Research Quality Assessment

The National Agency for the Evaluation of Universities and Research Institutes (ANVUR) has among its most important institutional tasks the assessment of the quality of research outcomes at Universities and Research Institutions.

The Research Quality Assessment (VQR) 2020-2024 is aimed at evaluating research, including knowledge enhancement activities (the so-called third mission/social impact), international competitive projects, and research infrastructures, for the period 2020-2024, submitted by Universities, public research institutes supervised by the Ministry of University and Research (MUR), and other voluntary organizations engaged in research activities.

ANVUR assesses the quality of the research outcomes of Universities and Research Bodies every five years. The evaluation results are used to allocate approximately 80% of the merit-based share of the Ordinary Financing Fund (FFO) for Universities, accounting for about 30% of the FFO.

The Ministry of University and Research, with Ministerial Decree no. 998 dated August 1, 2023, has defined the Guidelines for the research quality assessment (VQR) 2020-2024 for universities and research bodies related to the period 2020-2024.

ANVUR, through the President’s Decree no. 8 of October 31, 2023, adopted and published the Call for the Research Quality Assessment 2020-2024 (VQR 2020-2024).

The evaluation process concludes with the publication of the results by 03/31/2026.
