This Academic Regulations document provides comprehensive information on admission and enrollment procedures for Bachelor's and Master's degree programmes. Students are required to review it carefully.

This Academic Regulations document does not cover the educational offerings of PhD programmes, Master's programmes, or advanced training courses. For these, please refer to the respective official calls for applications.

Throughout this document, the terms “student”, “students”, “lecturer”, and “researcher” are to be understood as inclusive, referring to individuals of any gender.

ECTS credits (CFU) for elective educational activities may be obtained by:

  • taking exams offered in other bachelor's/master's degree programmes of the same level at this University
  • taking exams belonging to a curriculum different from the one chosen
  • taking exams belonging to a curriculum different from the one chosen
  • participating in alternative activities, including seminars or laboratories, for which Departments award ECTS credits (CFU)
  • requesting accreditation for previous learning experiences, in accordance with the criteria and procedures set out in the Guidelines for CFU Recognition and following the instructions available on the “CFU Recognition” page of this website.

You may not select:

  • individual modules that are part of an integrated exam
  • courses not considered consistent with the content and learning objectives of the chosen programme
  • courses that clearly duplicate learning activities already included in your study plan

The elective courses must be entered when submitting your study plan online via the Esse3 web reserved area, starting from August 1, 2026 and no later than February 28, 2027.

The selections made may be changed at the beginning of the following academic year.

Admission Requirements

Bachelor’s Degree Programmes (First Cycle)
  • possession of an upper secondary school diploma or another qualification obtained abroad and recognized as suitable
  • possession of adequate personal preparation, which will be assessed in accordance with the modalities set out in the academic regulations of each programme
Master’s Degree Programmes (Second Cycle)
  • possession of a Bachelor’s degree or three-year university diploma or another qualification obtained abroad and recognized as suitable
  • possession of a sufficient number of ECTS credits in certain Scientific Disciplinary Sectors (SDS). The evaluation must be requested in advance from the Student Office by submitting a copy of the relevant qualification with a list of completed exams
  • possession of adequate personal preparation, which will be assessed in accordance with the modalities set out in the academic regulations of each programme

Enrollment Procedure

Enrollment in degree programmes is carried out exclusively online by accessing the Esse3web Reserved Area.

The data provided will be processed for the University’s institutional purposes, including potential job placement, as outlined in the information notice on the processing of personal data.

At the end of the enrollment process, students must print and sign the enrollment application form, submit it to the Student Office, and pay the university fees exclusively through the Pago PA system.

Documentation to be Submitted to the Student Office

  • enrollment application form
  • a passport-sized photograph
  • photocopy of a valid identification document (Passport for international students)
  • documentation for any possible exemption from payment of fees (see Part II of this Guide)
  • qualification obtained abroad (declaration of value)
  • copy of a valid residence permit for non-EU students residing in Italy, or the Decree granting international protection status together with the residence permit application

The documentation may also be sent by registered mail, certified email to protocollo@pec.unistrapg.it, or delivered by a delegate.

Regulated by provisions of the Ministry of University and Research (MUR), published on the website www.studiare-in-italia.it/studentistranieri/

Students must access the UNIVERSITALY portal in the “International Students” section, select “Register Now” and:

  • fill out the “pre-enrolment application”
  • indicate only one degree programme from those available in the pre-enrolment application database

The next stages of the pre-enrolment process must be completed at the competent Italian diplomatic-consular offices in the applicant’s country of most recent residence in order to obtain the appropriate visa.

Enrolment will be considered complete after:

  • verification of the authenticity of all submitted documents and fulfilment of the required admission criteria
  • completion of the entrance tests/interviews
  • payment of the university tuition fee

For non-EU students residing abroad, an online Italian language test at B2 level of the CEFR is mandatory. Students who have obtained official certifications of Italian language proficiency at levels C1 and C2 of the Council of Europe, issued within the CLIQ (Certificazione Lingua Italiana di Qualità) quality system, including those in cooperation with Italian Cultural Institutes abroad or other accredited institutions, may be exempted.

Through the University's online Esse3web platform.

Documents to be submitted to Student Services

  • documentation proving eligibility for any possible fee exemptions (see Part II of this Academic Regulations document)
  • for non-EU students, a copy of a valid residence permit

For information on student fees (amounts to be paid, deadlines, exemptions, etc.), please refer to Part II of the Academic Regulations.

For the types of single courses offered, the applicable fees and payment procedures for enrollment are detailed in the second part of the Academic Regulations.

Applications will be accepted only if the applicant meets the educational requirements necessary for university admission. It is not permitted to enroll in individual modules of integrated courses or to take partial examinations. The allocation of courses by semester can be found in the calendar published on this website.

Enrollment in individual courses must be completed online via the Esse3web portal; students must then inform the Student Administration Office of their chosen exams and submit the following documents to the Office:

  1. the completed application form, downloadable from the “modulistica” section of this website
  2. a copy of a valid identity document
  3. for non-EU citizens, regardless of their place of residence, a copy of a valid residence permit or a decree granting international protection status along with the application for a residence permit

Students are required to pay the relevant course fees through the PagoPA system (see the second part of the Academic Regulations) for the courses they intend to attend.

