in Italy, with university instructors as part of agreements between the University and Italian educational institutions
    For the 2026-2027 academic year, students are not required to pay any fees. Exams must be taken by the February 2028 exam session.
  4. Individual courses for asylum seekers and/or political refugees
    These students may enroll in up to 6 individual courses offered by the University to be completed by the last available exam session of the academic year. Successfully completed courses may be recognized for subsequent academic programmes at the University. Enrollment requires Italian language proficiency at level B2 CEFR. For the 2026-2027 academic year, students are not required to pay any fees.

  1. All university tuition fees indicated in this document must be paid exclusively via the PagoPA system.
  2. The Università per Stranieri di Perugia reserves the right to make adjustments to the amount and the methods of calculation of the regional tax for the right to university study should new regulations be issued by the Region of Umbria pursuant to Art. 18, para. 8, of Legislative Decree 29/03/2012 n. 68.
  3. Students intending to graduate by the final graduation session of the 2025/2026 academic year (April 2027) are not required to pay fees for the 2026-2027 academic year. If a student does not graduate by the April 2027 session, they must renew their enrolment for the 2026-2027 academic year, paying the relevant fees and any late payment charges. The thesis defense will then be possible only from the July 2027 session onwards.
  4. Withdrawing from studies exempts the student from paying any outstanding fees but does not entitle them to a refund of amounts already paid, even if the withdrawal is submitted before the end of the academic year.
  5. With regard to the refund of amounts not due, please note the following:
    1. fees paid for enrolment and for subsequent years are non-refundable, as they represent the student’s explicit intention to continue the chosen degree course
    2. for students conditionally enrolled in a Master’s degree course for the 2026-2027 academic year who are awaiting to obtain their first cycle qualification by the February 2027 graduation session, if they do not graduate by the stated session, the amount already paid may be considered for enrolment renewal or for subsequent enrolment
    3. amounts paid in excess or not due may, upon explicit request from the student, be considered as advance payments for fees due for the following academic year
    4. for any refund of the regional tax for the right to university study, eligible students must contact A.Di.S.U. (Agenzia per il Diritto allo Studio Universitario per l’Umbria).
  6. The University reserves the right to use all available means to recover any outstanding debts owed by students.
  7. The requested data will be processed for the University’s institutional purposes as described in the Privacy and data protection notice and, where the student consents, for purposes relating to potential employment opportunities.
  8. The amounts to be paid by enrolled students, as indicated in the previous articles, do not include any bank charges, which are the responsibility of the students.
  9. The University reserves the right to update this document and the amounts herein in accordance with decisions of University governing bodies and changes to applicable regulations. Any cases not covered by this document, as well as subsequent changes, will be assessed and determined by the University.
