
In the myth of the Phoenix, the legendary creature rises from its own ashes, symbolizing rebirth and regeneration. This same spirit of resilience and rebirth is reflected today in the story of Norcia and the Valnerina, struck by the devastating 2016 earthquake.
Like the Phoenix that rises after destruction, these communities are emerging with determination and hope to rebuild their identity, their social, cultural, and economic fabric. This is the framework of action for the “Phoenix Project,” born from the collaboration among the University for Foreigners of Perugia, the Municipality of Norcia, the Umbria Chamber of Commerce, and the Umbrian School of Public Administration. Together, to train and rebuild hope and paths for social and economic development.

Areas of action of the Fenice project
Management with businesses and the local production system will focus on optimizing relationships between companies and integrating with the surrounding environment. This approach aims to encourage cooperation among local businesses, promoting sustainable economic development in the Norcia community and leveraging the resources available in the area.
A unique opportunity to promote the area through an in-depth immersion in local history, art, and traditions. The engaging and interactive approach will not only foster knowledge but also stimulate cultural tourism, thus contributing to economic development and enhancing local heritage.
Through specialized programs in specific areas of advanced education, high-level skills will be enhanced to tackle the challenges of the current job market. Participants will be able to master excellent operational tools to deliver initiatives with significant social and economic impact to the local area.
The advanced training programs for public administration will provide specialized skills and updates on regulations and management practices specific to the public sector. Public officials will have the opportunity to enhance their knowledge to improve service efficiency and promote transparent and accountable governance.
PhD programs will constitute an advanced training path to deepen academic knowledge and skills, while summer and winter schools will represent an intensive learning opportunity over short periods. Students involved in these training programs will have the chance to interact with industry experts, participate in workshops, and collaborate on innovative projects to broaden the range of impact in the area.
The sixth area of intervention is cross-cutting to the previous ones and will be based on sharing and enhancing models of excellence and effective methodologies, in order to promote innovation and efficiency in the processes of territorial development. Through dissemination and promotion activities, best practices will be spread within the relevant contexts to facilitate mutual learning, contributing to the growth and success of organizations and the entire Nursina community.