Enrollment in single courses by non-EU citizens residing abroad is governed by specific provisions of the Ministry of Universities and Research (MUR) available on the following website: www.studiare-in-italia.it/studentistranieri/

It can be requested within the same programme, provided it is active, within the first year of enrolment in the Master’s degree programme and within the second year of enrolment in the Bachelor’s degree programme.

It can be requested only once and within the first year of enrollment by submitting the relevant form on the "forms" page, after payment of the applicable tuition fees (see the second part of the Study Manifesto) and in compliance with the regulations governing the destination degree programme.

The following documents must be submitted:

  • application for transfer to another degree programme
  • request for recognition of exams already taken in the previous programme, to be submitted by the student for approval by the relevant University offices

Transfer between programmes is not permitted in the following cases:

  • students enrolled in a Master's degree programme beyond the first year
  • students enrolled in a Bachelor's degree programme beyond the second year
  • students enrolled as repeating students (fuori corso)

By 31 October 2026.

Students must be up to date with the payment of fees for the previous academic year and submit their application (using the form available on the "forms" page of this website).

For procedures and amounts to be paid in case of transfer, please refer to the second part of the Study Guide.

Once the transfer application has been submitted, the student will not be able to take any exams. The completion of the administrative transfer procedure will be communicated in writing to the student concerned and, for information purposes, to the host university.

Students are required to contact the Registrar's Office of the host university in advance to inquire about the possibility of transferring.

Transferred students cannot return to the Università per Stranieri until at least one year has passed since the application was submitted, except in cases of particular urgency, which will be assessed by the designated university offices.

These are only permitted during the period August 1, 2026 - February 28, 2027.

The student must first go to the Student Registry Office of their home university to request the clearance. The application will be finalized only after verification by the relevant Degree Program Office of this University. Any request for exam recognition will be reviewed by the appropriate offices.

Interruption occurs when a student does not renew their enrollment for at least one academic year, while suspension is a formal request made by the student in the following cases:

  • performing civil service during the same academic year
  • serious personal or family reasons, which will be evaluated by the relevant university offices

Suspension can be granted only once and for no more than the number of remaining years required to complete the standard duration of the study program. It is not granted in the case of:

  • enrollment in study programs that are being discontinued
  • students who are beyond the normal duration of their studies (“fuori corso” students)
  • international students holding a residence permit for study purposes
  • periods of less than one academic year

During interruption or suspension, students are not permitted to undertake any academic activities. To resume studies, a specific application must be submitted (using the form available on the “forms” page of this website), which will be reviewed by the Degree Program Office. Reinstatement is subject to the payment of a fee (see the second part of the Student Handbook).

It is not possible to reinstate academic records for study programs that are no longer active, except in cases where the student only needs to complete the final degree examination (see art. 5.3) or for non-active study programs whose courses are still offered by the University.

The student may withdraw from studies at any time by submitting a Withdrawal from Studies application (using the form available on the “forms” page of this website).

No further academic actions can be taken, and any fees already paid will not be refunded.

For degree programmes established prior to the university reform under Ministerial Decree 509/1999, a student loses their university student status if, although enrolled as a student beyond the standard period, they have not passed any exams with a positive result for eight consecutive years.

For degree programmes established pursuant to Ministerial Decrees 509/1999 and 270/2004, a student loses their university student status if they have not passed any exams for a number of years equal to twice the standard duration of the programme.

Student status is also lost if university tuition fees are not paid for more than three consecutive academic years. However, this does not apply to students who have passed all exams required by their programme and have only the final degree examination outstanding.

In the year the thesis is discussed, the student must be up to date with the payment of the enrolment fee; in the event of missed payments in previous years, the prescribed reinstatement fee must also be paid.

Thesis Regulations

By the indicated deadlines for each thesis session (no extensions allowed), students must submit their thesis discussion request online by accessing Esse3Web. Information regarding the relevant fee can be found in the second part of the Academic Regulations.

At the time of submitting the thesis request, students must have paid all required fees and charges.

The thesis discussion request is provisionally accepted by the Student Registry Office, which will verify compliance with the established criteria.

Before the date of the graduation session, students must have earned all the ECTS credits (CFU) required by the curriculum of their degree program.

Each student is required to regularly check the number of credits earned. If the Student Registry Office finds that the required credits have not been obtained, the student will not be allowed to defend their thesis.

If the thesis defense is postponed to sessions in subsequent academic years, the student must submit a new request for thesis discussion and pay an additional fee (see the second part of the Academic Regulations).

Any changes made by university authorities will be communicated on this website.

The final degree certificate in paper format (parchment) will be issued after the thesis defense date.

In the event of loss, destruction, or theft of the original diploma, a duplicate may be issued upon the holder’s request, subject to submission of a self-certification attesting the loss/destruction/theft/deterioration of the original parchment and payment of a fee (see the second part of the Academic Regulations).

The new document will include a statement indicating that it is a duplicate of the original diploma. If replacement is due to deterioration of the original certificate, the original must be returned to the Student Administration Office.

