In Italy, healthcare for foreign citizens is governed by international agreements.
International students are guaranteed healthcare coverage in two different ways, depending on whether or not they belong to the European Union (EU).
To benefit from healthcare in Italy, students must request the EHIC (European Health Insurance Card) or a Provisional Replacement Certificate from the competent health authority of their own country before departure.
The EHIC or the Provisional Replacement Certificate allows access to urgent and medically necessary treatment during the period of stay in our country.
With this documentation, one has direct access to all structures of the National Health Service (general practitioners, emergency rooms, hospital admissions, etc.) for the services mentioned above and for the entire duration of the study period.
If this documentation is not available, any services used will be entirely at the expense of the foreign citizen.
To access healthcare services, non-EU students are required to obtain insurance against illness, accidents, and maternity risks
- by taking out a specific insurance policy with an Italian or foreign insurance company, valid throughout the national territory
- by voluntary enrollment in the national health service, which is also valid for dependent family members (Art. 34, par. 3, Legislative Decree 25/7/98)
For enrollment in the National Health Service, an annual contribution is required as a share of expenses, based on the total income earned in the previous year in Italy and/or abroad.
The contribution for voluntary enrollment is valid for the calendar year, from January 1st to December 31st, is not divisible, and does not have retroactive effect. For students without income other than scholarships or grants provided by Italian public bodies, there is a fixed annual contribution of €700.00.
Payment of the contribution must be made by postal money order payable to the Region of Umbria.
Documents to be submitted to the Foreign Assistance Office:
- Residence permit for study purposes or, while waiting for its issue, a passport with a study visa and the receipt of the residence permit application
Students staying for less than three months are not required to apply for a residence permit, but must submit a copy of the declaration of presence issued by the border authority or by the police chief. - Certificate of enrollment at the University or self-certification (if residents)
- Certification issued by the competent foreign authorities (Embassy or Consulate) proving income received in the year prior to enrollment, or self-certification.
