This Academic Handbook provides all procedures for enrolment and registration to undergraduate and postgraduate Degree Programmes. Students are required to read it carefully.

This Academic Handbook does not include the educational offer relating to PhD Programmes, Master's Degrees, or advanced training courses, for which reference should be made to the relevant Calls for Applications.

In this document, the terms “student”, “students”, “lecturer” and “researcher”, wherever used, are intended in a broad sense to include both male and female genders.

Master’s Degree Programmes

  • 1st and 2nd year of the Joint Master’s Degree Programme in Management and Italian Food Culture (Class LM-76), in collaboration between the Università degli Studi di Perugia and the Università per Stranieri di Perugia. Administrative office and student administration are based at the Università degli Studi di Perugia.

The University Educational Credits (CFU) for elective learning activities may be obtained by:

  • passing examinations offered in other degree programmes or second-cycle degree programmes of the same level at the University
  • passing examinations belonging to a curriculum different from the one chosen
  • passing examinations belonging to a curriculum different from the one chosen
  • participating in alternative activities, including seminars or laboratory courses, to which the Departments allocate educational credits (CFU)
  • requesting the accreditation of previous learning activities, in compliance with the criteria and procedures set out in the Guidelines for CFU recognition and according to the methods indicated on the “CFU Recognition” page of this website.

It is not permitted to include:

  • individual modules that are part of an integrated examination
  • courses not considered consistent with the content and learning objectives of the student’s chosen programme
  • courses that duplicate teaching activities already included in the study plan

The selected courses must be entered when uploading your study plan online via the Esse3 web reserved area, from 1 August 2026 until no later than 28 February 2027.

The choices made may be changed at the beginning of the following academic year.

Admission requirements

Bachelor’s Degree Programme (First Cycle)
  • possession of an upper secondary school diploma or another qualification obtained abroad recognised as suitable
  • possession of adequate personal preparation, which will be assessed according to the procedures set out in the academic regulations of the degree programmes
Master’s Degree Programme (Second Cycle)
  • possession of a bachelor’s degree or a three-year university diploma, or another qualification obtained abroad recognised as suitable
  • possession of a sufficient number of ECTS credits in specified Academic Disciplines (SSD). Assessment must be requested in advance from the Student Administration Office, by submitting a copy of the qualification obtained together with a transcript of records
  • possession of adequate personal preparation, which will be assessed according to the procedures set out in the academic regulations of the degree programmes

Enrolment procedure

Enrolment in degree programmes is carried out exclusively online by accessing the Esse3web reserved area.

The data provided will be processed for the University’s institutional purposes and for potential employment placement, as indicated in the privacy notice regarding the processing of personal data.

After completing the enrolment process, students must print and sign the enrolment application form, submit it to the Student Administration Office, and pay university fees exclusively through the Pago PA system.

Documents to be submitted to the Student Administration Office

  • enrolment application form
  • one passport-size photograph
  • copy of a valid ID document (Passport for international students)
  • documentation for possible exemption from fees (see Part II of this Student Guide)
  • qualification obtained abroad (declaration of value)
  • copy of valid residence permit for non-EU students residing in Italy or Decree granting international protection status along with the residence permit application

Documentation may also be sent by registered post, by certified email to protocollo@pec.unistrapg.it, or submitted via an authorised representative.

Regulated by provisions of the Ministry of Universities and Research (MUR) published on the website www.studiare-in-italia.it/studentistranieri/

Students must access the UNIVERSITALY portal in the “International Students” section, select “Register now” and:

  • complete the “pre-enrolment application”
  • indicate only one Degree Programme from the active database within the pre-enrolment application

The following stages of pre-enrolment must be finalised at the relevant Italian Diplomatic or Consular offices in the country of last residence in order to obtain the appropriate Visa.

Enrolment is considered finalised after:

  • verification of the authenticity of the documents submitted and compliance with the required entry criteria
  • completion of entry examinations/interviews
  • payment of the University tuition fee

For non-EU students residing abroad, an online Italian language test at level B2 of the CEFR is compulsory. Exemptions may be granted to students who hold Italian language certifications corresponding to levels C1 or C2 of the Council of Europe, awarded within the CLIQ (Certificazione Lingua Italiana di Qualità) quality system, including in partnership with Italian Cultural Institutes abroad or other accredited bodies.

Through the University’s online service Esse3web.

Documents to be submitted to the Student Administration Office

  • documentation proving eligibility for possible tuition fee exemption (see part II of this Student Guide)
  • for non-EU students, a copy of a valid residence permit

For information on tuition fees (amounts due, deadlines, exemptions, etc.) please refer to part II of the Student Guide.

For the types of single courses offered, fees and payment procedures for enrolment can be found in the second part of the Programme Handbook.

Acceptance of applications is subject to possession of the required educational qualifications for admission to the University. It is not permitted to enrol in individual modules of integrated courses or take partial examinations. The distribution of teaching across the two semesters is available in the calendar published on this website.

