Organisation of Offices

The University administration is overseen as a whole by the Director General, who is responsible for the overall management and organisation of the Technical and Administrative Staff.

In this role, the Director General is supported by a Second-Level Executive, who acts as Deputy Director General and is delegated operational responsibility for certain areas of Central Administration, as identified in the executive appointment act; moreover, this executive substitutes for the Director General in all cases of absence or impediment.

The administrative structures of the Università per Stranieri di Perugia are organised within the Central Administration and at the Departments and independent Centres of the University.

Specifically:

  • The Central Administration is headed by the Director General;
  • The Departments and independent Centres are led by the Department or Centre Director, under whom the administrative structures supporting educational, research, and organisational activities fall functionally.

Within the Central Administration, the administrative organisation is structured into Areas, Services and Mission Units. Specifically:

  • Areas are the structures with the highest degree of complexity, responsibility, and managerial autonomy. In accordance with the responsibilities contractually assigned to the Technical and Administrative Staff, Areas are generally managed by staff from the Elevated Professional category (EP) and represent the primary level of responsibility in relation to the General Directorate, which centrally holds executive-level responsibilities. Area Heads have professional responsibility within their area of competence and managerial responsibility for the resources assigned to them. These roles require coordination, interpersonal, supervisory and problem-solving skills.
  • Services may support the Director General directly or form subdivisions within Areas. Their level of complexity, responsibility and autonomy varies according to the type of activity, and may require functions to be performed by staff from either the Officer category or the EP category. The functional and hierarchical reference for Services directly supporting the Director General is the Director General, except for the Rector’s Office Service, which functionally reports to the Rector and hierarchically to the Director General. For Services within Areas, the direct hierarchical reference is the respective Area Head. Service Managers are assigned both professional and managerial responsibilities for the resources entrusted to them.

    Services are divided into two categories:

  • Services primarily of a professional nature, requiring specific administrative and technical expertise and not necessarily involving coordination of human resources;
  • Services mainly of a managerial nature, involving the coordination of a variety of resources, including human resources.
  • Mission Units (hereafter M.U.) are structures whose responsibility may be assigned to staff from the Officer or EP categories. They are dedicated to managing specific projects of significant importance for the University and are tasked with ensuring the proper and timely achievement of project objectives. These are temporary units established by a special organisational act and are disbanded upon completion of the project activities. The functional and hierarchical reference for Mission Units is the Director General.

The administrative offices of the Departments and Centres provide management support for the educational, research, and organisational activities carried out in the Departments and Centres. Responsibility for the administrative offices is assigned to staff from the Officer or EP categories, who operate within the boundaries of their respective areas. Administrative officers report functionally to the Department or Centre Director and hierarchically to the Director General.

In addition to the above-mentioned structures, it is possible to:

  • assign staff from the Collaborators and Operators categories with duties that, while within the scope of their designated area, entail the assumption of specific responsibilities, for which a specific responsibility allowance is recognised according to the complexity of the assigned tasks, the expertise required to carry them out, and the innovative features of the required professional capabilities, pursuant to Article 117 of the National Collective Labour Agreement of 18.01.2024;
  • initiate and implement University-wide projects that involve various staff members from different units, selected based on their skills. Project responsibility is assigned by the Director General to Technical and Administrative Staff from different areas who possess the necessary competences to achieve the objectives of the respective projects.