Students who are not included in specific agreements signed by the University with other institutions and who carry out documented work activities in Italy are offered the following opportunities:

  • classification as working students, either from the time of enrolment or later during their academic career
  • evaluation of any previous university career with recognition of exams already passed
  • recognition of prior documented professional training or work experience carried out at public or private entities, provided it is consistent with the content and learning objectives of the student’s bachelor’s or master’s degree programme. This request must be submitted to the University Orientation Service. Recognition of such experience will grant the corresponding ECTS credits for internships/placements
  • the same number of exam sessions and dates as those provided for on-campus, non-working, full-time students, with the possible option to take the exam at the start of the exam session, in order to reduce waiting times, subject to an agreement with the relevant lecturer

Working students may indicate, at the time of enrolment and renewal of registration, their wish to be classified in this category by attaching a document certifying their status, which will be assessed by the Student Registry Office. 

The same rules and procedures outlined in the Academic Regulations for full-time students apply, including the possibility of partial tuition waivers based on family income according to the ISEEU (see Part Two of the Academic Regulations). 

Working students are entitled to a €100 reduction on the final installment (see Part Two of the Academic Regulations).

Pursuant to Article 40 of Presidential Decree 445/2000, as amended by Article 15 of Law no. 183 of November 12, 2011, from January 1, 2012, public administrations and providers of public services may no longer request or accept certificates produced by other public offices from private individuals.

Information concerning status, personal details, and facts must be provided in the form of a self-certification declaration (Art. 46, Presidential Decree 445/2000) or a statutory declaration (Art. 47, Presidential Decree 445/2000).

The failure by public administration bodies or public service providers to accept such self-certifications constitutes a violation of their official duties.

On the “forms” page of this website, you can download the templates for self-certification declarations, statutory declarations, and self-certifications of previous university careers.

Each student, by accessing Esse3web, may download their own self-certification regarding completed examinations.

Certificates

Certificates remain valid and may still be used in relations between private individuals and/or for international purposes.

In accordance with current legislation, issued certificates are subject to a €16.00 revenue stamp. Certificates may be issued on plain paper only in cases expressly provided for by current regulations (Presidential Decree 642 of 26/10/1972 and subsequent provisions); in such cases, the student must make an explicit request, indicating the intended use of the certificate.

Certificate requests must be made directly by the applicant. If the applicant is unavailable or unable to collect the document, a third party may be delegated to do so. The delegated person must present themselves at the Degree Programme Student Office with a written authorization (plain paper) and valid identification.

The certificate may also be mailed to the address provided in writing by the applicant.
The University accepts no responsibility for any possible postal delivery issues.

The Diploma Supplement (DS) is a document supplementary to the official qualification obtained. It was developed by the European Commission, the Council of Europe, and UNESCO/CEPES with the aim of providing transparent and internationally comparable information on qualifications (diplomas, degrees, certificates, etc.), thereby facilitating fair academic and professional recognition.

The Diploma Supplement, issued in both Italian and English free of charge for students, is available only for first and second cycle graduates under Ministerial Decree 509/1999 and for first and second cycle graduates under Ministerial Decree 270/2004.

According to Article 2 of Law 148/2002, the responsibility for the recognition of study cycles and periods undertaken abroad, as well as foreign qualifications, for the purposes of access to higher education, continuation of university studies, and the awarding of Italian university degrees, lies with Universities and Higher Education Institutes. These authorities exercise this power autonomously, in compliance with their respective regulations, and subject to any existing bilateral agreements.

Class L-20 (Communication Sciences)
Esse3 Code: LT01R

The programme, established in accordance with Ministerial Decree 270/2004, is a three-year course structured into two tracks: International (ComIP-I) and Advertising (ComIP-P).

Admission (DM 270/04, art. 6, paragraph 1)

Applicants must:

  • hold a secondary school diploma or another qualification obtained abroad and recognized as valid for admission to university-level studies
  • have an adequate educational background. This requirement may be fulfilled, at the candidate's choice, either in person through a non-selective interview to assess individual preparation, or via the TOLC-SU CISIA test

Students who meet the first requirement may complete their enrollment in the degree programme prior to the assessment of their individual preparation.

Non-EU international students residing abroad and applying for a visa are required to demonstrate Italian language proficiency at level B2/CEFR or higher. Proficiency will be verified directly by the University using procedures and methods determined by the University.

Students demonstrating gaps in their Italian language skills will be required to participate in language tutoring.

Assessment of Personal Preparation

The assessment of personal preparation is mandatory for all students, both Italian and international.