Enrolment in individual courses must be completed online via the Esse3web platform. Students must then notify the Student Administration Office of their selected courses and submit to the Office:

  1. the completed form downloadable from the “Forms” section of this website
  2. a copy of a valid identity document
  3. for non-EU citizens, regardless of residence, a copy of a valid residence permit or the decree granting international protected status, together with the residence permit application

Students are required to pay the enrolment fee for the selected courses via the PagoPA system (see the second part of the Programme Handbook).

Enrolment in single courses for non-EU citizens residing abroad is governed by specific regulations of the Ministry of University and Research (MUR), available at: www.studiare-in-italia.it/studentistranieri/

It may be requested within the same degree programme, provided it is active, within the first year of enrolment in a Master’s Degree Programme and within the second year of enrolment in a Bachelor’s Degree Programme.

This may be requested only once and within the first year of enrolment by submitting the relevant form, available on the "forms" page, after payment of the applicable university fees (see the second part of the Academic Regulations) and in compliance with the rules governing the intended degree programme.

The following documents must be submitted:

  • application for transfer to another degree programme
  • request for recognition of examinations, if already passed in the previous programme, to be submitted by the student for approval by the relevant University bodies

Programme transfer is not permitted in the following cases:

  • students enrolled in a Master’s Degree Programme beyond the first year
  • students enrolled in a Bachelor’s Degree Programme beyond the second year
  • students who are not within the legal duration of their programme (“fuori corso”)

By 31 October 2026.

Students must be up to date with fee payments for the previous academic year and submit an application (using the form available on the “forms” page of this website).

For details on the procedure and fee required for transfers, please refer to the second part of the Academic Regulations.

Once the transfer application has been submitted, students may not take any exams. The conclusion of the administrative transfer process will be communicated in writing to the student concerned and, for information, to the destination University.

The student must contact the Student Administration Office of the destination University in advance to enquire about eligibility for the transfer.

Transferred students may not return to the Università per Stranieri before one year has passed since submitting the application, except in cases of particular severity, which will be assessed by the relevant University structures.

These are only possible during the period 1 August 2026 – 28 February 2027.

The student must first contact the Student Administration Office of their home university to request authorisation; the application will only be finalised following checks by the Degree Programme Student Administration Office of this University. Any application for exam recognition will be assessed by the relevant offices.

Interruption occurs when a student does not renew their enrolment for at least one academic year, while suspension is a formal request made by the student in cases of:

  • undertaking civil service during the same academic year
  • serious personal or family reasons, to be assessed by the relevant University offices

Suspension may only be granted once and for a period not exceeding the number of years remaining to complete the statutory duration of the degree programme. Suspension is not permitted in the case of:

  • enrolment on degree programmes that are being phased out
  • students beyond the normal duration of study (fuori corso students)
  • international students holding a residence permit for study purposes
  • periods shorter than one academic year

During periods of interruption or suspension, students are not permitted to undertake any academic activities. To resume studies, a specific application must be submitted (via the form available on the “forms” page of this website), which will be assessed by the Degree Programme Student Administration Office. Reinstatement requires payment of a fee (see the second part of the Academic Regulations).

It is not possible to reinstate study records for discontinued degree programmes except where the student has only the final examination outstanding (see Art. 5.3), or for discontinued programmes whose course modules are still available in the teaching offer of the University.

The student may withdraw from their studies at any time by submitting a Withdrawal from Studies request (using the form available on the "forms" page of this website).

No further academic procedures will be permitted and any fees already paid will not be refunded.

For degree programmes established before the university reform under Ministerial Decree 509/1999, students who, although formally enrolled as repeating students, have not passed any exams for eight consecutive years, lose their status as university students.

For degree programmes established under Ministerial Decrees 509/1999 and 270/2004, students lose their university student status if they have not passed any exam within a period equal to twice the official duration of the degree programme.

Students also lose their student status if university tuition fees are not paid for more than three consecutive academic years. This provision does not apply to students who have passed all the exams required by their degree programme and only need to take the final degree examination.

In the year in which the thesis is discussed, students must have paid their registration fee; if previous years' fees are outstanding, the required reinstatement fee must also be paid.

Thesis Regulations

By the set deadlines (no extensions will be granted) specified for each thesis session, students must submit their thesis defence request online via Esse3Web. Information regarding the relevant fee is available in the second part of the Academic Regulations.

At the time of submitting the thesis application, students must have paid all required tuition fees and charges.

The thesis defence request will be provisionally accepted by the Student Administration Office, which will verify compliance with the required criteria.

Prior to the graduation session, all credits (CFU) required by the student’s Degree Programme plan must have been completed.

Each student must regularly check the number of credits (CFU) they have earned. If, after verification by the Degree Programme Office, there are outstanding credits, the student will not be allowed to defend their thesis.

If the thesis defence is postponed to a session in a subsequent academic year, students must submit a new thesis defence request and pay an additional fee (see the second part of the Academic Regulations).

Any changes decided by the University bodies will be published on this website.

The final degree certificate in paper format (parchment) will be issued after the thesis defence date.

In the event of loss, destruction, or theft of the original diploma, a duplicate may be issued to the holder upon request, provided that a self-declaration attesting to the loss/destruction/theft/deterioration of the parchment is submitted and the relevant fee is paid (see the second part of the Study Guide).

