Reports

In compliance with the provisions introduced by Legislative Decree No. 24 of 10 March 2023 – implementing EU Directive 2019/1937 on whistleblowing, taking into account the ANAC guidelines – with Decree D.R. 190/2023, the Organizational Act providing for the internal reporting channels of the Università per Stranieri di Perugia has been issued.

The University has therefore developed and activated an internal reporting channel as described below.

Anyone who is an employee of the University (or equivalent, as defined by Legislative Decree 24/2023 and the Guidelines adopted by ANAC), and wishes to report “violations of national or European Union law that harm the public interest or the integrity of public administration or the private entity, which they have learned of in a public or private work context,” is required to make the report to the Head of Corruption Prevention and Transparency (so-called whistleblowing).

The identity of the whistleblower enjoys the protections provided for and governed by Legislative Decree 24/2023.

Pending the implementation of an IT-based procedure, the report should be submitted in paper form using the template available in the dedicated form, signed by the whistleblower, addressed “To the RPCT of the Università per Stranieri di Perugia, Piazza Fortebraccio 4, 06123, Perugia (PG)” with the wording “Confidential/Personal”, enclosed in a sealed envelope with no sender indicated.

Submission may occur in two ways:
- by hand-delivery to the RPCT (whose Office is located on the fourth floor of Palazzo Gallenga, Piazza Fortebraccio 4 – Perugia) by the whistleblower, either directly or through a facilitator. A specific receipt will be issued upon delivery of the sealed package;
- by regular mail from the whistleblower. The RPCT is required to promptly collect the sealed package at the University Protocol Office and will promptly confirm receipt to the whistleblower using the contact information provided in the report.

The reporting carried out in these ways ensures that the identity of the whistleblower and the content of the report are accessible exclusively to the Head of Corruption Prevention and Transparency. Any other staff involved in the investigation by the RPCT, specifically instructed and authorized for this purpose, are required to maintain strict confidentiality.

It should be noted that reports made in the above manner are excluded from the right of access provided for by Articles 22 et seq. of Law No. 241/90 and Articles 5 et seq. of Legislative Decree No. 33/2013, and are also subject to the restrictions set out in Article 14 of Legislative Decree No. 24/2023.

Reports will be stored as specified in the privacy notice regarding the processing of personal data.