How to Register for the Assessment
Where, When and How the Assessment is Conducted
  • In person
    University campus - Parco Santa Margherita - Viale Carlo Manuali - Perugia
    23 September 2026 - 15 December 2026 - 26 February 2027, at 10:00 a.m.
    Interview on topics related to general knowledge and assessment of the ability to comprehend texts in the field of humanities and social sciences, also in English.
    In order to help determine language class groupings, students may be asked to take an English placement test.
  • Online 
    TOLC-SU test in @HOME mode, taken either at the student’s own residence or at a University on a date and at a time of the student’s choice at the time of registration.
    The test consists of four sections: text comprehension, previously acquired knowledge and skills, logical reasoning, and English.
Assessment Results
  • In person
    Results are communicated to the student at the end of the interview.
  • Online
    The score obtained in the TOLC-SU test will be displayed on the screen immediately after completion. Official validation of the results will be available in the reserved CISIA test area 48 hours after the exam (from 7:00 p.m.), in the “Test Results” section.
    The minimum score to pass the test is 18/30 in the first section (“Text Comprehension”) and a total of 10/20 in the second and third sections (“Knowledge and Skills Acquired” and “Logical Reasoning”).
    The English section score is used solely for placement into language classes.
Remedial Activities

If the assessment highlights learning gaps likely to hinder successful progress in the programme, the academic tutor will recommend appropriate supplementary learning activities to the student.

The remediation requirement is considered fulfilled if, by the end of the first year, the student has obtained at least 24 ECTS, by passing:

  • the exams in Contemporary History and Professional English
  • one exam chosen from the first-year courses

Students who have not completed the required remediation by the September exam session will not be allowed to take exams scheduled for the second year.

Enrollment

Enrollment is completed online, according to the procedures outlined in the Programme Catalogue. The enrollment form, which can be printed at the end of the online procedure, must be submitted to the University’s Degree Programmes Student Office, together with the documents specified in the Programme Catalogue, by 31 October 2026.

Enrollment will be finalized only after the Student Office has received all required documentation and verified compliance.

Study Plan

The Bachelor’s Degree Programme in International and Advertising Communication includes courses amounting to a total of 180 ECTS (European Credit Transfer and Accumulation System), as indicated in the study plan.

Class L-10 (Humanities)
Esse3 Code: LT02R

This course, established in accordance with D.M. 270/2004, lasts three years and is structured into two tracks: Digital and Cultural.

Admission

(DM 270/04, art. 6, paragraph 1)

Applicants must:

  • hold an upper secondary school diploma or an equivalent qualification obtained abroad, recognized as suitable for university admission
  • possess adequate initial preparation
    The assessment of this requirement may be completed at the student’s choice: either in-person, via a non-selective interview assessing personal preparation, or remotely, via the TOLC-SU CISIA test.

Applicants who meet the first requirement may proceed with enrollment in the degree program prior to the individual preparation assessment.

Non-EU international students residing abroad and applying for a visa are required to demonstrate knowledge of Italian at Level B2 or higher (CEFR). 

The level will be verified directly by the University through procedures and methods it will define. 

Students found to have gaps in their Italian language proficiency will be required to attend language tutoring services.

Assessment of Personal Preparation

The assessment of personal preparation is mandatory for all students, both Italian and international.

How to Register for the Assessment
Where, When, and How the Assessment Takes Place
  • In person
    University Campus - Parco Santa Margherita - Viale Carlo Manuali - Perugia
    23 September 2026 - 15 December 2026 - 26 February 2027, 10:00 a.m.
    Interview on topics of general culture and assessment of the ability to understand texts related to humanities and social sciences, also in English.
    In order to obtain useful information for the formation of language classes, students may be asked to take an English language placement test.
  • Remotely
    TOLC-SU test in the @CASA modality, i.e., at the student's own home or at a university, on a date and time chosen by the student at the time of registration.
    The test consists of four sections: text comprehension, acquired knowledge and skills, logical reasoning, and English.
Assessment Results
  • In person
    Communicated to the student at the end of the interview.
  • Remotely
    The score obtained in the TOLC-SU test will be visible on the screen immediately after the test ends. The validation of results will be available in the CISIA reserved area 48 hours after the test (from 7:00 p.m.), in the "Test Results" section.
    The minimum requirements to pass the test are 18/30 in the first section (“Text Comprehension”) and 10/20 overall in the second and third sections (“Acquired Knowledge and Skills” and “Logical Reasoning”).
    The result of the English language section will only be used for placement into language classes.
Remedial Measures

If the assessment reveals formative gaps that may hinder successful progress in the degree course, the academic tutor will advise the student on appropriate supplementary learning activities.

The remedial requirement is considered fulfilled if the student, by the end of the first academic year, has acquired at least 24 ECTS credits by passing:

  • the Contemporary History and Professional English exams
  • one elective exam chosen from among the courses offered in the first year

Students who have not fulfilled the remedial requirement by the September exam session will not be permitted to sit second-year exams.

Enrollment

Enrollment is carried out online, according to the procedures specified in the Study Guide. The enrollment form, which can be printed at the end of the online enrollment process, must be submitted to the Student Services Office of the University along with the documents specified in the Study Guide, by 31 October 2026.

Enrollment will be finalized only after the Student Services Office has received all required documentation and verified its validity.

Study Plan

The Bachelor’s degree in Italian Language and Culture in the Digital World includes the following educational activities, for a total of 180 ECTS credits: study plan.