The new document will state that it is a duplicate of the original diploma. If the replacement is due to deterioration of the original certificate, the latter must be returned to the Student Administration Office.

The following opportunities are offered to students who are not included in specific agreements entered into by the University with other institutions and who carry out documented employment activities in Italy:

  • placement in the working student category from the time of enrolment or subsequently during the university career
  • assessment of any previous university studies, with recognition of examinations already passed
  • recognition of prior documented professional training or work experience carried out at public or private institutions, provided it aligns with the content and learning objectives of the relevant Degree Programme. Applications must be submitted to the University’s Student Guidance Service. Recognition of this experience will result in the award of the ECTS credits relating to internships/traineeships
  • the same number of exam sessions and dates as those scheduled for on-campus, non-working, full-time students, with the possibility to take the exam at the beginning of the session to reduce waiting times, subject to agreement with the relevant lecturer

Working students may indicate their wish to be included in this category at enrolment and at registration renewal by submitting a document attesting their status, which will be assessed by the Student Administration Office.

The same rules and procedures set forth in the Student Guide for full-time students apply, including the possibility of partial fee waivers based on income according to the ISEEU (see the second part of the Student Guide).

Working students are granted a reduction of €100 on the final instalment (see the second part of the Student Guide).

Pursuant to Article 40 of Presidential Decree 445/2000, as amended by Article 15 of Law No. 183 of 12 November 2011, since 1 January 2012, public administrations and public service providers can no longer request nor accept certificates issued by other public offices from private individuals.

Information regarding personal status, personal qualities, and factual circumstances must be provided by means of a statutory declaration (Art. 46, Presidential Decree 445/2000) or a declaration in lieu of affidavit (Art. 47, Presidential Decree 445/2000).

Non-acceptance of such declarations by public administrations or public service providers constituted a breach of official duties.

Each student, by accessing Esse3web, can download a self-certification of the exams taken.

Certificates

Certificates remain valid and may be used in dealings with private parties and/or for use abroad.

According to current legislation, issued certificates are subject to a €16.00 stamp duty. Certificates on plain paper may only be issued in cases explicitly provided for by law (Presidential Decree 642 of 26/10/1972 and subsequent provisions); in these cases, students must make a specific request stating the intended use of the certificate.

Certificate requests must be made directly by the applicant. If the applicant is unavailable or unable to collect the certificate in person, a third party may be authorised to collect it from the Student Administration Office for Degree Programmes by presenting a simple written proxy and a valid ID document.

The certificate may also be sent to the address indicated in writing by the applicant.
The University accepts no responsibility for any postal delivery issues.

The Diploma Supplement (DS) is an addendum to the official qualification awarded, developed by the European Commission, the Council of Europe, and UNESCO/CEPES, to provide transparent and internationally comparable information on qualifications (diplomas, degrees, certificates, etc.), thereby enabling fair academic and professional recognition.

The Diploma Supplement, issued in both Italian and English free of charge to students, is available only to graduates of Bachelor’s and Specialist Degree Programmes pursuant to Ministerial Decree 509/1999 and Bachelor’s and Master’s Degree Programmes pursuant to Ministerial Decree 270/2004.

According to Article 2 of Law 148/2002, the authority for recognising cycles and periods of study undertaken abroad, as well as foreign qualifications, for the purposes of access to higher education, continuation of university studies, and award of Italian university degrees, is vested in the Universities and University-level Institutes. These institutions exercise this authority within their own autonomy and in accordance with their own regulations, subject to any relevant bilateral agreements.

The award of double degrees is provided for on the basis of specific agreements with international partner universities.

Class L-20 (Communication Sciences)
Esse3 Code: LT01R

The Degree Programme, established pursuant to Ministerial Decree 270/2004, has a duration of three years and is structured into two curricula: International (ComIP-I) and Advertising (ComIP-P).

Admission (DM 270/04, art. 6, paragraph 1)

Students must:

  • hold an upper secondary school leaving certificate or another qualification obtained abroad and recognised as suitable for university admission
  • possess adequate initial preparation. Verification of this requirement will take place, at the student’s choice, either in person through a non-selective interview assessing individual preparation, or by taking the CISIA TOLC-SU test

Students meeting the first requirement may complete enrolment in the Degree Programme before individual preparation is verified.

Non-EU international students resident abroad requiring a visa must demonstrate a command of Italian at B2/CEFR level or above. The University will verify this level using procedures and methods it establishes.

Students found to have insufficient Italian language proficiency will be required to take part in language tutoring services.

Assessment of individual preparation

Assessment of individual preparation is compulsory for all students, both Italian and international.

