
The National Recovery and Resilience Plan (PNRR) is a program that includes investments and reforms through which the Italian government aims to overcome the economic and social consequences of the pandemic crisis.
The PNRR is structured around six main thematic areas to be addressed (missions), identified in line with the six pillars of Next Generation EU:
- Mission 1 - Digitalization, innovation, competitiveness, culture and tourism
- Mission 2 - Green revolution and ecological transition
- Mission 3 - Infrastructure for sustainable mobility
- Mission 4 - Education and research
- Mission 5 - Inclusion and cohesion
- Mission 6 – Health
Each mission is organized into components, areas of intervention that address specific challenges, which include the individual investments and reforms needed for their implementation.
Mission 4 aims to strengthen the conditions for the development of a knowledge-intensive economy, competitiveness, and resilience, starting from the recognition of the weaknesses in our education, training, and research system. It is divided into 2 components:
- M4C1 - Strengthening the provision of educational services: from nurseries to universities, including:
- Investments 3.4 and 4.1 Doctorates for digital and environmental transitions, Public Administration, cultural heritage, and PNRR research.
- Investment 1.6 Active guidance in the school–university transition.
- M4C2 - From research to business, including:
- Investment 1.1 PRIN - National Research Programmes. The investment aims to fund over 8,000 projects in total by 2026 with the objective of promoting the national research system, strengthening interactions between universities and research bodies, and encouraging Italian participation in initiatives related to the European Union’s Research and Innovation Framework Programme.
- Investment 1.2 “Funding of projects submitted by young researchers” aimed at contributing to the achievement of Target M4C2-1 bis, through the funding of research contracts for “Young researchers” - Ministerial Decree MUR n. 47 of February 20, 2025, Directorate General for Internationalization and Communication, Decree for the hiring of international postdoctoral researchers.