Class L-15 (Tourism Studies) and L/GASTR (Science, Culture, and Policies of Gastronomy)
Esse3 Code: LT03R

Bachelor’s degree program established under Ministerial Decree 270/2004. Upon enrolment, students must indicate the degree class in which they intend to graduate (L-15 or L/GASTR). Students may subsequently change their choice, provided it is finalized upon enrolment in the third year.

Admission (DM 270/04, art. 6, paragraph 1) 

Applicants must:

  • hold a secondary school diploma or an equivalent qualification obtained abroad and recognized as suitable for university admission
  • possess an adequate initial academic preparation. This requirement can be met, at the student's choice, either in person—via a non-selective interview to assess individual preparation—or remotely—by taking the CISIA TOLC-SU test.

Students in possession of the first requirement may finalize their enrolment in the program prior to completing the entry preparation assessment.

    The minimum passing score is 18/30 in the first section (“Reading Comprehension”) and a combined total of 10/20 in the second and third sections (“Acquired Knowledge and Skills” and “Logical Reasoning”). 
    The English language section result will be used solely for placement in English classes. 
Remedial Procedures 

If the assessment reveals significant gaps that may hinder successful progress in the program, the academic tutor will recommend suitable supplementary learning activities. 

The remedial obligation is considered fulfilled if, by the end of the first year, the student has earned at least 24 ECTS credits, by passing: 

  • the exams in Contemporary History and Professional English
  • one elective from among the first-year courses

Students who have not fulfilled this requirement by the September exam session will not be permitted to take second-year exams.

Enrollment

Enrollment takes place online, according to the procedures specified in the Academic Regulations.

The enrollment form, which can be printed at the end of the online procedure, must be submitted to the University’s Student Services (Laurea Programmes Office), along with the required documents specified in the Academic Regulations, by 31 October 2026.

Study Plan

The Master’s degree programme in Italian for Teaching to Foreigners includes the following learning activities for a total of 120 ECTS (European Credit Transfer and Accumulation System):: study plan.

Part 2 - Student fees for enrolment and registration in Bachelor's and Master's degree programmes

The amounts payable for enrollment in undergraduate and master's degree programs at the University are:

  • stamp duty (if applicable)
  • regional fee for the right to university education (Art. 3, paras. 20, 21, 22, 23, Law 28/12/1995 no. 549)
  • Annual Comprehensive Fee (COA)

The regional fee for the right to university education and the stamp duty, if applicable, are due in a fixed amount at the time of payment of the first installment for enrolment/registration. The first installment is non-refundable, as its payment constitutes a clear expression of the student’s intention to enroll.

Students enrolled in Bachelor's and Master's degree programmes contribute to covering the costs of educational, scientific, and administrative services through an annual CO fee payable to the University.

The COA includes the following amounts:

  • insurance
  • costs of educational, scientific, and administrative services

The COA does not include the following amounts:

  • programme transfer
  • outgoing transfers
  • thesis application, issuing and shipping of degree certificate
  • postponement of thesis submission to subsequent years
  • recognition or reinstatement of student status
  • late payment penalties
  • duplicate degree certificate

*The amount includes: €50.00 for the thesis fee + €32.00 for 2 virtual stamp duties + €50.00 for the issuing of the degree certificate.

**Students who have interrupted their studies for one or more academic years and who wish to resume them by reinstatement are required to pay, in a single instalment, a fee of €400.00 for each year of interruption. The following amounts are added to this fee:

  • any outstanding amounts not paid in previous academic years
  • applicable late payment penalties accrued
  • enrolment fee for the academic year of reinstatement or resumption (2026-2027)
    It is not possible to reinstate student status in the following cases:
    • programmes that are no longer active, except in cases where the student only owes the degree exam (see Art. 5.3)
    • programmes that are no longer active but whose teaching modules are included in the University's course offerings

*** The amount includes: €32.00 for 2 virtual stamp duties + €50.00 for the issuing of the degree certificate.

For placement in a tuition bracket based on the “University” ISEE (ISEEU), students renewing their enrollment must, for each academic year, usually from August 1 to October 31, enter the protocol number of their “University” ISEE or, alternatively, the protocol number of their Single Substitute Declaration (DSU) in their personal university web area.

Students enrolling for the first time may complete this procedure during the enrollment application process.

Once the relevant authorization has been obtained from the student, the University will automatically retrieve the ISEEU resulting from the most recent declaration submitted via the INPS information system.

After February 28, late submissions of the ISEEU will not be accepted under any circumstances, and the student will automatically be assigned to the highest contribution bracket, except in the case of late enrollments, for which it is permitted to submit a valid ISEEU certification together with the enrollment renewal.