Where, when and how the assessment takes place
  • In person
    University Campus - Parco Santa Margherita - Viale Carlo Manuali - Perugia
    23 September 2026 - 15 December 2026 - 26 February 2027, 10:00 am
    Interview on general knowledge topics and test on comprehension skills related to the humanities and social sciences, including in English.
    To provide useful information for allocating students to language classes, a placement test in English may also be required.
  • Online
    The TOLC-SU test can be taken in the @CASA mode, i.e., from the student’s home or from a University, on the date and at the time chosen when registering.
    The test consists of four sections: reading comprehension, acquired knowledge and skills, logical reasoning, and English.
Assessment results
  • In person
    Results are provided to the student at the end of the interview.
  • Online
    The score obtained in the TOLC-SU test will be displayed on-screen immediately after completion. Official validation of results will be available in the reserved CISIA test area 48 hours after the test (from 7:00 pm), in the “Test Results” section.
    The minimum passing score is 18 out of 30 for the first section (“Reading Comprehension”) and a total of 10 out of 20 for the second and third sections (“Acquired Knowledge and Skills” and “Logical Reasoning”).
    The result of the English language section is used solely for assignment to language classes.
Remedial procedures

If the assessment reveals gaps in preparation that may hinder successful progress in the Degree Programme, the Academic Tutor will indicate appropriate supplementary learning activities.

The remedial requirement is considered fulfilled if the student, by the end of the first academic year, obtains at least 24 ECTS credits by passing:

  • the exams in Contemporary History and Professional English
  • one exam of choice among the first-year course units

Students who have not fulfilled the remedial requirement by the September exam session will not be permitted to take second-year exams.

Enrolment

Enrolment must be carried out online, according to the procedures set out in the Academic Regulations. The enrolment form, which can be printed at the end of the online enrolment process, must be submitted to the University Student Administration Office for Degree Programmes together with the documents specified in the Academic Regulations, by 31 October 2026.

Enrolment will be finalised only after the University Student Administration Office for Degree Programmes has received the required documentation and verified compliance.

Programme Structure

The Degree Programme in International and Advertising Communication provides for educational activities totalling 180 ECTS credits (European Credit Transfer and Accumulation System), as indicated in the programme structure.

L-10 Class (Literature)
Esse3 Code: LT02R

The degree programme, established pursuant to Ministerial Decree 270/2004, lasts three years and is structured into two tracks: Digital and Cultural.

Admission

(DM 270/04, art. 6, paragraph 1)

Applicants must:

  • hold an upper secondary school diploma or another qualification obtained abroad and recognised as suitable for admission to university-level studies
  • possess an adequate initial academic background
    This requirement can be fulfilled, at the student's choice, either in person through a non-selective interview assessing individual preparation or remotely via the CISIA TOLC-SU test.

Students who meet the first requirement may complete their enrolment in the degree programme prior to the assessment of their individual preparation.

International non-EU students residing abroad who require a visa must demonstrate Italian language proficiency at B2/CEFR level or higher.

The level will be assessed directly by the University according to methods and procedures established by the University itself.

Students found to have gaps in Italian language proficiency will be required to take part in mandatory language tutoring services.

Assessment of Individual Preparation

The assessment of individual preparation is compulsory for all students, both Italian and international.

Where, When and How the Assessment Takes Place
  • In person
    University Campus – Parco Santa Margherita – Viale Carlo Manuali – Perugia
    23 September 2026 – 15 December 2026 – 26 February 2027, 10:00 am
    Interview on general knowledge topics and assessment of text comprehension related to humanities and social sciences, also in English.
    For the purpose of assigning students to English language classes, a placement test in English may be required.
  • Online
    The TOLC-SU test can be taken in @HOME mode, i.e. from your own residence or at a University, on a date and time of the student's choosing during registration.
    The test consists of four parts: reading comprehension, knowledge and skills acquired during studies, logical reasoning, English.
Assessment Results
  • In person
    Results are communicated to the student at the end of the interview.
  • Online
    The score obtained in the TOLC-SU test is immediately displayed on the screen at the end of the test. Results are officially validated and made available in the restricted CISIA test area 48 hours after the test (from 7:00 pm) in the "Test Results" section.
    The minimum passing score is 18/30 in the first section ("Reading Comprehension") and a total of 10/20 in the second and third sections ("Knowledge and skills acquired during studies" and "Logical reasoning").
    The English language section is used solely for placement in language classes.
Remedial Requirements

If significant gaps are identified during the assessment that may hinder successful progress in the degree programme, the academic tutor will recommend appropriate supplementary learning activities.

The remedial requirement is considered fulfilled if the student, by the end of the first year of study, completes at least 24 ECTS credits by passing:

  • the Contemporary History and Professional English exams
  • an elective exam chosen from among the first-year courses

Students who have not met the remedial requirement by the September exam session will not be permitted to sit second-year exams.

Enrolment

Enrolment must be completed online, following the instructions specified in the Study Guide. The enrolment form, which can be printed at the end of the online enrolment process, must be submitted to the University’s Servizio Segreteria corsi di laurea, together with the documents specified in the Study Guide, by 31 October 2026.

Enrolment will be finalised only after the Servizio Segreteria corsi di laurea has received all required documentation and confirmed regularity.

Programme Structure

The Degree Programme in Italian Language and Culture in the Digital World includes the following learning activities, for a total of 180 ECTS credits: programme structure.

  • possess adequate entry-level preparation. This requirement will be verified, at the applicant’s choice, either in person through a non-selective interview to assess personal preparation or remotely by completing the CISIA TOLC-SU test.

