Organisation of offices

The University’s administration as a whole is managed by the Director General, who is responsible for the overall management and organisation of the technical and administrative staff.

In this role, the Director General is supported by a Second Level Executive, who serves as Deputy Director General and has operational delegated authority over specific areas within Central Administration identified in the executive appointment document. The Deputy Director General also acts on behalf of the Director General in all cases of absence or impediment.

The administrative structures of the Università per Stranieri di Perugia are organised within Central Administration and in the University’s Departments and autonomous Centres. In detail:

  • Central Administration is headed by the Director General;
  • Departments and autonomous Centres are directed by their respective Heads, with the administrative structures supporting academic, research, and organisational activities functionally reporting to them.

Within Central Administration, the administrative organisation is structured into Areas, Services, and Mission Units. Specifically:

  • Areas represent the most complex structures, with the highest levels of responsibility and operational autonomy. In accordance with the roles contractually assigned to technical and administrative staff, Areas are generally managed by staff within the Senior Professional Area (EP) and serve as the primary level of responsibility reporting to the Director General, who holds executive-level responsibilities. Heads of Area bear professional responsibility within their domains and managerial responsibility for the resources allocated to them. These roles require coordination, interpersonal, monitoring, and problem-solving skills.
  • Services may operate directly under the Director General or form part of an Area. The complexity, responsibility, and autonomy may vary according to the type of activities performed, which may require either officials from the Functional Area or staff from the Senior Professional Area (EP). Services reporting directly to the Director General fall under their functional and hierarchical supervision, with the exception of the Rector’s Secretariat Service, which is functionally accountable to the Rector and hierarchically to the Director General. Services within Areas report directly to the Head of Area. Heads of Service are assigned both professional and managerial responsibilities in relation to the resources allocated to them.

    Services are divided into two categories:

    • services with a predominantly professional nature, requiring particular administrative and technical specialisations, not necessarily involving human resource management;
    • services of a primarily managerial nature, involving the coordination of a range of resources, including human resources.
  • Mission Units (hereafter M.U.) are structures that may be managed by staff from either the Functional Area or the Senior Professional Area (EP). They are set up to oversee specific projects of significant importance to the University, with the clearly defined task of ensuring the accurate and timely completion of project objectives. Mission Units are established for a fixed period by a formal organisational act and are deactivated as soon as the project activities are completed. The functional and hierarchical supervisor for the M.U. is the Director General.

The administrative offices of the Departments and Centres are responsible for providing managerial support to academic, research, and organisational activities within their respective Departments and Centres. Responsibility for administrative offices is assigned to staff from the Functional Area or the Senior Professional Area (EP), who exercise their roles within the scope defined by their respective areas. Administrative officers report functionally to the Head of Department or Centre and hierarchically to the Director General.

In addition to the aforementioned structures, it is possible to:

  • assign to staff in the Collaborator Area and Operator Area tasks that, while falling within their respective areas of competence, involve specific responsibilities warranting a specialised responsibility allowance. This is assessed on the basis of the complexity of the assigned duties, the level of specialisation required, and the innovative characteristics of the professional expertise involved, pursuant to Article 117 of the CCNL 18/01/2024;
  • initiate and implement University projects involving, on a cross-functional basis, multiple units of staff from different structures based on their expertise. Responsibility for these projects is assigned by the Director General to technical and administrative staff from various areas, provided they possess the necessary skills for project implementation.