Upon request, during registration or renewal of enrollment, and following verification by the University of the relevant documentation submitted, full exemptions are granted to:

  1. international students who are recipients of scholarships from the Italian Ministry of Foreign Affairs within the framework of development cooperation programs and cultural and scientific intergovernmental agreements (MAECI scholarship holders)
  2. students with a disability equal to or greater than 66%
  3. students certified in accordance with Law 104/92, regardless of their economic status or academic performance
  4. parents for the year of birth of each child born in the calendar year of enrollment/registration (Parents)
  5. students eligible for A.Di.S.U. scholarships (Agenzia per il Diritto allo Studio Universitario dell’Umbria - ADISU eligible/grantees)
  6. first-year students enrolled in a Bachelor's degree program who have obtained the highest possible grade in an Italian upper secondary school diploma (exemption applicable only for the first year of enrollment, excluding the regional tax and stamp duty, and only for those being entered for the first time in the national university information system database)
  7. children of INPS disability pension holders (children of INPS disability pension beneficiaries) under Article 30 of Law 118/1971
  8. students who are asylum seekers or refugees (Asylum seekers)

The exemptions or partial reductions of the COA described in this article cannot be combined with each other or with the total exemptions provided for in Article 4 and the partial exemptions set out in Articles 6 and 7 of this Manifesto.

Enrolment under agreement

For students covered by agreements concluded by the University with public and/or private entities, and for the children of eligible individuals as well as employees of Public Administrations, the enrolment fee for the 2026-2027 academic year is set at €400.00 (university contribution €260.00 and regional tax €140.00) plus virtual stamp duty of €16.00 (for new enrolments only), to be paid as specified in Table C. University employees or exemption for University staff

For technical-administrative and library staff (employees and their children) of the University for Foreigners of Perugia, as outlined in DR 205 of 18/07/2011, the enrolment fee for the 2025-2026 academic year is set at €400.00 (university contribution €260.00 and regional tax €140.00) plus virtual stamp duty of €16.00 (for new enrolments only), to be paid as specified in Table D.

Eligibility requirements for employees to access this benefit:

  • be a permanent employee of the University for Foreigners of Perugia
  • not hold a degree at the same or a higher level than the degree the applicant intends to enrol in
  • not receive any grants and/or subsidies from any source

Eligibility requirements for children of employees to access this benefit:

  • be a child of a permanent employee of the University for Foreigners of Perugia
  • not hold a degree at the same or a higher level than the degree the applicant intends to enrol in
  • not receive any grants and/or subsidies from any source
  • not be a child of employees who have submitted, in the same academic year, a request for fee reduction for their own enrolment in a bachelor's or master's degree programme

If, by the deadline for the first instalment payment, the applications for enrolment exceed 15% (20% in the case of children) of the total technical-administrative and library staff in service as of 31 December 2024, the University reserves the right to establish an admissions ranking list based on the employee's ISEEU (Equivalent Economic Situation Indicator for University), giving priority to lower ISEEU values, and, in case of equal ISEEU, to the employee with greater length of service.

Enrolment for thesis only, for graduating students who, having passed all exams, have only the final thesis left

In the case of verification of studies for thesis discussion purposes, the amount payable for the 2026-2027 academic year is as follows:

  • up to 2 years to be regularised: €400.00 for each year
  • 3 years or more to be regularised: €1,200.00

In both cases, payment must be made in a single instalment within the academic year in which the regularisation is requested, together with payment of the first instalment for the new academic year (see Tables E and F) and amounts for the second, third, fourth, and fifth instalments, as indicated in these same Tables E and F, as well as the fee for the thesis application and degree certificate issuance.

In the case of renewal of enrolment, without the need for regularisation, the amount payable is as follows:

  • for all bachelor’s and master’s programmes (with the exception of the disbanded TRIN master's course): €506.00 (university contribution €366.00 and regional tax €140.00), to be paid according to Table E.

For all Bachelor’s and Master’s degree programmes, the following are excluded from partial exemption based on income or economic status:

  • the amounts specified in Art. 2 of this document
  • students who have full exemptions as referred to in Art. 4 of this document
  • students who have partial exemptions as referred to in Art. 5 of this document
  • students who do not authorise the University to directly obtain their ISEEU from INPS

The exemptions or partial reductions of the COA listed in this article from point a) to point d) are not cumulative with each other or with any other total or partial exemptions mentioned in this document.

Any exemption cases not included in this article or any changes to them will be evaluated and defined by the University.

  1. Students with a sibling or parent already enrolled in a UG/PG degree program at the University
    Applicable only for the first year of enrolment in the degree program of the most recently enrolled family member, and valid for both family members. Eligible students must belong to the same household. A 20% discount is applied to the COA amount set by the relevant contribution band.
  2. Employed students or non-contracted workers
    For students not benefiting from specific agreements and able to document paid work activity in Italy, a partial exemption of €100.00 from the fifth installment is granted. Should the fifth installment be of a lesser amount, the available amount will be deducted and no reimbursement will be granted for any possible surplus.
  3. High-achieving students already enrolled for more than one year
    For students enrolled in years of study following the first, merit assessment is based on the following parameters: the student’s average grade and the number of credits earned from enrolment up to 31 October 2026.
    Language proficiency tests, those not graded on a thirty-point scale, and validated or exempted exams are excluded from the calculation.

Merit Assessment

The exemption is granted to students who, with an average grade of at least 27/30, have earned all the educational credits (ECTS/CFU) required by their official study plan between first enrolment and 31 October 2026.