Candidates who meet the first requirement may complete their enrolment in the Degree Programme prior to verification of individual preparation.

Non-EU international students residing abroad and requiring a visa must demonstrate a knowledge of Italian at level B2 CEFR or higher.

The University will directly verify the required level following procedures and techniques it has established. Students who demonstrate gaps in their Italian language skills will be required to access language tutoring services.

    Results are communicated to the student immediately after the interview.
  • Remotely
    The score obtained in the TOLC-SU test will be displayed on the screen immediately at the end of the test. Official validation of results will be available in the CISIA test reserved area 48 hours after the test (after 7:00 p.m.), in the “Test Results” section.
    The minimum passing score for the test is 18/30 in the first section (“Reading Comprehension”) and a total of 10/20 in the second and third sections (“Knowledge and Skills Acquired in Previous Studies” and “Logical Reasoning”).
    The English section is considered for placement in language classes only.
Remedial procedures

If the assessment reveals learning gaps likely to hinder successful attendance in the Degree Programme, the academic tutor will indicate appropriate supplementary learning activities.

The remedial requirement is fulfilled if the student, by the end of the first academic year, obtains at least 24 credits by passing:

  • the exams in Contemporary History and Professional English
  • one exam chosen from among the first-year course units

Students who have not fulfilled their remedial obligations by the September examination session will not be permitted to sit second-year exams.

The enrolment form, which can be printed at the end of the online procedure, must be submitted to the University Degree Programme Student Administration Office, together with the documents listed in the Course Catalogue, by 31 October 2026.

The interview will cover the following areas:

  • Semiotic, linguistic and IT disciplines: advanced competence in spoken and written Italian, knowledge of the range of contemporary Italian, basic knowledge of semiotics, skills in using the main office automation packages (MS Office, Open Office, iWork) and ability to conduct bibliographic research on the Internet
  • Social and media studies: basic knowledge of general sociology and the sociology of cultural and communication processes
  • Methodologies, analysis, and communication techniques: basic knowledge in performing arts and theatre studies, photography, drawing, and new media
  • Human and social sciences, economics: basic knowledge of political economy, economic policy, and business management.

To inform the formation of conversation classes, the student will also be required to take an English and a Spanish language placement test.

  1. Assessment of Individual Preparation

Bachelor’s students intending to enrol in a master’s degree programme at the Università per Stranieri may attend the assessment interview prior to graduation if:

Candidates must present themselves, with valid identification, at the times and locations stated (see “Where the assessment takes place”) for the entry examination. In the presence of a designated Committee, students will be required to participate in a non-selective interview to ascertain basic knowledge and competences in the following areas:
- linguistics and language education;
- philological and literary studies;
- history, geography, arts, and the humanities.
For the purpose of forming language groups, students will also be required to complete a placement test in English and Spanish.

Study Plan

The Master's Degree Programme in Italian for Teaching to Foreigners includes the following learning activities, for a total of 120 ECTS credits (European Credit Transfer and Accumulation System): study plan.

Part 2 – Student fees for enrolment and registration in Degree Programmes/Master’s Degree Programmes

The amounts to be paid for enrolment in the University’s bachelor’s and master’s degree programmes are as follows:

  • stamp duty (if applicable)
  • regional tax for the right to university education (art. 3, c. 20,21,22,23 L. 28/12/1995 no. 549)
  • Annual All-Inclusive Contribution (COA)

The regional tax for the right to education and the stamp duty, where applicable, must be paid as fixed amounts together with the first instalment of registration/enrolment. The first instalment is non-refundable as it constitutes the student’s express intention to enrol.

Students enrolled in Degree Programmes and Master's Degree Programmes contribute to covering the costs of educational, scientific and administrative services through an annual CO to be paid to the University.

The COA includes the following fees:

  • insurance
  • educational, scientific and administrative service fees

The COA does not include fees for:

  • programme transfer
  • outgoing transfer
  • thesis submission, issue and delivery of diploma
  • deferral of thesis to subsequent years
  • recognition or reinstatement of student record
  • late payment charges
  • duplicate diploma

To be placed in a fee band determined according to the “ISEE University” (ISEEU) indicator, students renewing their enrolment must normally enter, for each academic year and typically from 1 August to 31 October, the protocol number of their “ISEE University” or alternatively the protocol number of the Single Substitute Declaration in their personal University web area.

Newly enrolled students can complete this procedure when filling out their application for admission.

Once the relevant authorisation has been provided by the student, the University will automatically retrieve the current ISEEU from the INPS information system based on the latest declaration submitted.

No ISEEU submissions will be accepted after 28 February under any circumstances, and the student will automatically be assigned to the highest contribution band, except in the case of late enrolment, for which it is permitted to submit a valid ISEEU certificate simultaneously with the renewal of enrolment.

