The overall administration of the University is led by the Director General, who is responsible for the overall management and organisation of the Technical and Administrative Staff.
In this capacity, the Director General is supported by a Level II Manager who acts as Deputy Director General and is also entrusted with operational responsibility for certain areas of the Central Administration, as specified in the managerial appointment. This manager also replaces the Director General in all cases of absence or impediment.
The administrative structures of the University for Foreigners of Perugia are organised within the Central Administration as well as in the Departments and autonomous Centres of the University.
Specifically:
- The Central Administration is headed by the Director General;
- The Departments and autonomous Centres are led by their respective Directors, to whom the administrative structures supporting teaching, research, and organisational activities are functionally accountable.
Within the Central Administration, the administrative organisation is structured into Areas, Services and Mission Units. Specifically:
- Areas constitute the organisational structures with the highest level of complexity, responsibility and managerial autonomy. In compliance with and within the limits established by the relevant contracts of the Technical and Administrative Staff, Areas are normally led by personnel from the High Professionalism Area (EP) and represent the first level of responsibility in relation to the Directorate General, which holds overall managerial responsibilities. Heads of Area assume professional responsibility for their domains and managerial responsibility for the resources assigned to them. These roles require coordination, interpersonal, supervisory, and problem-solving skills.
Services may report directly to the Director General or form part of the organisational structure of Areas. The level of complexity, responsibility and autonomy varies according to the nature of the tasks performed, which may require functions to be carried out by staff from either the Professional Officers Area or the EP Area. Services reporting directly to the Director General do so functionally and hierarchically, with the exception of the Rector’s Office Service, which reports functionally to the Rector and hierarchically to the Director General. For Services within Areas, the direct hierarchical reference is the Head of Area. Service managers are entrusted with both professional and managerial responsibility for the resources assigned to them.
Services are categorised as follows:
- Services of a predominantly professional nature, requiring specific technical or administrative expertise and not necessarily involving the coordination of staff;
- Services of a predominantly managerial nature, involving the coordination of a number of resources, including human resources.
- Mission Units (hereafter U.M.) are structures for which responsibility may be assigned to personnel from either the Professional Officers Area or the EP Area. They are established to implement specific projects of significant relevance to the University and are primarily responsible for ensuring the correct and timely achievement of project objectives. These units are temporary, activated by a specific organisational act and deactivated once project activities have been completed. The functional and hierarchical reference of Mission Units is the Director General.
The administrative offices of the Departments and Centres provide managerial support for teaching, research and organisational activities within the Departments and Centres. Responsibility for these administrative offices is entrusted to staff from the Professional Officers Area or the EP Area, who carry out their roles within the scope defined by their respective areas. Secretaries report functionally to the Director of the Department or Centre and hierarchically to the Director General.
In addition to the above structures, the following are possible:
- The assignment to staff in the Associates Area and the Operators Area of tasks which, while falling within the remit of their Area, entail specific responsibilities for which a specific responsibility allowance is awarded, depending on the complexity of the duties, the level of specialisation required, and the innovative nature of the professional skills, as per Article 117 of the National Collective Labour Agreement dated 18.01.2024;
- The activation and management of University projects involving, on a cross-sectional basis, different staff members from various structures according to their skills. Responsibility for such projects is assigned by the Director General to Technical and Administrative Staff from different areas, provided they possess the necessary competencies for project implementation.