Additional Cases

The merit-based partial exemption does not apply to:

  • students transferring from another university, or those who have changed program of study or curriculum
  • students who are beyond the prescribed duration of their program
  • students seeking to resume an interrupted academic career
  • the merit-based partial exemption amounts to €100.00 off the last installment of the student contribution.
    If the fifth installment is less than this amount, the available sum will be deducted and no reimbursement will be made for any surplus.
  1. Partial exemption for progression from Bachelor’s to Master’s degree
    For students who earn their Bachelor’s degree (Laurea Triennale) with a grade of at least 110/110, a 20% reduction of the amount due according to their assigned contribution band is granted, but only for the first year of enrolment in the Master’s degree program (Laurea Magistrale).

TYPES OF PARTIAL EXEMPTIONS  -  Documentation

  1. Students with a sibling or parent already enrolled in a UG/PG degree program at the University

  4. Partial exemption for progression from Bachelor’s to Master’s degree
    Self-declaration regarding the university where the first degree was awarded, type of degree, and final grade obtained

  1. International students and Italian students residing abroad may obtain partial exemptions from the comprehensive contribution (COA), provided that the relevant ISEEU is available and documented with INPS. If the student does not authorize the University to directly acquire the ISEEU from INPS, and if the ISEEU is also not available at INPS, the following procedure will apply to this category of students:
    If it is not possible to determine the applicable contribution bracket and the corresponding amounts to be paid, the University may, in specific cases and as an absolute exception, use a simulated ISEEU calculation obtained via the INPS website www.inps.it or through equivalent simulation systems provided by other reputable associations or organizations. For this purpose, the student must submit the documentation specified below, which will be considered valid for the legal duration of the degree programme.

    Required documentation
    The documentation needed to obtain partial exemptions from the COA must be issued by the competent authorities in the country where the income was generated, translated into Italian, and legalized. This documentation must be submitted to the Student Administration Office by 26 February 2027.

    If the student arrives in Italy with documents only in the original language, not translated or legalized by the Italian diplomatic authority in their country of origin, they must:
  • have the income documents authenticated and translated at their Embassy or General Consulate in Italy
  • have the documents legalized by the local Prefecture

    For countries where obtaining such documentation is particularly difficult, it may be requested from the foreign diplomatic representations in Italy and legalized by the competent Italian Prefecture.
    For students from countries where there are no Italian diplomatic representations and it is difficult to obtain the necessary documentation, any documents already in the student's possession that comply with current regulations will be accepted, or alternatively those issued by United Nations International Agencies or recognized NGOs.

    Specifically, documentation must be provided certifying:
  • the composition of the family unit
  • the income earned abroad by all members of the family unit
  • the surface area (in square meters) and real estate value of residential properties held abroad by members of the family unit. If the family resides in rented accommodation, the annual rent amount as stated in the rental contract must be documented
  • the amount of movable assets (deposits, bank accounts) of the student’s family unit.
  1. Pursuant to Art. 13 of DPCM 9/04/2001, for international students from particularly poor countries, also in relation to a low human development index, as listed annually by Decree of the MUR in agreement with the MAECI, the assessment of financial status is made on the basis of a certificate issued by the Italian representation in the country of origin, confirming that the student does not belong to a high-income or high social status family. The certificate may also be issued by Italian organizations authorized to guarantee financial coverage or, as an exception, by the diplomatic representations in Italy of the student’s home country. These students are automatically placed in the first fee bracket but are still required to pay the Regional Tax, Stamp Duty, and the COA adjustment based on academic merit.

    For the academic year 2026-2027, pursuant to Ministerial Decree No. 166 of 3 March 2025, the following countries are considered particularly poor and developing, as per the following list:
    Afghanistan, Angola, Bangladesh, Benin, Burkina Faso, Burundi, Cambodia, Central African Republic, Chad, Comoros, Democratic People’s Republic of Korea, Democratic Republic of the Congo, Djibouti, Eritrea, Ethiopia, Gambia, Guinea, Guinea-Bissau, Haiti, Kiribati, Lao People’s Democratic Republic, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Myanmar, Nepal, Niger, Rwanda, Senegal, Sierra Leone, Solomon Islands, Somalia, South Sudan, Sudan, Syrian Arab Republic, Tanzania, Timor-Leste, Togo, Tuvalu, Uganda, Yemen, Zambia.

     

    For international students from countries not included in this list, the criteria outlined in the previous paragraph shall apply.

  2. Students recognized as political refugees in Italy must attach certification issued by the Italian Ministry of the Interior. Stateless students must attach a copy of the official documentation issued by the competent Italian Civil Court. These students are automatically placed in the first fee bracket, but are still required to pay the Regional Tax, Stamp Duty, and the COA adjustment based on academic merit.

The total amount payable for enrollment/registration in the Bachelor's and Master's degree programmes at the University is to be paid in five instalments according to the following deadlines within the academic year:

  • first instalment deadline: 31 October 2026
  • second instalment deadline: 30 November 2026
  • third instalment deadline: 30 January 2027
  • fourth instalment deadline: 30 April 2027
  • fifth instalment deadline: 31 May 2027

Failure to comply with these deadlines will result in a late payment penalty for each missed deadline as follows:

  • €30.00 for payments made within 30 days after the specified deadline
  • €80.00 for payments made after the 31st day following the specified deadline

The late payment penalty will be generated by the procedure in Esse3 after the overdue fee has been paid and must be settled with the University via the PagoPA payment system.