Upon request, during initial enrolment or renewal of registration and subject to verification by the University of the relevant documentation provided, full exemptions are granted to:

  1. international students holding scholarships awarded by the Italian Ministry of Foreign Affairs within development cooperation programmes and intergovernmental cultural and scientific agreements (MAECI scholarship recipients)
  2. students with a certified disability equal to or greater than 66%
  3. students holding certification pursuant to Law 104/92, regardless of financial or academic merit conditions
  4. parents, for the year of birth of each child born in the calendar year of enrolment/registration (Parents)
  5. students eligible for A.Di.S.U. scholarships (Agenzia per il Diritto allo Studio Universitario dell’Umbria - ADISU eligible/grant holders)
  6. first-time enrolments in a bachelor's degree programme who obtained an Italian upper secondary school diploma with the highest possible grade (exemption for the first year only, excluding the regional fee and stamp duty, exclusively for first-time entries in the national university information system database)
  7. children of INPS disability pension recipients (children of holders of INPS disability pension) pursuant to Art. 30 of Law 118/1971

The tuition waivers or partial reductions of the COA outlined in this article cannot be combined with each other, nor with full waivers as specified in Article 4, or partial waivers as set out in Articles 6 and 7 of this Regulations.

Enrolment under agreement

University staff or waivers for University staff

For Technical and Administrative Staff and library staff (employees and their children) of the Università per Stranieri di Perugia, as per DR 205 of 18/07/2011, the enrolment fee for the academic year 2025-2026 is set at €400.00 (university fee €260.00 and regional tax €140.00) plus a virtual stamp duty of €16.00, applicable only upon enrolment, to be paid as indicated in Table D.

Eligibility criteria for staff to access this benefit:

  • Permanent employee of the Università per Stranieri di Perugia
  • Not holding a degree at the same or a higher level than the one in which the beneficiary intends to enrol
  • Not receiving scholarships and/or financial contributions from any provider

Eligibility criteria for children of staff to access this benefit:

  • Child of a permanent employee of the Università per Stranieri di Perugia
  • Not holding a degree at the same or a higher level than the one in which the beneficiary intends to enrol
  • Not receiving scholarships and/or financial contributions from any provider
  • Not a child of an employee who has submitted, in the same academic year, an application for a tuition waiver for their own enrolment in a Degree Programme/master's degree programme

If, by the deadline for payment of the first instalment, the number of enrolment requests exceeds 15% (20% in the case of children) of the Technical and Administrative Staff and library staff in service as of 31 December 2024, the University reserves the right to draw up a ranking list on the basis of the employee's ISEEU (Equivalent Economic Situation Indicator for University), giving priority to lower ISEEU values; in the case of equal ISEEU, preference will be given to the employee with the longest length of service.

Enrolment for thesis only for graduating students who, having passed all required exams, need only to complete the final degree examination

In the case of recognition of studies for thesis discussion purposes, the fee payable for the academic year 2026-2027 is as follows:

  • up to 2 years to be recognised: €400.00 per year
  • 3 years or more to be recognised: €1,200.00

In both cases, payment must be made in a single instalment within the academic year in which the request for recognition is made, together with payment of the first instalment fee for the new academic year (see Tables E and F), the amounts relating to the second, third, fourth and fifth instalments as per the same Tables E and F, and the fee relating to the thesis application and issuance of the diploma.

In the case of re-enrolment without the need for recognition, the fee payable is as follows:

  • for all Degree Programmes/master’s degree programmes (excluding the TRIN master’s degree): €506.00 (university fee €366.00 and regional tax €140.00), to be paid as specified in Table E.

For all Degree Programmes, the following are excluded from partial exemption for income or financial situation:

  • the amounts referred to in Art. 2 of this document
  • students who benefit from full exemptions pursuant to Art. 4 of this document
  • students who benefit from partial exemptions pursuant to Art. 5 of this document
  • students who do not authorise the University to acquire their ISEEU directly from INPS

COA exemptions or partial reductions outlined in this article from point a) to d) are not cumulative with one another or with other total or partial exemptions mentioned in this document.

Any exemption cases not included in this article, or any changes thereto, will be evaluated and defined by the University.

  1. Students with a sibling or parent already enrolled in the University Degree Programmes (CDL/LM)
    This exemption applies only for the first year of enrolment of the last family member to enrol, and is applicable to both family members. Eligible applicants must be registered as part of the same household. A 20% discount is applied to the COA amount due according to the relevant fee bracket.
  2. Working students or non-contracted workers
    Students not covered by agreements and who can provide documentation of employment in Italy are eligible for a partial exemption of €100.00 on the fifth instalment. If the fifth instalment is less than this amount, only the available amount will be deducted and no reimbursement of any difference will be provided.
  3. Meritorious students enrolled for more than one year
    For students enrolled in years following the first, merit is assessed according to the following criteria: the average grade achieved and the number of credits earned from enrolment up to 31 October 2026.
    Eligibility excludes: proficiency tests, exams not graded out of thirty, and validated or exempted exams.

Merit Assessment

This reduction applies to students who, with an average grade of at least 27/30, have completed all statutory course credits (CFU) required by their degree plan from enrolment up to 31 October 2026.