No late payment penalties apply for enrollment in individual courses or single teaching units.

The University for Foreigners of Perugia offers the opportunity to enroll in individual courses offered within its Bachelor's and Master's degree programs.
Participation in single courses, subject to holding the educational qualifications required for university admission, is structured as follows:

  1. Individual courses for professional and curricular development
    Enrollment for students and individuals interested in attending single courses to enhance their professional or academic skills. For the 2026-2027 academic year, the fee is set at €250.00. For enrollment in multiple courses, this amount must be multiplied by the number of courses selected. A maximum of 6 exams may be taken and must be completed by the February 2028 exam session.
  2. Individual courses to acquire ECTS credits for admission to a Master's Degree program at the University for Foreigners of Perugia
    For the 2026-2027 academic year, the fee is as follows:
  • €250.00 as a single payment for enrollment in up to 3 courses, regardless of the number of ECTS credits assigned to each course
  • €500.00 as a single payment for enrollment in a minimum of 4 and up to a maximum of 6 courses, regardless of the number of ECTS credits assigned to each course
  1. Individual courses for MAECI scholarship holders
    Enrollment for students who receive scholarships from the Italian Ministry of Foreign Affairs.
    For the 2026-2027 academic year, the fee is:
  • €250.00 as a single payment for enrollment in up to 3 courses, regardless of the number of ECTS credits assigned to each course
  • €500.00 as a single payment for enrollment in a minimum of 4 and up to a maximum of 6 courses, regardless of the number of ECTS credits assigned to each course.
  1. Individual courses for university staff
    Enrollment for technical-administrative, library staff (employees, spouses and children of employees), as per Article 5 of this document.
    For the 2026-2027 academic year, the fee is €50.00 for each individual course, regardless of the purpose of enrollment. Exams must be taken by the February 2028 session.
     
  2. Exams taken abroad by students residing abroad, with university faculty, under agreements between the University and foreign institutions
    For the 2026-2027 academic year, students are not required to pay any fee. Exams must be taken by the February 2028 session.
  3. Exams taken in Italy by students residing in Italy, with university faculty, under agreements between the University and Italian educational institutions
    For the 2026-2027 academic year, students are not required to pay any fee. Exams must be taken by the February 2028 session.
  4. Individual courses for asylum seekers and/or political refugees
    These students may enroll in individual courses offered by the University up to a maximum of 6, to be completed by the last regular exam session of the academic year. Credits obtained through these single courses may be recognized for future academic progress within the University's degree programs. Enrollment requires Italian language proficiency at level B2 CEFR. For the 2026-2027 academic year, students are not required to pay any fee.

  1. All university fee payments listed in this document must be made exclusively through the PagoPA system.
  2. The Università per Stranieri di Perugia reserves the right to adjust the amount and calculation methods of the regional tax for the right to university education if regulations are issued by the Region of Umbria pursuant to Art. 18, para. 8, of Legislative Decree 29/03/2012 no. 68.
  3. Students intending to graduate by the final graduation session for the 2025/2026 academic year (April 2027) are not required to pay fees for the 2026-2027 academic year. If a student does not graduate by the April 2027 session, they must renew their enrolment for the 2026-2027 academic year with payment of the relevant fees and late charges, and will only be able to discuss their thesis starting from the July 2027 session.
  4. Withdrawing from studies exempts students from paying outstanding fees and does not entitle them to reimbursement of any amounts already paid, even if withdrawal occurs before the end of the academic year.
  5. With regard to the reimbursement of amounts not due, please note:
    1. fees paid for enrolment and for registration in subsequent years are non-refundable, as these constitute an explicit intention by the student to continue their chosen course of study
    2. for students who enrol conditionally in a Master’s degree programme for the 2026-2027 academic year while awaiting graduation in the February 2027 thesis session, if they do not graduate by the specified session, the amount paid may be counted toward the renewal of enrolment or a subsequent enrolment
    3. amounts paid in excess or not due by students, upon explicit request by those concerned, may be treated as advance payments towards fees due for the subsequent academic year
    4. for possible reimbursement of the regional tax for the right to university education, eligible students must contact A.Di.S.U. (Agenzia per il Diritto allo Studio Universitario per l’Umbria).
  6. The University reserves the right to use all available means to recover outstanding debts from students.
  7. The data requested will be processed for the University's institutional purposes as described in the Privacy and personal data protection notice and, if the student consents, for purposes related to job placement initiatives.
  8. The amounts payable by enrolled students as detailed in the articles above are net of any bank fees, which are borne by students.
  9. The University reserves the right to amend this document and the amounts indicated herein as a result of decisions by University governing bodies or changes in relevant legislation. Any situations not covered in this document, and subsequent changes to such situations, will be assessed and defined by the University.