Additional Cases

The merit-based partial exemption does not apply to:

  • students transferring from another university or those who change degree programme or track/curriculum
  • students exceeding the standard programme duration
  • students seeking to reconcile interrupted academic careers
  • The merit-based partial exemption amounts to €100.00 on the final tuition instalment.
    If the fifth instalment is less than this amount, only the available amount will be deducted and no reimbursement of any difference will be provided.
  1. Partial exemption for transition from Bachelor’s to Master’s Degree
    For students who complete their Bachelor’s Degree with a grade of at least 110/110, a 20% reduction is granted for the first year of enrolment only in the Master’s Degree Programme, based on the relevant fee bracket.

TYPES OF PARTIAL EXEMPTIONS  –  Documentation

  1. Students with a sibling or parent already enrolled in the University Degree Programmes (CDL/LM)
    Self-declaration specifying the names of eligible family members, degree programme and year of enrolment
  2. Working students or non-contracted workers
    Document certifying status as a working student
  3. Merit – meritorious students enrolled for more than one year
    Automated evaluation carried out by the University
  4. Partial exemption for transition from Bachelor’s to Master’s Degree
    Self-declaration indicating the University where the Bachelor’s Degree was obtained, type of degree and final grade achieved

  1. International students and Italian nationals residing abroad may be granted partial exemptions from the all-inclusive contribution (COA) provided that a valid and documented ISEEU for reference is available from INPS. If the student does not authorise the University to directly obtain the ISEEU from INPS or if the ISEEU is not available from INPS, the following provisions will apply to this category of students:
    If it is not possible to determine the contribution bracket and the related amount due, the University may, in particular and exceptional cases, use the ISEEU calculation simulation, which can be verified through a link with the INPS website, www.inps.it, or similar simulation systems provided by other reputable Associations or Bodies. For this purpose, the student must submit the documentation specified below, which will be considered valid for a number of years equivalent to the legal duration of the degree programme.

    Documentation
    The documentation required to obtain partial exemptions from the COA must be issued by the competent authorities of the country where the income was generated, translated into Italian, and legalised. This documentation must be submitted to the Student Administration Office by 26 February 2027.

    If the student arrives in Italy with documents only in the original language, not translated or legalised by the Italian diplomatic authority in their country of origin, they must:
  • have the income documents certified and translated at their Embassy or Consulate General in Italy
  • have the documents legalised at a Prefecture

    For those countries where it is particularly difficult to obtain such documentation, it may be requested from the foreign diplomatic representations in Italy and legalised by the competent Italian Prefecture.
    In the case of students from countries without Italian diplomatic representations and who experience difficulties in obtaining documentation, any valid documentation already in the student’s possession will be accepted, if compliant with current regulation, or documentation issued by UN International Agencies or recognised NGOs.

    Specifically, documentation must be provided confirming:
  • the composition of the student’s family unit
  • income earned abroad by all members of the family unit
  • the size, in square metres, and property value of any residential real estate owned abroad by family members. Should the family be residing in rental accommodation, the annual rent specified in the contract must be documented
  • the value of moveable assets (deposits, current accounts) held by the student’s family unit.
  1. In accordance with Art. 13 of the DPCM dated 9/04/2001, for foreign students from countries classified as particularly poor, including those with a low human development index, as indicated annually by the MUR in cooperation with MAECI, the assessment of economic status shall be based on a certificate issued by the Italian representation in the student’s country of origin confirming that the student does not belong to a high-income or socially privileged family. The certificate may also be issued by Italian bodies authorised to guarantee financial coverage, or, in exceptional cases, by the student’s home country’s diplomatic representations in Italy. Such students are automatically assigned to the lowest contribution bracket but are, in any case, required to pay the Regional Tax, Stamp Duty and be subject to merit-based adjustments of the COA.

    For the 2026-2027 academic year, pursuant to Ministerial Decree n. 166 of 3 March 2025, the following countries are considered particularly poor and developing:
    Afghanistan, Angola, Bangladesh, Benin, Burkina Faso, Burundi, Cambodia, Central African Republic, Chad, Comoros, Democratic People’s Republic of Korea, Democratic Republic of the Congo, Djibouti, Eritrea, Ethiopia, Gambia, Guinea, Guinea-Bissau, Haiti, Kiribati, Lao People’s Democratic Republic, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Myanmar, Nepal, Niger, Rwanda, Senegal, Sierra Leone, Solomon Islands, Somalia, South Sudan, Sudan, Syrian Arab Republic, Tanzania, Timor-Leste, Togo, Tuvalu, Uganda, Yemen, Zambia.

     

    For foreign students from countries not included in the above list, the criteria outlined in the previous paragraph shall apply.

  2. Students recognised as political refugees in Italy must attach certification issued by the Italian Ministry of the Interior. Stateless students must attach a copy of the official documentation issued by the competent Italian Civil Court. Such students are automatically assigned to the lowest contribution bracket but are, in any case, required to pay the Regional Tax, Stamp Duty and be subject to merit-based adjustments of the COA.

The total fee payable for enrolment/registration in the University Degree Programmes must be paid in five instalments with the following deadlines within the academic year:

  • First instalment deadline: 31 October 2026
  • Second instalment deadline: 30 November 2026
  • Third instalment deadline: 30 January 2027
  • Fourth instalment deadline: 30 April 2027
  • Fifth instalment deadline: 31 May 2027

Failure to meet these deadlines shall incur, for each instalment, the following late payment charges:

  • €30.00 for payments made within 30 days after the original deadline
  • €80.00 for payments made more than 31 days after the original deadline

The late payment charge will be generated by the procedure in Esse3 after payment of the overdue fee and must be settled to the University through the PagoPA system.

No late payment charges apply for registration to individual courses or single modules.

The University for Foreigners of Perugia offers the opportunity to enrol in individual courses delivered within the Degree Programmes and Master's Degree Programmes organised by the University.
Participation in single courses, subject to possession of the qualifications required for University admission, is organised as follows:

  1. Single courses for professional development and curriculum integration
    Enrolment is available to students and individuals wishing to attend individual courses to supplement their professional or academic skills. For the 2026-2027 academic year, the fee is set at €250.00. For enrolment in multiple courses, this amount must be multiplied by the number of selected courses. Examinations, up to a maximum of 6, must be taken by the February 2028 session.
  2. Single courses for obtaining ECTS credits required for admission to a Master's Degree Programme at the University for Foreigners of Perugia
    For the 2026-2027 academic year, the fee is as follows:
  • €250.00 payable in a single instalment for enrolment in up to 3 courses, regardless of the number of ECTS credits awarded for each course
  • €500.00 payable in a single instalment for enrolment in a minimum of 4 and up to a maximum of 6 courses, regardless of the number of ECTS credits awarded for each course
  1. Single courses for MAECI scholarship holders
    Enrolment is available to students awarded Ministry of Foreign Affairs (Italy) scholarships.
    For the 2026-2027 academic year, the fee is as follows:
  • €250.00 payable in a single instalment for enrolment in up to 3 courses, regardless of the number of ECTS credits awarded for each course
  • €500.00 payable in a single instalment for enrolment in a minimum of 4 and up to a maximum of 6 courses, regardless of the number of ECTS credits awarded for each course.
  1. Single courses for University staff
    Enrolment is available to technical and administrative staff, library staff (employees, their spouses and children) as referred to in Article 5 of this document.
    For the 2026-2027 academic year, the fee is €50.00 per individual course, regardless of the reason for enrolment. Examinations must be taken by the February 2028 session.
     
  2. Examinations taken abroad by students resident outside Italy, with University lecturers as part of agreements between the University and foreign institutions 
    For the 2026-2027 academic year, students are exempt from paying any fees. Examinations must be taken by the February 2028 session.
  3. Examinations taken in Italy by students resident in Italy, with University lecturers as part of agreements between the University and Italian educational institutions
    For the 2026-2027 academic year, students are exempt from paying any fees. Examinations must be taken by the February 2028 session.
  4. Single courses for asylum seekers and/or political refugees
    These students may enrol in up to 6 individual courses offered by the University, to be completed by the final available ordinary examination session for the academic year. The individual courses completed in this way may be recognised for future academic progress within University study programmes. Enrolment requires knowledge of Italian at B2/CEFR level. For the 2026-2027 academic year, students are exempt from paying any fees.

  1. All university contribution amounts indicated in this document must be paid exclusively via the PagoPA system.
  2. The Università per Stranieri di Perugia reserves the right to make adjustments to the amount and calculation methods of the regional tax for the right to university study, should specific regulations be issued by the Umbria Region in accordance with Art. 18, c.8, of Legislative Decree 29/03/2012 No. 68.
  3. Students who intend to graduate by the final graduation session of the 2025/2026 academic year (April 2027) are not required to pay fees for the 2026-2027 academic year. Should a student fail to graduate by April 2027, they must renew enrolment for the 2026-2027 academic year, paying the relevant fees and late payment penalties. Thesis defence will then only be possible starting from the July 2027 session.
  4. Withdrawal from studies exempts students from payment of outstanding fees but does not entitle them to reimbursement of amounts already paid, even if withdrawal occurs before the end of the academic year.
  5. Regarding the reimbursement of undue amounts, please note the following:
    1. Fees paid for enrolment and registration for subsequent years are non-refundable as they represent expressed intent by the student to continue their chosen degree programme.
    2. For students who enrol conditionally in a Master’s Degree Programme for the 2026-2027 academic year, pending award of a first-cycle degree by the February 2027 thesis session, should they fail to graduate by said session, the amount paid may be used towards renewal of enrolment or subsequent registration.
    3. Amounts paid in excess or not due by students, upon explicit request by the interested parties, may be considered as advance payment towards amounts due for the following academic year.
    4. For possible reimbursement of the regional tax for the right to university study, eligible students must contact A.Di.S.U. (Regional Agency for the Right to University Study for Umbria).
  6. The University reserves the right to use all available instruments to recover debts owed by students.
  7. The data requested will be processed for the University’s institutional purposes as described in the Privacy and Personal Data Protection Policy and, if the student agrees, for purposes related to possible employment opportunities.
  8. The amounts to be paid by enrolled students, as indicated in the previous articles, are exclusive of any bank charges, which are borne by students.
  9. The University reserves the right to amend this document and the amounts contained herein to reflect decisions by University bodies and changes in current regulations. Any cases not covered by this document, as well as amendments thereto, will be assessed and defined by the University.
